The Department of Education Region III issues this Guidelines on The Online Validation Processes of School-Based Management (SBM) Level Of Practice which will serve as the guide for all concerned in the twenty SDOs of Region II. 2. These guidelines provide the mechanisms and processes of validation through the online platform and in support to RM No. 133 ,s. 2021, The Implementation Guidelines on the Validation Processes of School-Based Management (SBM) Level Of Practice Per DepEd Order No. 83, s. 2012. 3. All previous regional policies, processes or systems related to School-Based Management Assessment and Validation of school level of practice which are inconsistent to these guidelines are hereby repealed, rescinded, or modified accordingly. 4. RATIONALE The Department of Education is constitutionally mandated to provide accessible, quality, relevant and liberating education to all Filipino leamers. Hence, even in the ‘midst of the health crisis brought about by COVID-19, education services must continue. Due to the prevailing health condition in our country, we are faced with challenges on how to ensure that services, programs and projects must continue despite the pandemic. Health and safety restrictions are in place which becomes difficult for face-to-face delivery of educational services, particularly on the onsite validation of SBM Level 3 schools for accreditation. It is in this context that this Memorandum aims to establish guidelines in validating schools with SBM Level 3 of practice by the Regional SBM Validating ‘Teams in coordination with the Field Technical Assistance Division using online platforms that would provide a systematic, needs-based, collaborative and participatory mechanisms and procedures that will be the basis for the accreditation of SBM Level 3 school in the regio I. SCOPE ‘This Memorandum provides a systematic process to guide the Regional Office, Division Offices and schools in operationalizing the School Based Validation Process per Regional Memorandum No. |33s., 2021 “Implementation Guidelines on ‘The Validation Processes of School-Based Management (SBM) Level Of Practice per DepEd Order No. 83, 8, 2012” In view of the health protocols as provided for in the Omnibus Guidelines in the Implementation of Community Quarantine in the Philippine per Executive Order No, 112 where face to face mass gatherings is restricted, SBM Validation would take now the form of online or virtual modalities as part of the new normal until such time that all health restrictions are rescinded. Figure 1 shows the Proce Flow of the Online SBM Validation Process which will guide the Region, Division and Schools in the validation of the SBM Level 3 schools endorsed by the Schools Division Superintendent. The Schools Division Superintendent endorses through official communication addressed to the Regional Director through the Field Technical Assistance Division the top 5 SBM Level 3 schools in both the elementary and secondary level for validation by the Regional SBM Validating Team. 2. Upon receipt of the endorsement, the Regional Office issues a memorandum indicating the schedule for the online validation and the pre-requisite requirements to be complied by the Schools Division Office and the schools concerned. 3. The Schools Division Office, through the Division SBM coordinator, uploads online in the SBM e-portal of the FTAD-RO the soft copies (padi) of all artifacts and documents of the schools to be validated two (2) weeks prior to the actual validation. ‘The artifacts and documents shall be uploaded in the specific google folder per principle of the said e- portal together with the accomplished SBM Self-Assessment Tool and the Consolidated SDO SBM Assessment Report. Since the whole process is based on trust and confidence, an accountability clause shall be attached to all documents duly signed by all concerned personnel of the SDO. 4. FTAD in coordination with the QAD shall convene the Regional SBM Validating Team assigned to the schools and shall pre-assess them based on the submitted soft copies of artifacts and documents. The Regional SBM Coordinator shall give these copies to the assigned teams per principle and shall be required to list down their initial findings as bases for the online validation. 5. The School Head together with the school SBM team of concerned schools shall prepare: 5.1. A three (3) minute audio-visual presentation (AVP) capturing the overall accomplishments and best practices of the school within three years; 5.2. A one (1) minute AVP per principle that would showcase the programs, projects and activities and milestones towards the achievement of learning outcomes and targets. 5.3. List of stakeholders, ie, teachers, parents, students, community partners (at least 6 per stakeholder), duly signed and endorsed by the Schools Division Superintendent and to be uploaded to the e-portal of FTAD-RO. The Regional SBM Coordinator shall provide separate links of the online platform to be used for each of the following: 6.1. School Head 6.2. Teachers 6.3. Students/Learners 6.4. Parents 6.5. Community partners 7. The Regional SBM Coordinator shall inform the Division SBM Coordinator on the different links to be used and the official participants 1 day prior to the online validation. B. During Validation Steps 1. FTAD through the Regional SBM Coordinator and together with the Regional SBM Validating Team shall lead the online SBM validation in collaboration with the SDO SBM Validating Team. 2. The SBM Online Validation shall be conducted through interviews and focus group discussions (FGD) regarding manifestations of desirable outcomes and impact on learners’ performance based on the four (4) principles. 3. The school shall conduct the preliminary activities as specified in RM No. s., 2021. 4, The school through the School Head shall present the 3-minute AVP that showcases the accomplishments and best practices of the school within three years. After the presentation, the SH answer questions from the Regional SBM Validating Team. 5. The School SBM Leaders of each principle shall present one (1) minute AVP each that shows their different PPAs and milestones. After each presentation clarificatory questions from the RO SBM Validating Team shall be entertained. During this part, Team Leaders shall present their MOVs in soft copies (pdf) following the arrangement per indicator or as requested by the RO SBM Validating Team for 15 minutes. ‘Address: Matalino St. D.M. The RO SBM Validating Team shall further validate the presented data through the conduct of FGD separately through the link provided for each stakeholder. 7. The participants to the FGD shall be randomly selected from the list provided by the School Head to ensure the integrity and reliability of the process. The FGD shall be conducted with minimum of 15 minutes and a maximum of 30 minutes. 8. The RO SBM Validating Team together with the SDO Validating Team shall once again convene the School SBM Team together with the SH after the conduct of interviews and FGD to discuss the findings, results and recommendations of the validation which can be the basis for further technical assistance to be provided. C. Post-Validation Steps 1, The SDO SBM Validating Team together with the PSDS in-charge shall convene with the School SBM Team to discuss the findings, results and recommendations of the RO SBM Validating Team. 2. The findings shall be disseminated by the SH to the stakeholders. 3. An action plan shall be prepared by the school to address the recommendations and findings of the validation. 4, The PSDS in collaboration with the SDO SBM Coordinator shall monitor and provide technical assistance in the implementation of the action plan. 5. The RO SBM Validating Team shall prepare the final list of schools recommended for accreditation to SBM Level3 to the Regional Director for approval. All schools accredited shall be given Certificate of Accreditation signed by the Regional Director. IV. Monitoring and Evaluation ‘The Field Technical Assistance Division in close collaboration with the Quality ‘Assurance Division shall moniter and evaluate the implementation of these guidelines. Furthermore, quarterly assessment of the effectiveness of the processes shall be conducted to further enhance the mechanisms towards a reliable validation of SBM level of practice. i 2 ‘Address: Matalino St. D.M.
