Before I put forward in my stand and arguments for today, I would like to define today’s

motion ‘This house will ban the use of vape’. According to Merriam-Webster, E-Cigarettes or

commonly known as vape is a battery-operated device that is typically designed to resemble a

traditional cigarette and is used to inhale a usually nicotine-containing vapor. With regards to

this motion, November last year, President Duterte said that the use and importation of E-

Cigarettes or vape will be soon outlawed in the Philippines. He criticized vaping devices at a

press conference after Filipino health regulators saw their first case of vape-associated lung

injury. In this speech, I will be providing reasons of why I strongly agree to this motion of

banning the use of e-cigarettes or vape.

Mentioning my first argument, vapes are not really recommended for smoking

cessation.

Expanding on that idea some emerging evidence shows that vape may be an effective aid to

smoking cessation, still, the number of successful quitters is very small. As an example, in

2018, in England, 62% of vape users were reported to be dual users, smoking tobacco and

vaping concurrently. These figures demonstrate that vape appears to be most commonly used by

individuals in the long-term rather than the short-term. Despite of the smoking cessation

approaches like licensed pharmacological products including nicotine replacement therapy. The

number of smokers who more likely to quit and stay quit smoking has decreased up to 75% in

England because of the time when rates of vape use have been risen again.

Moving on to my next argument, vaping can lead teens to smoking cigarettes.

In the study of Stanton Glantz, a tobacco researcher proved that the use of vapes serves as a

stepping stone to cigarette smoking. With the help of Adam Leventhal, they surveyed almost
three thousand nonsmoking students from public schools in Los Angeles. Among these

students, 222 had vaped. They again repeat the survey after six months and then, after one year.

As a result, compared with teens who didn’t use vapes at the beginning, those who did were

about three time as likely to start smoking tobacco products during the year.

For my third and last point, the long-term effects of vaping are still unknown.

According to U.S Food and Drug Administration (FDA), vape contains flavoring agents, and

group of compounds are produced when heated. What complicates it is that there are more than

500 brands of vape and more than 7,000 flavors of vape in the market. The problem is that, the

use of flavoring products is safe when use in food, but FDA still don’t know if they are safe to

inhale. In addition to that, Dr. Vikas Batra, a pulmonologist on the Beebe Medical Staff said

that FDA still don’t know a lot about vapes, including their long-term effect on our health and

there is no long-term research data. They have not been studied thoroughly enough to

understand potential risks.

Summarizing what we just talked about, let me repeat all my arguments on why I agree to

this motion of banning the use of vapes. First is vapes are not really recommended for smoking

cessation, second is vaping can lead teens to smoking cigarettes and the last one is the long-

term effects of vaping are still unknown. Smoking is the leading cause of preventable death and

we must support smokers to quit at every opportunity. We must have the responsibility to

ensure we advocate smoking abstinence using the best-available evidence. There is insufficient

evidence to conclude that vaping is harm free in the long term, or more effective than existing

licensed pharmacological treatments; we must communicate this to our family, while supporting

and acknowledging the challenges smokers face in their efforts to quit.
