A toolkit for UK employers and labour providers

HOW TO
USE THIS PACK
This pack provides tools for you to pick and choose from to fulfil your role as
Modern Slavery Champion for your business. It includes lots of resources that
can be used to raise awareness with workers and peers, activity ideas and
guidance notes to help you get started.

SCOPE
Use the resources in this pack to raise awareness with:

• The direct workforce

• Agency workers supplied by labour providers
• On-site contractors working for contracted out service organisations.
Unfortunately, many people do not realise that they are victims of modern
slavery offences or are too afraid to report it.
It is important that people working in different roles across businesses help
raise awareness of modern slavery and inform their teams, other colleagues
and peers about how they, or their family and friends, can get help and
support if they need it.
Together we can reduce forced labour, labour trafficking and other hidden
third-party labour exploitation of workers in supply chains.
Thank you for your help.

TWO
WHAT IS
A MODERN SLAVERY CHAMPION?
As a Modern Slavery Champion, you will support your
business to raise awareness of modern slavery and hidden
labour exploitation with fellow workers and peers and promote
the different ways workers can report concerns or suspicions of
modern slavery.
Raising awareness of these issues is an important step
business’s should take to help prevent workers from being
exploited and to identify any individual’s that may need help.
A Modern Slavery Champion may:

• Communicate key messages with peers and workers,

such as
o Basic worker rights
o The indicators of modern slavery
o How to report an issue or concern

THREE
• Share and promote awareness materials
• Encourage and support peers to report issues

In order to fulfil this role effectively a Modern Slavery Champion should have:

• A basic understanding of modern slavery

• Knowledge of the business’s internal reporting procedures
• Knowledge of external modern slavery support services

A Modern Slavery Champion’s key role is to raise awareness of modern

slavery and exploitation and let workers know what support is available.
You are not expected to be an expert on Modern Slavery or conduct
any investigations into potential cases. Report all concerns raised to your
manager and/or business’s Modern Slavery Lead and refer to them if you
need any help or further information.

GUIDANCE

FOUR
FOR EFFECTIVE COMMUNICATION
Regularly communicating with workers reinforces the business commitment to tackle
modern slavery and empowers individuals to come forward and ask for help.
Following the good practice below will help you deliver effective communications.

Individuals absorb information in different ways. Be flexible in how you

communicate with workers and peers by using different methods to capture
a wide range of audiences.

Images and graphics can be useful to help communicate key messages,

particularly if English is not a first language for all workers. Use widely
recognised signs and icons where possible.

Where possible adapt your communications to reflect the diversity of the

workforce and the different level of English. Our Stronger Together posters,
leaflets and awareness videos are available in multiple languages
– see www.stronger2gether.org/resources/.

Be aware of cultural differences. Modern slavery is a complex and

sensitive issue. It may take time for individuals to understand why certain
practices are not considered acceptable in the UK or how people end up
in a situation of exploitation. Remember to listen to everyone’s point of
view and ask for support to address challenges if required.

Don’t worry if you don’t have all the answers to people’s questions.
Speak to your manager and/or business’s Modern Slavery Lead for more
information and follow up with the individual(s) who asked.

80% remember what they see,

10% remember what they hear,
20% remember what they read.
4. A guide for UK employers and labour providers
Don’t try to communicate too much information at once. Stick to the rule
of 3 i.e. 3 key messages or focus areas at a time.

Speak clearly and slowly. Allow your audience to process the

information you are sharing.

Check for audience understanding by asking open questions – don’t

look for yes or no answers.

Keep content brief and uncomplicated. Use short sentences and avoid
technical jargon where possible.
When using noticeboards, think about how to capture your audience’s
attention. People are unlikely to process huge amounts of information
and text. It is also important to ensure that any information displayed is
kept up to date.

Ask managers and the senior management team to talk about your
activity, to demonstrate the importance of raising awareness of tackling
modern slavery.

For businesses where a diverse range of nationalities are represented,

see the Effective Communication Toolkit for Multi-Language Workforces2
for additional guidance.

Remember a Modern Slavery Champion’s key role is to raise awareness of modern

slavery and exploitation and let workers know what support is available. You are
not expected to be an expert on Modern Slavery or conduct any investigations
into potential cases. Report all concerns raised to your manager and/or business’s
Modern Slavery Lead and refer to them if you need any help or further information.

REPORTING INDICATORS AND
SUSPECTED CASES OF MODERN SLAVERY
If you have concerns or a worker discloses to you that they are a victim of
modern slavery you must notify your manager or business’s Modern Slavery
Lead immediately.
Your manager and/or Modern Slavery Lead has had specific training to
manage suspected cases of modern slavery in your business. They will
decide if they need to report these concerns to enforcement authorities or
external support services

THE UK NATIONAL REFERRAL MECHANISM

The National Referral Mechanism (NRM)27 is the UK’s framework for
identifying potential victims of modern slavery and ensuring they receive the
appropriate support.
Individuals must be referred to the NRM by a First Responder Organisation.
It is critical that you report any indicators or suspected cases of modern
slavery to your manager and/or business’s Modern Slavery Lead, so that
they can inform a First Responder Organisation.
Referred cases are reviewed by the Home Office, and if it is believed the
individual may be a victim of modern slavery, they can access support and
safe accommodation for at least 45 days.

TEAM TALK ACTIVITY

This team talk activity can be downloaded here: www.stronger2gether.org

TEAM TALK ACTIVITY

[This template can be modified as required to support the
delivery of an interactive and informative team activity to
raise awareness of modern slavery]

Date:

Objectives:
• To improve understanding of modern slavery
• To improve understanding of how to spot the signs of exploitation

Summary:
This activity has been designed to bust common myths or misconceptions about modern slavery, using a
series of statements for you to present to your teams.
The team is asked to vote on whether they think each statement is either a ‘myth’ or ‘fact’. This can
be facilitated either by asking participants to move to one side of the room or the other or holding up
different coloured sheets of paper. After they have voted, reveal the correct answer, and read out the
additional information provided with each question.

Delivery time: 15 minutes

Outcomes:
After taking part in the activity workers should:

• Understand that modern slavery is a significant issue that needs to be addressed

• Feel compelled to help prevent modern slavery by understanding how to spot the signs and what to
do if they spot them
• Feel proud to be working for a business that is working to help prevent modern slavery

Activity: [Explain to your team that you are going to read out a series of statements and they should vote
whether each one if either a ‘myth’ or ‘fact’.]
Statement 1: Slavery no longer exists
Answer: Myth. Slavery is considered to be a thing of the past; however 40.3 million people are currently
estimated to be in situations of modern slavery worldwide.

Statement 2: Forced labour is a form of modern slavery

Answer: Fact. Modern Slavery is a term we use to refer to lots of different slavery like practices. This
includes forced labour, which is any work carried out under the threat of violence, coercion or because of
debt. Other forms of modern slavery include human trafficking, debt bondage and child slavery.

Statement 3: Slavery does not happen in the UK

Answer: Myth. Slavery happens around the world. The most recent estimate by the Global Slavery Index
2018 states that there are 136,000 victims of modern slavery in the UK alone. Statement 4: Modern
Slavery is illegal in the UK

Answer: Fact. In the UK, the Modern Slavery Act 2015 made modern slavery a criminal offence with a
maximum sentence of life imprisonment.

25. A guide for UK employers and labour providers

Statement 5: Forced labour does not affect our business
Answer: Myth. Modern slavery can occur in any business and supply chain. There are certain industries
that are considered to be high-risk for a number of reasons:
• A large migrant workforce who may be more vulnerable to exploitation
• Use of temporary, agency workers who may be more vulnerable to exploitation
• Long and complex supply chains
• Use of contractors and outsourcing for services

Statement 6: It is easy to spot a victim of modern slavery

Answer: Myth. Modern slavery is often said to be ‘hidden in plain sight’, but if you understand the signs
that someone may be a victim of modern slavery then you are more likely to be able to identify them and
respond appropriately.
Signs include a person who:
• Looks malnourished
• Appears anxious and doesn’t want to engage in conversation
• Looks unkempt, has poor personal hygiene, or wears the same clothes regularly
• Wears inappropriate clothing for the work they are doing
• Seems frightened
• Has signs of physical injuries
• Appears to be under the control or influence of others. For example, someone speaks on their behalf
or provides them with money to pay for food
• Doesn’t travel on their own, is brought to work and collected

There are other signs that may indicate someone is a victim such as lots of workers having the same
• Contact address
• Bank account details
• Mobile number
• Next of kin

Statement 7: There is nothing I can do to help a victim of modern slavery

Answer: Myth. We can all help to support victims of modern slavery. Learn how to recognise the signs of
modern slavery and what to do if you spot something suspicious.
You can:
• Talk to colleagues, friends, and family about what you have learnt today and help us raise
awareness
If you suspect someone is a victim of modern slavery, then you can contact:
• [EXPLAIN THE INTERNAL REPORTING PROCEDURE OR MANAGER TO SPEAK TO]
• The police on 101 or 999 in emergency i.e. if someone is in imminent danger
• The Modern Slavery Helpline or Crimestoppers to get help, report a suspicion, or seek more advice
• The Gangmaster and Labour Abuse Authority for help and advice
