Section 3(1)(r) and 3(1)(s) read as follows:

Punishments for offences atrocities: Whoever, not being a member of a


Scheduled Caste or a Scheduled Tribe,-
…..
(r) intentionally insults or intimidates with intent to humiliate a
member of a Scheduled Caste or a Scheduled Tribe in any place within
public view;
 It is crystal clear that there is no any specific caste abuses intentionally on a public place. It   is  
admitted   fact   that   as   per   Sec.   18   of   The   Atrocities   Act,
anticipatory bail is not tenable.  But on considering above all facts
and circumstances, it is a exceptional circumstances.  Prima facie,
there is no material on record to attract the offence against the applicant/accused

 it is crystal clear that there is no primafacie material   on   record   to   show   that   the  


applicants/accused   have intentionally insulted the complainant by abusing on his caste
