Formation of Project Management Team (PMT); ‘There will be a Project Management Team (PMT) in each Sainik School. The composition of the Project Management Team is as under: (®— GoC-in-C (Chairman, Local Board of structure id. Preparation of Compréhensive Action Pian (CAP): {@) Each Sainik Schoo! will have to draw a Comprehensive Action Plan for utilisation for the grant-in-aid every year. (b) Broad areas where grants-in-aid may be utilized are given at Appendix T attached herewith. (©) Comprehensive Aétion Plan should include the detalls of the works/projects to be undertaken during the financial year along with estimated cost of the works/projects. Detailed estimates for each Project would be drawn up using specialized agency/source for the purpose by PMT. (Each Ssinik School will send the Comprehensive Action Pian, in the month of March, for the next financial year to Sainik Schools Society, Ministry of Defence for approval (e.g Comprehensive Action Plan for the yeat 2012-13 may be submitted in March 2012). 4 s to be followed by Project Monitoring Team {PMT): After the approval of action plan by Sainik Schools Society, implementation of the plan will be done by the respective schools through the Project Monitoring ‘Team (PMT). The steps to be followed by PMT are enumerated below: i) PMT should strictly follow Sainik Schools Society Rules & Regulations and GFR while dealing with the projects undertaken out of grants-in-aid #) Project Monitoring Team would take de: ng allocation of works through open tender procedure or to allocate the work tc Government agency, wherever available and feasible. The decision should be taken as per provisions given in GFR, Sainik Schools Society Rule Book, . DPM and DPP and instructions issued on the subject from time to time, H) Carry out detailed tender/procurement ‘procedure as per lid down rules of the Saink Schools Society Rule book, DPM and GFR. iv) Monitor progress and ensure quality and adherence to specifications till completion of the project. v) PMT would monitor that the expenditure should be Judiciously Cistributed across the stipulated broad areas of allocation. 5. Duties and Responsibilities of Principat: * Setting up of correct priorities in consultation with the LBA and timely approvals of the competent authorities at all levels, + Full discussion afd approval at LBA level + Adherence to proper financial procedure as given in Sainik Schools Society Rules & Regulations and GFR. * Close supervision and monitoring by project management at school level. + Ensuring financial prudence in all transactions. * Ensure overall transparency. + Undertake audit as per existing system by the CDA. 6. Submission of Utilisation Certificate Every Sainik School has to submit Utlisation Certificate within three months after the financial year ( 30" June of every year) 7, Submission of Proaress Report Each Sainik School will submit the progress report on quarterly basis to the Sainik School Society. PROVIDING OF COMPREHENSIVE SUBJECT / AREA SPECIFIC MODERN TRAINING EQUIPMENT & CONTENT FOR CADETS, ACADEMIC, ADMIN STAFF AND OFFICERS OF SAINIK SCHOOLS. CONDUCT’ OF MODERN LEADERSHIP TRAINING PROGRAMMES INCLUDING INCULCATION OF MILITARY TRADITIONS. EXPENDITURE ON SCHOOL PUBLICITY TO ATTRACT BEST TALENT. INERASTRUCTURE INCLUDING SPECIFIC _UPSC/NDA TRA SPECIFIC AREAS OF UTILIZATION MODERNIZATION OF ACADEMIC & CO-CURRICULAR TRAINING ENG CONTENT AND INFRASTRUCTURE e.0, NDA MOTIVATIONAL HALL ETC. MODERNIZATION OF CLASSROOMS, PREP ROOMS, LABS, LIBRARY, INCLUDING FURNITURE, LATEST TEACHING AIDS LIKE SMART CLASSROOMS, COMPUTER AIDED EDUCATIONAL CONTENT AND FACILITY OF CCTV ETC. FACILITIES TO INCORPORATE INFORMATION — COMMUNICATION TECHNOLOGY (ICT) TO ENHANCE OVERALL ASSIMILATION AND TRAINING VALUES, INSTALLATION OF LANGUAGE LABS ETC. MODERNISATION OF SCIENCE LABS INCLUDING GEOGRAPHY, MATHEMATICS AND INSTALLATION OF INTERNET CAFE. MODERN AUDIO VISUAL AIDS ESPECIALLY IN SCIENCE IN LINE WITH CCE NORMS AND RESOURCE MATERIAL FOR CBSE/UPSC EXAMS. ESTABLISHMENTS AND MAINTENANCE OF GAMES AND HOBBY cLugs INCLUDING OUTDOOR HOBBY CLUBS LIKE HORSE RIDING, ARCHERY, SHOOTING, TENNIS COURTS, SQUASH COURTS ETC. FACILITIES TO MOTIVATE CADETS FOR UPSC AND S58 TRAINING USING EXPERT RESOURCE PERSONNEL ON A REGULAR BASIS. BOOKS AND MAGAZINES RELATED TO UPSC AND SSC EXAMS INCLUDING GENERAL KNOWLEDGE SOOKS.
