OFFICES UNDER THE DEPARTMENT OF INFORMATION AND
COMMUNICATION TECHNOLOGY
As per the Department of Information and Communications Act of 2015
(RA 10844), the following agencies are hereby attached to the Department for policy and program coordination, and shall continue to operate and function in accordance with the charters, laws or orders creating them, insofar as they are not inconsistent with this Act:
1. National Telecommunications Commission
The National Telecommunications Commission is a government agency responsible for the regulation, supervision, adjudication and control of all Telecommunication, Broadcast and Radiocommunication facilities and services in the country. Its mandate is as follows: ● To regulate the installation, operation and maintenance of radio stations both for private and public use. (Radio Control Law, Act No. 3846, as amended) ● To regulate and supervise the provision of public telecommunications services (Radio Control Law, Act No. 3846, as amended and Public Telecommunications Policy Act of 1995, RA No. 7925) ● To manage the radio spectrum (Radio Control Law, Act No. 3846, as amended and Public Telecommunications Policy Act of 1995, RA No. 7925) ● To regulate and supervise radio and television broadcast stations, cable television (CATV) and pay television (EO No. 546 and EO No. 205)
2. National Privacy Commission
The National Privacy Commission is the country’s privacy watchdog; an independent body mandated to administer and implement the Data Privacy Act of 2012, and to monitor and ensure compliance of the country with international standards set for data protection. “The NPC exists to ensure compliance of the country with international standards set for data protection. 3. Cybercrime Investigation and Coordination Center
The Cybercrime Investigation and Coordinating Center (CICC), was created by virtue of Republic Act 10175 otherwise known as the Cybercrime Prevention Act of 2012. It is one of the attached agencies of the Department of Information and Communications Technology (DICT). As the lead agency responsible for monitoring cybercrime cases being handled by participating law enforcement and prosecution agencies, the CICC shall perform all other matters related to cybercrime prevention and suppression, including capacity-building and such other functions and duties as may be necessary for the proper implementation of the Cybercrime Prevention Act. Its mandate is as follows: ● To protect and secure the country through effective institutional programs and policy development to combat cybercrime; ● To strengthen Domestic and International Cooperation on Cyber Intelligence, Investigation and Digital Operations; ● To promote cybercrime awareness and institutionalize Cybercrime Prevention Capacity Build-up; and, ● To ensure the Filipino People to be happy and secured online. According to the Cybercrime Prevention Act of 2012, the CICC will have the following powers and functions: 1. To coordinate the preparation of appropriate and effective measures to prevent and suppress cybercrime activities as provided for in R.A. 10175; 2. To monitor cybercrime cases being bandied by participating law enforcement and prosecution agencies; 3. To facilitate international cooperation on intelligence, investigations, training and capacity building related to cybercrime prevention, suppression and prosecution; 4. To coordinate the support and participation of the business sector, local government units and nongovernment organizations in cybercrime prevention programs and other related projects; 5. To recommend the enactment of appropriate laws, issuances, measures and policies; 6. To call upon any government agency to render assistance in the accomplishment of the CICC’s mandated tasks and functions; and 7. To perform all other matters related to cybercrime prevention and suppression, including capacity building and such other functions and duties as may be necessary for the proper implementation of R.A. 10175.
