Sub: Introduction of E-0 scale of Rs. 30000-120000/- (IDA) in IRCON between NE-8 scale of
Rs, 29000-91000/-(IDA) and E-1 scale of Rs. 40000-140000/- (IDA).
BoD in its 270" meeting held on 30.06.2021, has decided to introduce E-0 scale of Rs. 30000-
120000/- (IDA) in IRCON between NE-8 scale of Rs. 29000-91000/-(IDA) and E-1 scale of Rs.
40000-140000/- (IDA). The modalities regarding recruitment/promotion to the posts at E-0 level will
be as under:
a) E-0 scale of Rs.30000-120000 is hereby introduced in IRCON between NE-8 scale of
Rs.29000-91000 and E-1 scale of Rs.40000-140000;
b) Post at E-0 level will be designated as ‘Executive’;
¢) The total strength at E-0 level through Direct Recruitment and promotion will be upto maximum
5% of permitted total strength of E-1 to E-4 level (Combined) as per IRCON’s Promotion policy;
) Entitlement for various Perks and benefits for E-0 level will be equivalent to as defined for E-t
level;
e) For induction at E-0 level post through open market recruitment for technical cadres, following
criteria to be followed:

experience & MEQ as under:

ii) Relaxation beyond 38 years of age be given with prior approval of BoD.
f) Promotion to E-0 Level: Existing promotion policy will be continued for promotion of employees
of NE-8 level (who fulfil all eligibility criteria as per policy) for promotion to E-1. If anyone fails in
WT / Interview for promotion from NE-8 to E-1 level, he / she will be given an opportunity to
appear for promotion from NE-8 to E-0 through Interview only;
9) Promotion from E-0 to E-1: For all E-0 employees, the eligibility criteria for promotion from E~
Oto E-1 level will be as under:
i) Residency Period: For promotion from E-0 to E-1 grade, residency will be 2 (two) years.
ii) MEQ: MEQ for promotion from E-0 to E-1 level will be same as required for promotion from
NE-8 to E-t level as per extant policy i.e. minimum Diploma in Engineering for Technical
cadres and Graduation for Non-Technical cadres,
iii) APAR Benchmark: APAR criteria for promotion from E-0 to E-1 will be as under:

iv) Mode of Selection: For promotion from E-0 to E-1 level, mode of selection will be WT +
Interview.
v) After introduction of £-0 level, promotion through scheme of Departmental Open
Competitive Exam (DOCE) from non-executive cadre will be continued to be given at E-1
level and campus placements will also be done at E-1 level.
h) CMD is authorized for deciding the allocation of vacancies in various area of discipline (viz. civil
engineering for highways, railways, buildings; Electricals; and S&T) within the overall limit as
defined at clause c), on case-to-case basis considering the project profile of the Company in
each year,
