Terms of Reference (TOR) Procurement Specialist For ‘Sustainable Enterprise Project (SEP)’ of PKSF 1.0 Background: Palli Karma-Sahayak Foundation was established by the Government of Bangladesh in 1990 as an apex organization for poverty alleviation through employment creation. Since its inception, PKSF has been implementing various programs and projects for poverty alleviation through its Partner Organizations (POs). At present, PKSF has more than 200 active Partner Organizations throughout the country. PKSF launched its Micro-Enterprise program in 2001 to extend financial services to the progressive clients of its Partner Organizations (POs) for undertaking Micro-Enterprises. This program termed 'Agrosor’ is being implemented allover Bangladesh through the POs of PKSF. The aim of the program is to extend its financial services to the progressive members of other programs for undertaking economic activities that require bigger amount of fund. PKSP's role in Micro-Enterprise development has been strengthened through implementation of two projects with IFAD support, namely a) Finance for Enterprise Development and Employment Creation (FEDEC) project and b) Promoting Agricultural Commercialization and Enterprises (PACE) project. PKSF received satisfactory performance rating in project implementation in the recently completed Community Climate Change Project (CCCP) administered by The World Bank Based on the successes achieved and lessons learned in different programs and projects of the PKSF, the PKSF and the World Bank, with the help of the Bangladesh government, has taken an initiative to formulate the ‘Sustainable Enterprise Project (SEP) 2.0 Project objectives The proposed development objective of the project is to increase adoption of environmentally sustainable practices/ technologies by targeted Micro-Enterprises. 3.0 Project areas The project will focus on the clusters of Micro-Enterprises of the agribusiness and manufacturing sectors preferably in the environmentally stressed and climate change- vulnerable (flood, flash flood, drought and salinity-prone) areas in Bangladesh. 4.0 Target population The project will cover approximately 100,000 Micro-Enterprise members under PKSF Micro- Enterprise (ME) Loan Program through its Partner Organizations (POs). 5.0 Duty station ‘The employee will be stationed at Dhaka with extensive travel to anywhere in Bangladesh including the most remote areas as per instruction of the PKSF. 6.0 Duration ‘The project period is 05 (Five) years from August 2018 to June 2023. The estimated duration of the appointment will be 01 (one) year (extendable upon performance) beginning from the effective date of the contract. zt oe ae 1 Tasks and duties The Procurement Specialist is responsible for the overall procurement related activities of the project. S/he has to assist PKSF in procuring all goods and services under the project following the relevant rules and policies of the government and The World Bank, Duties of the procurement specialist are, but not limited to, the following: * Conducting all procurements processes of the project including developing procurement plan , forming committee , bid document, developing Terms of Reference (ToR) and specification, processing tender , tender evaluation, negotiation, contract & agreement, logistics, risk management, conflict management and ensure Value for Money (VFM) procurement. © Training and monitoring all procurements of Partner Organizations (PO). all procurement transactions through The World Bank’s Systematic Tracking Exchanges in Procurements (STEP). «Ensuring PPA 2006 and PPR 2008 is followed along with World Bank's procurement guideline for all procurement processes. © Conducting regular meetings with concerns (when necessary) and professionally ‘maintain all procurement related files. + Completing any other tasks, duties or specific assignments which may arise as directed by the Project coordinator or the PKSF authority. Required Qualifications and Experiences ‘* Relevant educational qualifications: = B.Sc. in engineering or Master's in Procurement/Supply Chain Management/ Law/Business Administration or other relevant subjects; = Best knowledge of PPA 2006 & PPR 2008 and World Bank (WB) procurement guidelines; - Having advanced academic/professional qualification in procurement (such as CIPS qualification) will be an added advantage. © General Experience: - A minimum of 03 (Three) years of general experience in Public Procurement and/or project management; = Experience of procuring Goods, Works, & Services by thyself; © Specific Experience: = Experience of working in any World Bank (WB) funded project as procurement consultant/specialist will be considered as an advantage. = Experience of using Systematic Tracking Exchange in Procurement (STEP) software and e-Government procurement process; = Requires minimum 3 weeks of training on Basic Procurement Management; 9.0 Remuneration Salary - Monthly 250,000/- (Two lac Fifty Thousand) taka and other admissible benefits. {inclusive of exclusive of all applicable Tax & VAT as per law of Bangladesh.) (Negotiable upon experience) 10.0 Age Limit Maximum 50 years.
