1. Medical Termination of Pregnancy (MTP) Amendment Bill, 2020:
The Medical Termination of Pregnancy (MTP) Amendment Bill, 2020
was passed by both lok sabha and rajya sabha.
The Bill proposes several amendments, including the constitution of
a Medical Board in every State and UT.
▪ The board will decide on pregnancies beyond 24 weeks in
cases of foetal abnormalities.
▪ Each board will have one gynaecologist, one radiologist or
sonologist, one paediatrician, and other members
prescribed by the State/UT government.

Highlights of the Medical Termination of Pregnancy (MTP)


Amendment Bill, 2020:
▪ It seeks to extend the upper limit for permitting abortions from 20 weeks to 24 under special
Circumstances.
▪ The “special categories of women” include rape survivors, victims of incest, the differently abled
and minors.
▪ The Bill proposes requirement of opinion of one registered medical practitioner (RMP) for
termination of pregnancy up to 20 weeks of gestation.
▪ It also provides for the requirement of opinion of two RMPs for termination of pregnancy of 20
to 24 weeks.
2. Swachh Iconic Places:
Ministry of Jal Shakti announces selection of 12 sites for transforming them into ‘Swachh Tourist
Destinations’ under Phase-IV.
The 12 sites are:
▪ Ajanta Caves, Maharashtra
▪ Sanchi Stupa, Madhya Pradesh
▪ Kumbhalgarh Fort, Rajasthan
▪ Jaisalmer Fort, Rajasthan
▪ Ramdevra, Jaisalmer, Rajasthan
▪ Golconda Fort, Hyderabad, Telangana
▪ Sun Temple, Konark, Odisha
▪ Rock Garden, Chandigarh
▪ Dal Lake, Srinagar, Jammu & Kashmir

Swachh Iconic Places (SIP):
▪ It is an initiative of Ministry of Drinking Water and Sanitation under Swachh Bharat Mission.
▪ Aims to take iconic places and their surroundings to higher standards of Swachhata, so that all
visitors benefitand also take away home the message of cleanliness.
▪ Implementation of the project: It is a collaborative project with three other central Ministries:
Urban Development, Culture, Tourism; all levels in the concerned States and more importantly,
Public Sector and Private companies as partners.
3. New chief for the National Commission for SCs:
New chief for National Commission for SCs- Vijay Sampla.

About National Commission for Scheduled Castes:


▪ In order to provide the Scheduled Castes of
Indian society safeguards against exploitation
and to promote their social, economic,
educational and cultural development, the
Commission was set up by the Government of
India.
▪ 65th amendment 1990 provided for the
establishment of national commission of SC
and ST by amending 338 article.
▪ The National Commission for Scheduled Tribes (NCST) was established by amending Article 338
and inserting a new Article 338A in the Constitution through the Constitution (89th
Amendment) Act, 2003.
▪ By this amendment, the erstwhile National Commission for Scheduled Castes and Scheduled
Tribes was replaced by two separate Commissions namely- the National Commission for
Scheduled Castes (NCSC), and the National Commission for Scheduled Tribes (NCST) from
February, 2004.
4. Geospatial data policy liberalised:
The Ministry of Science and Technology has
released new guidelines for the Geo-spatial sector
in India, which deregulates existing protocol and
liberalises the sector to a more competitive field.

Under the new guidelines:


▪ The sector will be deregulated and
aspects such as prior approvals for
surveying, mapping and building applications based on that have been done away with.
▪ For Indian entities, there will be complete deregulation with no prior approvals, security
clearances and licences for the acquisition and production of geospatial data and geospatial
data services, including maps.

What is the present policy on geo-spatial data?


▪ There are strict restrictions on the collection, storage, use, sale, dissemination of geo-spatial

data and mapping under the current regime.

▪ The policy had not been renewed in decades and has been driven by internal as well as external
security concerns.

The sector so far is dominated by the Indian government as well as government-run agencies such as
the Survey of India and private companies need to navigate a system of permissions from different
departments of the government (depending on the kind of data to be created) as well as the defence
and Home Ministries, to be able to collect, create or disseminate geo-spatial data.
5. Amendments to Juvenile Justice Act:
The Union Cabinet has approved a slew of
amendments to the Juvenile Justice (Care and
Protection of Children) Act, 2015.

The latest amendments:


▪ Empower the District Magistrates (DM) to
issue adoption orders as well as monitor
the implementation of the law.
▪ Empower the DMs and the additional DMs to monitor the functioning of agencies responsible
for implementing the JJ Act.
▪ The District Child Protection Units will function under the DMs.
▪ Before someone sets up a shelter home for children and sends their proposal for registration
under the JJ Act to the State, a DM will have to assess their capacity and conduct a background
check.
▪ A DM could also independently evaluate the functioning of the Child Welfare Committee,
Special Juvenile Protection Units and registered childcare institutes.
6. U.P. Assembly passes Bill on conversion:
Uttar Pradesh Legislative Assembly passed Uttar
Pradesh Prohibition of Unlawful Conversion of Religion
Bill,2021.
• The Bill seeks to replace the ordinance promulgated
in November last year that seeks to curb religious
conversions carried out by fraudulent or any other
undue means.
Key Provisions:
▪ It makes religious conversion for marriage a
non-bailable offence.
▪ The onus will be on the defendant to prove that conversion was not for marriage.
▪ The notice period to the district magistrate for the religious conversion is two months.
▪ In case of conversion done by a woman for the sole purpose of marriage, the marriage would
be declared null and void.

7. Pradhan Mantri Matru Vandana Yojana:
The scheme has crossed 1.75 crore eligible women till financial year 2020.

About PMMVY:
It is a Maternity Benefit Programme that is implemented in all the districts of the country in accordance
with the provision of the National Food Security Act, 2013.

8. FSSAI Caps Trans Fatty Acids In Food:


▪ The Food Safety and Standards Authority of India (FSSAI) has
restricted the permissible amount of industrial Trans Fatty Acid
(TFA) in food products to 2 per cent from 2022
▪ In December2020, the FSSAI had capped TFAs in oils and fats to 3%
by 2021, and 2% by 2022 from the current levels of 5%.
9. Indradhanush 3.0 launched:
Intensified Mission Indradhanush 3.0 launched to
expand immunization coverage across the country.
▪ The focus of IMI 3.0 will be on children and
pregnant women who missed their vaccine doses
during the COVID-19 pandemic.

What is Mission Indradhanush?


To strengthen and re-energize the programme and achieve full immunization coverage for all children
and pregnant women at a rapid pace, the Government of India launched “Mission indradhanush” in
December 2014.

Mission Indradhanush’s Goal:

The ultimate goal is to ensure full immunization with all available vaccines for children up to two years

of age and pregnant women.

Diseases covered:
It provides vaccination against 12 Vaccine-Preventable Diseases (VPD) i.e. diphtheria, Whooping cough,
tetanus, polio, tuberculosis, hepatitis B, meningitis and pneumonia, Hemophilus influenza type B
infections, Japanese encephalitis (JE), rotavirus vaccine, pneumococcal conjugate vaccine (PCV) and
measles-rubella (MR).
▪ However, Vaccination against Japanese Encephalitis and Haemophiles influenzae type B is being
provided in selected districts of the country.
10. Corruption Perception Index 2020:
Corruption Perception Index 2020 has been released.
▪ It is prepared by Transparency International.

India's performance:
▪ India slipped six places to 86th out of 180 countries position this year.
▪ India’s score is below the average score of the Asia-Pacific region (31 countries) and global
average.
▪ India's overall score is also two points less than that of China, which docked at 78th position.

Overall best and worst performers:


▪ The list was topped by New Zealand and Denmark (88 each).
▪ South Sudan and Somalia were at the bottom of the global ranking, with scores of 12 each.
11. COUP IN MYANMAR
Military seizes power in Myanmar coup:
Myanmar’s military has seized power in a coup against the
democratically elected government of Nobel laureate Aung San Suu
Kyi.

▪ The Army said it had carried out the detentions in response


to “election fraud”.
12. BHASHAN CHAR ISLAND
Bangladesh authorities sent a fourth group of Rohingya refugees from
Myanmar to Bhasan Char island in the Bay of Bengal despite calls by
human rights groups for a halt to the process.
▪ Bhasan Char is an island specifically developed to
accommodate 1,00,000 of the 1 million Rohingya who have fled
from neighbouring Myanmar.
▪ While human rights groups have criticised the move and some
are being forced to go against their will, the government has insisted that refugees moving to
the island have done so voluntarily.

13. GREY LIST OF FATF
▪ The FATF’s Plenary and Working Group meetings,
scheduled to be held from February 21 to 26 in Paris, is all
set to decide on Pakistan’s grey list status. However,
Pakistan is unlikely to exit the Financial Action Task Force’s
(FATF) ‘grey’ list until June.
▪ Pakistan was placed on the ‘grey’ list in June 2018 and given a timeline to implement 27 action
points.

About FATF:
▪ The Financial Action Task Force (FATF) is an inter-governmental body established in 1989 on the
initiative of the G7.
▪ It is a “policy-making body” which works to generate the necessary political will to bring about
national legislative and regulatory reforms in various areas.
▪ The FATF Secretariat is housed at the OECD headquarters in Paris.
▪ The FATF currently comprises 37 member jurisdictions and 2 regional organisations,
representing most major
▪ financial centres in all parts of the globe. It also has observers and associate members.
14. CPEC: CHINA PAKISTAN ECONOIC CORRIDOR
The CPEC is the flagship project of the multibillion-dollar Belt and
Road Initiative (BRI),a pet project of Chinese President Xi Jinping,
aimed at enhancing Beijing’s influence around the world through
China-funded infrastructure projects.
● The 3,000 km-long China–Pakistan Economic Corridor (CPEC)
consists of highways, railways, and pipelines.
● CPEC eventually aims at linking the city of Gwadar in South
Western Pakistan to China’s North Western region Xinjiang
through a vast network of highways and railways.
The proposed project will be financed by heavily-subsidised loans, that will be disbursed to the
Government of Pakistan by Chinese banks.
15. Japan protests after two Chinese coast guard ships enter islands in East China Sea:
After two Chinese coast guard ships entered waters off the Senkaku
islands recently, Japan protested against China's intrusion in the
uninhabited islets in the East China Sea.
▪ Tensions have escalated between the two countries after
Beijing enacted a legislation allowing its coast guard to use
weapons against foreign ships that it views illegally entered its
waters.

What's the issue?


Japan and China are locked in a dispute over the islands in the East China Sea which Tokyo calls the
Senkakus and Beijing the Diaoyu. The islets are administered by Japan, however, Beijing claims the

islands as its own.

16. International Energy Agency:
International Energy Agency (IEA) has released its India Energy
Outlook 2021 report.

Key findings:
▪ India will make up the biggest share of energy demand
growth at 25% over the next two decades, as it overtakes the European Union as the world's
third-biggest energy consumer by 2030.
▪ India's growing energy needs will make it more reliant on fossil fuel imports as its domestic oil
and gas production has been stagnant for years despite government policies to promote
petroleum exploration and production and renewable energy.
▪ The world's second-biggest net oil importer after China currently imports about 76% of its crude
oil needs. That reliance on overseas oil is expected to rise to 90% by 2030 and 92% by 2040.

About IEA:
▪ Established in 1974 as per framework of the OECD, IEA is an autonomous intergovernmental
organisation.
▪ Its mission is guided by four main areas of focus: energy security, economic development,
environmental awareness and engagement worldwide.
▪ Headquarters (Secretariat): Paris, France.
It has 30 members at present. IEA family also includes eight association countries. A candidate country
must be a member country of the OECD. But all OECD members are not IEA members
17. Nigeria’s Okonjo-Iweala appointed WTO head:
Ngozi Okonjo-Iweala has been appointed the new chief of the World Trade Organization, becoming the
first woman to ever lead the institution and the first African citizen to take on the role.

18. Important Schemes in the latest Union Budget:


Health and well being:
▪ PM Atmanirbhar Swasth Bharat Yojana: To be launched to
develop primary, secondary and tertiary healthcare systems,
strengthen existing health systems and support future health
interventions.
▪ Mission Poshan 2.0 to be launched to improve nutritional
outcomes across 112 aspirational districts.
▪ Jal Jivan Urban Mission: To be implemented over five years with an outlay of Rs 2.87 lakh crore.
▪ Voluntary Vehicle Scrapping Policy to phase out old vehicles and reduce vehicular pollution:
vehicles will undergo fitness tests after 20 years in private vehicles, 15 years in case of

commercial vehicles.

▪ Pneumococcal vaccine rollout: The pneumococcal vaccine, which is limited to only 5 states at
present, will be rolled out across the country.

▪ Swachh Bharat Mission (Urban) 2.0 would be implemented over five years — from 2021 to 2026
— on an outlay of ₹1.41 lakh crore.

Infrastructure:
▪ Mega Investment Textile Parks- 7 textile parks will be added in the next three years.
▪ Proposal to set up Development Finance Institution at a cost of Rs 20,000 crore.
▪ A national monetising pipeline will be launched and a dashboard will be created to overlook the
progress.
▪ The Indian Railways has prepared a National Rail Plan for India 2030. The plan is to create a
future ready railways system by 2030.
▪ New scheme to be launched to support augmentation of public bus service.
▪ MetroLite and MetroNeo to be introduced in Tier 2 cities and peripheral areas of Tier 1 cities.
▪ A framework to allow consumers of electricity alternatives to choose from more than one
distribution company.
▪ National Hydrogen Mission for generating hydrogen from green power sources.
▪ The major ports will be moved from operating services on their own and they can enter into
publicprivate partnership to get private players to operate and manage it for

▪ Ujjwala scheme, which has benefited 8 crore households so far, will be extended to cover 1
crore more beneficiaries.
▪ Gas pipeline network to be taken up in J&K union territory and City Gas Distribution (CGD)
programme will be extended to 100 districts in next three years.

Agriculture:
▪ Operation Green Scheme to be enlarged to cover 22 perishable crops.
▪ 1000 more mandis to be integrated with E-NAM market place.
▪ Agricultural Infrastructure funds will be made available to APMCs for augmenting their
infrastructure.
▪ Five major fishing harbours to be developed into fishing hubs for economic activity including
Chennai, Kochi, Paradip, Petuaghat and Visakhapatnam.
▪ Seaweed farming to be promoted -Multipurpose seaweed park to be established in Tamil Nadu.
▪ An Agriculture Infrastructure and Development Cess (AIDC) on select items such as petrol,
diesel, apples and alcohol.

Science and technology:


National Research Foundation (NRF) — an umbrella body that is expected to fund research across a
range of disciplines, from science and technology to humanities. The NRF would be an autonomous
body and represented by all major research and education bodies.

Defence:
Major recommendations of the 15th FC that were incorporated into the Union budget include:
▪ Boost in health spending.
▪ Higher borrowing limits for states.
▪ A consolidation of Centrally-sponsored schemes or public programmes implemented by states
but largely funded by the Union government.

▪ Creation of a non-lapsable defence and internal security fund either through allocation from

the divisible pool of funds shared by the Centre and states or through a cess.

19. Govt. hopes to cut fiscal deficit to 4.5% by FY26:
Finance Minister Nirmala Sitharaman has pegged the fiscal deficit for
2021-22 at 6.8% of the GDP and aims to bring it back below the 4.5%
mark by 2025-26.
The original fiscal deficit target for 2020-21 was 3.5%. However, in
reality, the deficit has shot up to a high of 9.5% of the GDP due to:
▪ The impact of the COVID-19 pandemic.
▪ Low revenue flows due to the lockdown.
▪ Negative economic growth clubbed with high government spending to provide relief to
vulnerable sections of society.
Finance minister has also proposed to introduce amendments to the FRBM Act to make necessary
change in the fiscal consolidation roadmap.
Fiscal deficit is “reflective of the total borrowing requirements of Government”
20. World Pulses Day:
February 10 is a designated global event to recognize and emphasize the
importance of pulses and legumes as a global food.
▪ The UN General Assembly adopted 2016 as the International Year
of Pulses (IYP).

21. Production-linked incentive scheme:


The Union Cabinet has approved the production-linked incentive scheme
for the telecom sector with an outlay of ₹12,195 crore over five years.
▪ The implementation scheme will start from April 1, 2021.

About the PLI scheme:


▪ The scheme aims to make India a global hub for manufacturing telecom equipment.
▪ Its eligibility criteria include achievement of a minimum threshold of cumulative incremental
investment and incremental sales of manufactured goods.
▪ The incentive structure ranges between 4% and 7% for different categories and years. Financial
year 2019-20 will be treated as the base year for computation of cumulative incremental sales
of manufactured goods net of taxes.
▪ Minimum investment threshold for MSMEs has been kept at Rs 10 crore and for others at Rs
100 crore.
▪ Once qualified, the investor will be incentivised up to 20 times of minimum investment
threshold enabling them to utilise their unused capacity.

22. New 'Public Sector Enterprise Policy':
The government recently released a new 'Public Sector Enterprise Policy'.

Under the New Policy:


▪ Strategic: Atomic energy, space, defence, trans and telecom,
power, petro, coal, other minerals, banking, insurance and
financial services will be classified as strategic sectors
▪ Privatization: The remaining companies in strategic sectors
will be considered for
▪ privatization/merger/closure and non-strategic sectors will be
considered for privatization, where feasible or for closure.
▪ In strategic sectors, the minimum presence of existing companies at the holding level will be
retained under government control.
▪ The strategic sectors have limited number of players restricting it to maximum four public sector
enterprises of the holding nature.
23. Lithium deposits in Mandya district of Karnataka:
Preliminary surveys on surface and limited subsurface by Atomic
Minerals Directorate for Exploration and Research (AMD) have shown
presence of Lithium resources of 1,600 tonnes in the pegmatites of
Marlagalla –Allapatna area, Mandya district, Karnataka.

About Lithium:
▪ It is a soft, silvery-white metal. Under standard conditions, it is the lightest metal and the lightest
solid element.
▪ It is highly reactive and flammable, and must be stored in mineral oil. It is an alkali metal and a
rare metal.
24. Denmark to create world’s first energy island in the North Sea:
Denmark has approved a plan to build the world’s first energy island in the North Sea.

About the Project:


▪ The artificial island, in its initial phase, will be the size of 18
football fields.
▪ It will be linked to hundreds of offshore wind turbines and
will supply both power to households and green hydrogen
for use in shipping, aviation, industry and heavy transport.
▪ The island will produce and store enough green energy to cover the electricity needs of three
million European households.
25. What is Stardust 1.0, the first rocket to run on biofuel?
Stardust 1.0 was launched on Jan 31st from Loring Commerce Centre in
Maine, US.
▪ It has become the first commercial space launch powered by
biofuel, which is non-toxic for the environment as opposed to

traditionally used rocket fuels.


▪ Stardust 1.0 is a launch vehicle suited for student and budget payloads.

26. Hope: UAE’s first mission to Mars:
HOPE Mission- the first Arab interplanetary mission has
reached Mars’ orbit on Tuesday in what is considered the most
critical part of the journey to unravel the secrets of weather
on the Red Planet.

About the Hope mission:


The Hope mission is a Mars orbiter spacecraft, which will study
the thin atmosphere of Mars.
The mission is officially named the Emirates Mars Mission (EMM) and the orbiter has been named Hope
or ‘Al Amal’.
It was launched in 19 july 2020 and entered the mars orbit on 9th of February 2021.
▪ It is the first interplanetary mission for the Arab World.

The Hope orbiter:


The Hope probe has a mission life of one Martian year, which is almost two Earth years.
27. China's Tianwen-1 probe:
China's Tianwen-1 probe has successfully entered orbit around
Mars after a 6-1/2-month journey from Earth.
It was launched on 23 july 2020 and it reached in the orbit of the
mars on 10th of February 2021.

What next?
▪ In about three months, the Tianwen-1 will attempt to send a landing capsule carrying a 240-
kilogram rover in a rapid seven-minute descent onto a massive plain in the northern hemisphere
of Mars known as Utopia Planitia.

About Tianwen-1:
▪ China’s first Mars probe is called Tianwen-1 (formerly Huoxing 1).
▪ The spacecraft consists of an orbiter, a lander and a rover.
▪ Launched last year on a Long March 5 rocket from Xichang, China.
▪ Landing site: Somewhere in Utopia Planitia, a vast plain in Mars’ northern latitudes and the same
place NASA’s Viking 2 mission landed in the 1970s.
▪ If the mission is successful, China will become the third country to achieve a Mars landing after
the USSR and the United States.
28. NASA Perseverance:
It reached to the surface of the mars on 18th of February 2021.

About the Perseverance rover:


▪ Launched on July of 2020.
▪ It is expected to touch down on Mars at the Jezero Crater.
▪ The primary task of Perseverance is to seek signs of ancient life and collect samples of rock and

reglolith to possibly return these to Earth.

▪ Perseverance is fueled by electrical power by using heat of plutonium's radioactive decay.

▪ NASA Perseverance gets shape memory alloys to remain steady on surface of Mars.
▪ Armed with drills, cameras and lasers, Perseverance is set to explore Mars.

Why is this mission significant?


▪ Perseverance will carry a unique instrument, MOXIE or
Mars Oxygen ISRU Experiment: which for the first time will
manufacture molecular oxygen on Mars using carbon
dioxide from the carbon-dioxiderich atmosphere (ISRU
means In Situ Resource Utilization: or the use of local
resources to meet human needs or requirements of the
spacecraft).
▪ It will carry Ingenuity, the first ever helicopter to fly on Mars. This is the first time NASA will fly
a helicopter on another planet or satellite.
29. World Wetlands Day:
Date: 2nd Feb Every Year. The day also marks the anniversary of
the signing of the Convention on Wetlands of International
Importance (Ramsar Convention) in Ramsar, Iran, on 2 February
1971.
Theme: 'Wetland Water'
Protection: Wetlands are currently protected under different designations, including the Ramsar
Convention on wetlands, the UNESCO Man and Biosphere Programme and others, and some of these
overlap.

Wetlands in India:
India has rich wetlands famous for its biodiversity. As of FEBRUARY 2020, there are 42 Ramsar sites in
India.

Ramsar Convention:
▪ The Ramsar Convention is an international agreement promoting the conservation of wetlands.
▪ The Convention was adopted at Ramsar in Iran in 1971 and came into force in 1975. Almost 90%
of the UN member states are part of the Convention
30. World Sustainable Development Summit:
20th edition of the event was inaugurated recently.
Theme: Redefining our common future: Safe and secure environment for all.

About the World Sustainable Development Summit:


▪ It is the annual flagship event of The Energy and
Resources Institute (TERI).
▪ It is the sole Summit on global issues taking place in
the developing world.
▪ It provides a platform for global leaders and
practitioners to discuss and deliberate over climatic

31. What is Carbon Watch— India’s 1st app to assess one’s carbon footprint?
Chandigarh became the first state or Union Territory in India to launch
Carbon Watch.

What is Carbon Watch?


It is a mobile application to assess the carbon footprint of an individual.

What is Carbon Footprint?


Carbon footprint is the amount of greenhouse gases-especially carbon
dioxide-released into the atmosphere by a particular human activity.
32. Govt. to monitor OTT content:
For the first time, the government, under the ambit of the Information Technology (Intermediary
Guidelines and Digital Media Ethics Code) Rules 2021, has brought in detailed guidelines for digital

▪ While all the rules have been framed and notified under the existing Information Technology
(IT) Act, the administrative powers for regulation of OTT and digital news sharing platforms shall
be under the Ministry of Information and Broadcasting (I&B).

Overview of the rules:


Three-tier grievance redressal mechanism:
▪ First level- OTT provider: Here, the grievance redressal
system will be at the level of each OTT provider. Each
complaint will have to be addressed within 15 days.
▪ Second level- a self-regulatory body: If the complaint
is not satisfactorily addressed, then the complainant
can scale it up to a self-regulatory body collectively
established by the OTTs.
o Powers: This self-regulatory body also has “censuring” powers in case of any incriminating
content.
▪ At the third tier, the government has equipped itself with overriding powers in the form of
“oversight mechanism”. An inter-ministerial committee will perform this function and it will
largely have the same powers as the collective self-regulatory body of the OTTs.
33. 'KAPILA':

and Awareness Campaign (KAPILA) for Intellectual

during the late Ediacaran period. The fossils are known

36. What is Sandes?
▪ The National Informatics Centre has launched an
instant messaging platform called Sandes on the lines
of WhatsApp.
▪ Like WhatsApp, the new NIC platform can be used for
all kinds of communications by anyone with a mobile
number or email id.

the user to change their email id or registered phone
number. The user will have to re-register as a new user

▪ The portal (https://echhawani.gov.in/) has been created
to provide online civic services to over 20 lakh residents

42. Uthuru Thila Falhu(UTF):
▪ India has signed an agreement with Maldives for developing a Maldives National Defence Force
Coast Guard Harbour at Sifvaru --Uthuru Thilafalhu(UTF).
▪ The pact aims to "develop, support and maintain" the harbour and is part of the request made
by the Maldivian government in April 2013 to the Indian government to enhance the capability
of the Maldivian Defence forces.
43. Budget 2021: New Asset Reconstruction and Asset Management Company to be set
up
The finance Minister of India, Nirmala Sitharaman, has announced during the presentation of the Union
Budget 2021 that a new asset reconstruction and asset management company will be set up in India.

Key facts
▪ The new Asset reconstruction and asset management company will look after the Non-
Performing Assets (NPAs) of stressed banks.
▪ New amendments will be incorporated so that the Asset reconstruction depositors can get easy
and time-bound access to their savings.
▪ This in turn will help depositors in banks that are currently under stress.
▪ The government has also approved an increase in the cover from Rs 1 lakh to Rs 5 lakh for bank
depositors.
44. Agricultural Infrastructure and Development Cess
The Finance Minister of India, Nirmala Sitharaman, announced an agricultural infrastructure and
development cess (AIDC) on some goods while presenting Union Budget 2021. AIDC was announced to
provide support to those sector that has been one bright spot amid the COVID-19 pandemic.

Highlights
▪ AIDC will be applied on a small number of items.
▪ Under the norms, no additional burden will be placed on consumers on most items.
▪ AIDC was announced because there was an immediate need to improve the agricultural
infrastructure in order to produce more along with conserving and processing agricultural
output efficiently.
▪ This cess would also ensure enhanced remuneration for the farmers.

The Finance Minister, Nirmala Sitharaman, announced during the Union Budget 2021 presentation that

▪ The scheme will enable the textile industry to become globally competitive.
▪ It will help the industries to attract large investments and boost employment generation besides
boosting the exports.

47. India’s First ‘Amputee Clinic’ Launched in Chandigarh
The PGIMER, Chandigarh has launched its ‘PGI Amputee Clinic’ which is also the first such clinic in India.

▪ The clinic was set up to improve the amputation patient care by providing them a host of
services under one roof and with significant coordination.

48. India’s first Centre for Wetland Conservation and Management to be opened in
Chennai
The Central government has announced that, it will soon set up a new Centre for Wetland Conservation
and Management (CWCM) in Chennai.

conserve the wetlands.
49. Yudh-Abhyas: Indo-US joint military exercise
The 16th edition of Indo-US joint military exercise ‘Yudh Abhyas’ will begin in Rajasthan from February

The Economist Intelligence Unit (EIU) recently released its report titled “Democracy in sickness and in
health?” and also published the Democracy Index 2020.

Key Findings
▪ The Democracy Index report 2020 by the covers the 167 countries.
▪ It has classified the economies in categories such as flawed democracies, full democracies,
hybrid regimes, and authoritarian regimes.
▪ In the Democracy Index, Norway has topped.
▪ The 2nd 3rd 4th and the 5th ranks have been secured by Iceland, Sweden, New Zealand and Canada
respectively in the index.
▪ India’s rank has degraded by two places from the previous year ranking. This year India has been
ranked at 53rd place.
51. Third Phase of ‘Chah Bagicha Dhan Puraskar Mela’
The third phase of Chah Bagicha Dhan Puraskar mela is set to be held in Guwahati on February 6, 2021.

The National Tiger Conservation Authority (NTCA) has approved the creation of the fifth tiger reserve in
Tamil Nadu.
53. Ladakh to get India’s first Geothermal Power Project
▪ The first geothermal power project of India will be established at Puga village of eastern Ladakh.
▪ This decision was taken because, Puga village was identified as the hotspot of geothermal
energy by the scientists.
▪ The project will be completed in four phases.
▪ A tripartite Memorandum of Understanding (MoU) to establish and implement the first phase
was signed on 6th February, 2021 between ONGC Energy; LAHDC, Leh and the Power
Department of UT Ladakh
▪ This geothermal project is known as Geothermal Field Development Project.
▪ It will be commission by the end of 2022.

54. SC stays dismantling of INS Viraat
The Supreme Court have put a stay on the dismantling of the INS Viraat that was decommissioned
recently. This decision was taken in the backdrop to restore the everlasting glory of this legendary
warship of the Indian Navy.

SC’s Take
▪ The petition was heard by a bench headed by Chief Justice of India (CJI) S A Bobde.
▪ The bench issued the notice to the Centre and others and asked for their responses on the plea.
▪ This order came from SC after a portion of the legendary vessel has already been scrapped
following the government’s decision in December 2020.

INS Viraat
▪ It was a Centaur-class aircraft carrier in the Indian Navy. The aircraft carrier was the flagship of
Indian Navy till 2013 before INS Vikramaditya was commissioned into services.
▪ INS Viraat was completed and commissioned in the year 1959 as the Royal Navy’s HMS Hermes.
In the year 1984 it was decommissioned. The aircraft carrier was sold to India in the year 1987.
▪ Following that, it was commissioned into the Indian Navy on May 12, 1987.The carrier has
served the Indian Navy for 29 years and decommissioned in 2017. This was the last British-built
ship that was serving the Indian Navy.
55. Exercise TROPEX-21: Key Highlights
The biennial Theatre Level Operational Readiness Exercise (TROPEX 21) which is the largest wargame of
the Indian Navy was started in January 2021. The exercise is still underway and it will end in the third
week of February 2021.
▪ The exercise is observing the participation of all operational units of Indian Navy such as
submarines, ships and aircraft.
▪ The units of Indian Army, Indian Air Force and Coast Guard are also participating in the biennial
exercise.
▪ The exercise is being held in the Indian Ocean Region and its adjunct waters.
▪ The exercise is being looked by the Naval Headquarters along with the participation of all three
Commands of Indian Navy besides the Tri-Services Command.
56. ‘Jalabhishekam’ Water Conservation Campaign
▪ The Union Defence Minister, Rajnath Singh, inaugurated 57,000 water structures under the
“Jalabhishekam Water Conservation Campaign” on February 11, 2021 virtually from New Delhi.

▪ These water structures were constructed in Madhya Pradesh.
▪ The conservation work will help to achieve the goal of water conservation and build a self-reliant
Madhya Pradesh.
▪ The Defence Minister highlighted that the ‘Jalabhishekam’ Campaign is fulfilling the aim of
‘water for every farm and work for every hand’. The campaign would be helpful in the

57. CSE’s State of Environment Report- Highlights
The Centre for Science and Environment (CSE) has released its State of Environment Report, 2021 on
February 25, 2021. The report highlighted how the Covid-19 pandemic will impact the children across

▪ As far as sustainable development is concerned, India ranked 117 among 192 nations.
▪ Further, India’s air, water and land have become more polluted in between the year 2009 and
2018.
▪ The Central Pollution Control Board highlighted that, out of 88 major industrial clusters in the
country, 35 went through environmental degradation, 33 went through worsening air quality,
45 clusters comprised of polluted water and while 17 clusters had land pollution
▪ Tarapur in Maharashtra was the most polluted cluster.
58. State of School Feeding Worldwide Report- Highlights
The United Nations World Food Programmes (WFP) has released its report titled “The State of School
Feeding Worldwide on February 24, 2021.

Key Findings of the report


▪ As per the report, the COVID-19 pandemic risks have reversed the efforts that were made
worldwide in a decade to provide nutritious food to the most vulnerable children across the
globe.
▪ The report highlights that, one in two school children that would count as around 388 million
children worldwide received the school meals when the pandemic was at its peak. This accounts
for the highest number in history.
▪ When the pandemic was at its peak around April 2020, 199 countries had closed their schools.
Because of which, 370 million children were suddenly deprived of nutritious meal of the day.
▪ The report highlighted that, the lockdown threw spotlight on the critical role that school plays
in feeding vulnerable children and protecting their futures.
59. President inaugurates world’s largest stadium in Gujarat
The President of India, Ram Nath Kovind, has inaugurated the world’s largest Stadium at Motera, in

60. Two Years of PM KISAN Scheme- Highlights
▪ The flagship scheme of the central government, Pradhan Mantri Kisan Samman Nidhi (PM
KISAN) has completed its two years on February 24, 2021.

About PM KISAN Scheme


▪ The scheme was launched with the objective of PM of augmenting the income of the farmers
by giving all the landholding farmer’s family an income support all across the country.
▪ Under this scheme, an amount of 6000 rupees per year is transferred to the bank accounts of
farmers directly.
▪ This amount is transferred to them in three instalments of 2000 rupees.
▪ This scheme was initially launched to provide income support to all Small and Marginal Farmers’
families who are holding the cultivable land up to 2 hectares.
▪ Later, the scheme was expanded to cover all farmers’ families irrespective of the size of their
land holdings.
▪ However, Affluent farmers have been excluded from this scheme.
61. National Urban Digital Mission Launched
▪ The Central government has launched the ‘National Urban Digital Mission’ on February 23,

62. Japan Appoints Loneliness Minister to Check Suicide Rate

Japan has appointed the first ever Minister for Loneliness amid the increasing
suicide rates in Japan.

▪ Suicide rates in Japan has increased for the first time in 11 years in the current COVID-19
pandemic situation.
▪ Japan has appointed the loneliness minister on the line of United Kingdom which became the
first country in world to create a similar position in the country in 2018.
63. VL-SRSAM missile system successfully launched
The Defence Research and Development Organisation (DRDO) has successfully launched the two
indigenously designed and developed Vertical Launch Short Range Surface to Air Missile (VL-SRSAM) on
February 22, 2021.

▪ The missiles were launched with the help of static vertical launcher.
▪ They were launched from Integrated Test Range, Chandipur off the Odisha Coast.

Vertical Launch Short Range Surface to Air Missile (VL-SRSAM)
▪ VL-SRSAM was indigenously developed and designed by DRDO.
▪ Missiles have been launched for the Indian Navy.
▪ They will neutralize the various aerial threats including the sea-skimming targets.
▪ DRDO has performed two trials in order to demonstrate the vertical launch capability.
▪ Both the missiles intercepted the simulated targets with pinpoint accuracy.
▪ These missiles were also tested for its minimum range and the maximum range.
▪ During the missile testing, vehicle performance and flight path parameters were also monitored.
These parameters were monitored through the flight data that was captured using the range
instruments.
64. February 20: World Day of Social Justice
The World Day of Social Justice is observed on February 20 every year. The day is dedicated to
advantages and issues which can be tackled by Social Justice. In the year 2021, the day was celebrated
under Theme– “A call for social justice in the Digital Economy.”
65. Saudi Arabia opens up Armed Forces for Women
Saudi Arabia has opened up the armed forces for Women. Following the order, the female recruits can
now trade their abayas for military uniforms.
▪ This move aims to increase the rights of women in the country.
▪ The plan to allow women in the armed forces was first announced in the year 2019.
66. India- Indonesia Navies conduct PASSEX exercise
The Indian and the Indonesian navies held the PASSEX military exercise in the Arabian sea on February

67. Indian Oil- Norway’s Greenstat join hands for hydrogen research
The Indian Oil Corporation (IOC) and the Greenstat Norway signed an agreement to set up the Centre
of Excellence on Hydrogen. This agreement was signed some days after India unveiled its national
hydrogen mission.

▪ The National Hydrogen Mission was unveiled by the Indian government to accelerate their plans
to generate the carbon-free fuel from renewable sources.
▪ The government has also pledged in the Union Budget for 2021-22 to focus on generating

69. Hyderabad- 2020 Tree City of the World
The United Nations Food and Agriculture Organization (FAO) and the Arbor Day Foundation have
recently recognized Hyderabad as a 2020 Tree City of World. Hyderabad was selected for the recognition
following its commitment to grow and maintain the urban forests.
70. ISA to Launch World Solar Bank
The International Solar Alliance (ISA) have planned to launch the World Solar Bank (WSB) at the United
Nations Climate Change Conference in Glasgow that is scheduled for November 2021.
▪ The development of the World Solar Bank will support India’s attempt to secure its leadership
in the climate arena.
▪ The development of the bank is significance because the green finance will be one of the priority
themes at the climate meet called COP-26.
▪ COP-26 will be organised in the backdrop of US re-joining the Paris climate accord.
▪ The headquarter of the World Solar Bank is expected to be set up in India. It will be first
multilateral development bank (MDB) that will be set up in India.
▪ The WSB have planned to disburse around $50 billion to the member countries of ISA over next

71. India-Mauritius: Comprehensive Economic Cooperation Agreement approved
The Union Cabinet chaired by Prime Minister, Narendra Modi, has approved the signing of a
comprehensive economic cooperation and partnership agreement (CECPA) between India and
Mauritius. This approval was given on February 17, 2021.

▪ It is a kind of a free trade agreement between India and Mauritius.
▪ This agreement was signed with the aim of liberalising the norms to boost a two-way commerce.
▪ This agreement will cover 310 export items for India such as foodstuff & beverages, textile &
textile articles, base metals, agricultural products, electricals & electronic items, plastics &
chemicals, wood & its articles.
▪ Mauritius will also get preferential market access into India for some 615 products. These
products would range from specialty sugar, biscuits, frozen fish, mineral water, fresh fruits,
juices, beer, alcoholic drinks, medical & surgical equipment, soaps, bags and apparel.
▪ This agreement is India’s first such trade agreement with any African nation.
72. Russia Launched Cargo Ship to International Space Station
Russia has launched a new progress cargo ship into orbit in February 14, 2021. The cargo ship was
launched in order to deliver the cargo to the seven crew members in the International Space Station
(ISS).

▪ The space agency of Russia, Roscosmos, launched the Progress MS-16 cargo ship. It is also called
Progress 77.
▪ The cargo ship was launched using the Soyuz rocket from Site 31 of the Baikonur Cosmodrome
in Kazakhstan.
▪ The cargo ship will arrive the ISS on February 15, 2021.

73. World Bank report: “Traffic Crash Injuries and Disabilities: The Burden on Indian
Society”
The World Bank recently published its report titled “Traffic Crash Injuries and Disabilities: The Burden
on Indian Society”. This report was released by Union transport minister, Nitin Gadkari, on February 13,
2021. The report mentions the disproportionate impact of a road crash on poor households. It also
throws light on the links between poverty, road crashes, inequality and vulnerable road users across
India.

Key Findings of the report


▪ The report highlights that, India has only 1 per cent of the world’s vehicles. Even though it
accounts for 11 per cent of the global death due to road accidents. It stands highest death toll
in the world because of road accident.
▪ The world bank report highlighted that the road crash deaths among rural poor households
accounts for 44 per cent.
▪ While, the road crash death among urban poor households accounts for 11.6 per cent.
▪ It also reveals that the women bore the brunt of caregiving after a crash. This results into more
financial and mental stress this exacerbate the inequality of opportunities.
