1. Introduction

Administration of India is issuing Ration Card to each Indian family to satisfy their day by day dinner needs. Close by the Government of India gives
diverse offices to proportion dissemination for the destitute individuals, however such offices don't reach up to penniless and needy individuals because of
the debasement present in the dispersion procedure (Rubananth, T. Kavitha. (2012 April)). While doing the writing study, field visit and buyer survey
some serious issues are distinguished in the administration apportion appropriation process, for example,
 Inappropriate alignment of estimating instruments.
 No Modernizing (up-dation) of rate graph.
 Deficiency of data in regards to stock accessibility.
As per government tenets and control, it is obligatory to the customer to create a legitimate apportion card to buy any materials from the administration
proportion dissemination organization. Directly the apportion circulation process depends on the month to month conveyance design. Thus, the stock
check is just done toward the month's end. It demonstrates the lacuna for day by day checking of unused or parity apportion material at the conveyance
focus (S.Valarmathy, R.Ramani. (2013, Nov)). Ordinarily it has been seen that purchasers won't get the best possible amount of material even in the wake
of paying full installment. It is because of ill-advised alignment of estimating instruments. The third issue in which it has been seen that Gov. of India
dependably endeavor to give and appropriate the material with least expense (Parvathy, VenkataRohit Raj, Venumadhav, Manikanta. (2011))-( R.K.
Pateriya, Sangeeta Sharma,2011). The expense of material is relying on different elements. This is to be refreshed and pursued by the merchant for
dispersion of apportion material, however it isn't occur really. In this paper the arrangement on all the above expressed issues of the manual dispersion
framework are concentrated and relative investigation of various proportion circulation frameworks is introduced. The answers for all above expressed
issues can be given if the dispersion framework will a robotized framework in which it ought to be connected with government workplaces, distributers,
the proportion card holders for refreshing the stock at wholesaler. This programmed methodology of conveyance through atomization in the dispersion
framework will be another methodology in modernization. In our past paper we have given the detail thought of the proportion material dissemination
framework yet it was

only a fundamental starting module. Our past module has some constraint between times of confirmation, weighting adjustment and databases the
executives. All such constraint can be defeated in a recently created development framework which is point by point in this commitment.
The area I in this paper gives the basic contain in which creator has given a short survey of the genuine dissemination framework in India. In segment
II, The writing overview has been given in which around three development frameworks are thought about for further examination and execution.
Segment III, gives the possibility of the new way to deal with the proportion appropriation framework and usage of development apportion conveyance
framework utilizing Global System for Mobile correspondence (GSM), RFID, Fingerprint sensor and Arduino UNO. The segment additionally comprises
of square graph and flowchart with different subtleties of the framework to be executed. In segment IV, the similar outcome dialog is given alongside the
parameter talk. In the last area, the paper was finished up with the end dependent on the whole examination, overview and writing survey.

2. Literature Survey

With the assistance of ARM 7 microcontroller the framework has been produced by Mr. Shubham and Mukesh for apportion appropriation. GSM
innovation has been utilized for remote information transmission and OTP is utilized for confirmation. The database required for the experimentation is
produced utilizing MS-SOL DBMS (S. Maheshwari, M. Tiwari, (2016 March)). K. Balakarthik gives the thought under the title, "Cloud-Based Ration
Card System utilizing RFID and GSM Technology", this paper contain a proficient strategy to buy the items from the apportion shop just by glimmering
the card at the RFID peruser. This paper was distributed in volume2, Issue 4, April 2013 (K.Balakarthik, (2013 April)).
Rajesh C. Pingle and P. B. Borole, gives the possibility of programmed apportion conveyance framework through his paper under the title,
"Programmed Rationing for Public Distribution System (PDS) utilizing RFID and GSM Module to Prevent Irregularities", in the actualized framework the
keen cards are utilized. All close to home data including AADHAR card number is accessible in this card. This paper was distributed in Volume 1, Issue
2, page number.102-111, March 2013 (R. C. Pingle and P. B. Borole.(2013 March)). The study has been cultivated in which around 28 states are thought
about from India. Finish this study it has been discovered that around 22 states are utilizing the manual proportion dispersion process. A portion of the
states are in the process to overhaul the framework with including the utilization of bio-metric confirmation process for apportioning dispersion. The
measurement demonstrates the derision of the overview. The data collected in the month of Sep 2018 from internet resources. Fig.1 shows Survey

3. System Design

In February 1944, Government of India set up an Indian sustenance security framework under the Ministry of Consumer Affairs. In this plan, amount of
various sustenance are settled for consistently per families relying on their salary and relatives in that family and wares are apportioned to proportion card
holder (Goradia, Jinali&Doshi, Sarthak. (2015)).

3.2. System Implementation

In this section implementation of the system which is design to distribute ration material automatically is discussed. This system will reduce human efforts
as well as it will control the corruption in ration material distributions.

Fig.3. Proposed System Block Diagram

The system will also be capable of identification of the user’s information and the amount of material allotted to the user according to type of card
issued by the government of India.
The proposed system is based on an ATmega328.The system admin can access the server data. Fig. 3 shows the basic block diagram of the system.
Fair price shops are started under the government of India at each level of society where user can register them self for further utilization. According to
standard operating procedure every user need to do the registration and submit the necessary documents. All the registration details along with the
documents
will be verified by the appointed authorities and fingerprint of user will be uploaded for person authentication. Users are also allowed to give the
fingerprints of all the family members as per requirements. After completion of registration each family will get the RFID card for further transactions
(Sana A. Qader Perampalli1, Dr. R.R. Dube (2016 March))-( M.R. Rieback, B. Crispo, A.S. Tanenbaum,2006) .RFID cards are used instead of ration
cards, which contain all the information about consumers like family members, type of card, validity etc. Smart ration card RFID technique
prevents phony since there are chances that the ration distributer may sell the ration in market lawfully and take the benefits and put false
record if the system works on manual updating (Ari Juels,2005)-( SghaierGuizani,2014).
The main reason for introducing biometric device and making this process computerized is to overcome the drawbacks of the present way of issuing
products based on the ration card.
For authentic ration distribution fingerprint authentication technology is used. In this technology controller will compare the scanned fingerprint with
the fingerprint register during registration process (Anil K. Jain, Arun Ross, SalilPrabhakar,2004).
If fingerprint is not match with the database then the controller will send SMS to customer and distributer and wait for 2 minutes so you can understand
that the wrong person is using your card.
For wireless data communication SIM900/800GSM module is used. In the proposed system the passive Radio Frequency Identification card is used.
Different types of reader module are available in market from which we are using EM 18 module which is capable to handle around 2000 bytes of data.
The Reader module can transmit the frequency around 125 kHz electromagnetic (EM) waves (Rubananth, T. Kavitha. (2012 April))-( Parvathy,
VenkataRohit Raj, Venumadhav, Manikanta. (2011)). An antenna inside the card is bust-up and reflects the EM signals. When the RFID card is brought
near to the reader module, a unique hexadecimal number is read by the reader. Each RFID card is allotted with a unique hexadecimalnumber which is used
to identify the customers (G. Tsudik,2016)-( Shraddha Shah, Bharti Singh,2016).to measure the quantity of ration material weight sensor is used. This
sensor is the interface with the controlling unit. On measuring the certain quantity of material, weight sensor gives the signal to control unit and this unit
control the flow of ration material through the valve.

4. Performance Analysis

4.1. Experimentation

For practical and experimental analysis of the system, we are going to develop a prototype. The system is developed for 20 kilogram material distribution.
During experimentation we are going to consider Rice, Wheat, Sugar and Kerosene as a ration material for distribution. Hardware includes the controlling
unit, RFID tag, Fingerprint Sensor, Material Storage, and Automatic Billing System. Technology is used for wireless communication andit works based on
AT command. Most important is GSM for providing real data to authorities. Fig. 5 shows the hardware used for practical analysis and demonstration.

4.2. Results and Discussion

5. Conclusion

In this paper, the advance ration material distribution system is discussed. The survey has been carried out in which it has been found that no state
government in India is presently distributing the ration with complete automated distribution system. During analysis of the existing ration distribution
systems, some of the problems were identified such as improper calibration of measuring instruments, No update of rate chart and inadequacy regarding
stock availability at distributor to Customer and DSO. All such problems can be overcome with some modification in the system. All such modification
was discussed in presented work. The presented system will be a new approach to modernization of villages and will be helpful for controlling the
unethical practices in the public ration distribution system. Due to continuous monitoring and data collection the system will play an important role in
Disaster management.

5.1. Future Scope

 This Technology is use for stationary counting machine in colleges & companies.
 Will have predefined list of dependents of the ration card holder.
 Will display the current rates.
 Will have generated automatic billing etc.
