Hard to say what the problem is but you need to look at the services you're offering and if they're in

demand first. Check for punctuation and grammatical errors or anything that could make you look
unprofessional. Provide testimonials or work you've previously done that clearly show results and
build credibility. They may see your email and check out your website. Learn email marketing and
work on copywriting skills and pitch. Offer them something for free like a free consultation or some
content like an ebook. Whatever it is make sure it provides value. Also remember you have to
communicate to them that you can solve their problem and can offer value. You don't even need a
website to succeed but you do need to understand your clients and the problems they face and
communicate that you have the solution that gives them results, and know the process involved from
start to finish when working with your clients and the services you're offering. You're dealing with
other businesses who might have some knowledge about the processes or have worked with other
agencies on a similar project before. If you don't know what you're doing it will show and they'll
know. There's a lot more it could be but I don't know anything about your business and what you're
currently implementing.
