Overall Job Function:


The Regional Manager provides leadership, management, and technical oversight to the
project team by overseeing the overall implementation of the day-to-day project activities in
the region. S/he will work closely with the Technical Director and SI Director to directly
oversee all regional programs, operations, and SI activities to ensure that the program meets
the targets and deliverables at high quality as recommended by WHO and national guidelines.

Specific Responsibilities and Duties:


• Oversee and manage all regional staff implementing activities and general
maintenance, security, use of the organization office premise(s), equipment and
supplies.
• Implement country strategic plan at the project regional office, ensure that the
organization provides technical, financial, and material inputs and assistance to health
facilities, sub-grantees, and contractual service agreements and ensure that their
technical and financial performance is of a high standard with effective planning and
coordination of program and operations activities in the region.
• Oversee program operations and reporting at the regional level, ensuring compliance
with organization policies, USG rules and regulations, MOHCDGEC policies, PORALG
policies and timely preparation of annual work plans and budgets.
• Ensure strong collaboration with the MOHCDGEC, PORALG, NACP, TACAIDS, R/CHMTs
and other stakeholders as needed for improving the quality of HIV care, treatment,
PMTCT, HIV prevention, community-based HIV services, VMMC, surveillance, and
public health preparedness activities.
• Lead the strategic planning and data driven decisions for the team to increase access
to HIV testing, care & treatment, PMTCT, HIV prevention, community-based HIV
services, VMMC, surveillance, and public health preparedness activities.
• Provide management support to regional strategic information (SI) team to enable
timely and appropriate data collection, data entry, data management and data quality
assurance activities for effective and close project monitoring and evaluation of all
indicators as per national standards and donor guidelines.
• Conduct quarterly joint supportive supervision with the R/CHMTs, facilitate the
implementation of the planned activities and work plans and prepare technical
reports.
• Ensure adequate supervision of ICAP supported sites with timely and practical
feedback to ICAP’s sub-awardees and partners based on their submitted data and the
findings from supervision implementation and monitoring of ICAP program.

Qualifications, Knowledge, and Skills:


• Required Education: Medical degree (MD, MBBS, or equivalent)
o Preferred: Additional Master’s degree or higher in the following fields: Public
Health, Epidemiology, Biostatistics, or related discipline.
• Required Technical Experience: Minimum 6 years’ work experience in HIV field with
a donor-funded organization, including minimum 4 years’ experience with facility-
based care and treatment programs.

Position Title: Community Coordinator (1 position)

Overall Job Function:


As the overall technical and managerial lead in the community services implemented in the
region, the Community Coordinator is responsible to coordinate implementation of ICAP
supported community-based HIV interventions in the region. S/he will work closely with
his/her regional manager, facility coordinator and the central technical team to ensure high-
quality program implementation at the community level to meet all targets related to the
project. The incumbent will work closely and directly with regional manager to engage and
collaborate with stakeholders and partners at the regional level.

Specific Responsibilities and Duties:


• Lead and manage all staff working on the ICAP supported community-based HIV
interventions in the region, including HTS, PrEP, linkage & retention, and other
differentiated service delivery (DSD) activities in the community.
• Develop annual and quarterly regional work plans and supervise implementation at
the community level to ensure all targets are met
• Liaise with regional authorities, stakeholders, and partners as the representative for
ICAP’s community services technical lead for supportive supervisions, coaching and
mentorship to HCWs and peers
• Organize the orientation of the local government authorities and other stakeholders
about to project related interventions implemented in the community
• Work closely with facility coordinator and central team to organize trainings and
orientations of healthcare workers in community-based HIV interventions
• Work closely with facility coordinator to develop the referral network model between
the community-based outreach and health facility services
• Work with SI team, regional manager and facility coordinator to analyze and utilize
program data to inform plans, priorities, and resources allocations, write reports, best
practices, and lesson learned for a wider dissemination

with extensive field experience.
• Required Technical Experience: Minimum 5 years’ work experience in HIV field with
a donor-funded organization, including demonstrated experience and knowledge
working with community-based HIV prevention programs to key and vulnerable
populations. Must have experience with PEPFAR-funded HIV programs, preferably
with CDC.
• Required Managerial Experience: Minimum 3 years’ supervising a multidisciplinary
team of at least five staff and working in a team-based environment functioning as

Overall Job Function:


The SI Coordinator provides regional strategic leadership and links all clinical and HIV
prevention monitoring and evaluation of programs implemented in the region. S/he oversees
all strategic information and monitoring and evaluation activities in the region, including
providing management and technical support through timely planning and implementation
of regional strategic information activities required for HIV/AIDS care, PMTCT, HIV testing
activities, laboratory programs, VMMC programs, DREAMS programs, PrEP programs, and
research and surveillance programs. S/he oversees data collection at the regional level and
provides technical support in data quality assurance, data demand and data use to improve
service quality, decision making, and management of public health evaluations.

Specific Responsibilities and Duties:


• Work closely with Regional Manager and SI Director and central team to coordinate
the regional monitoring and evaluation and SI portfolio for HIV care and treatment
and HIV prevention services in both facility and community.
• Lead the development and implementation of an overall integrated regional M&E plan
for ICAP’s programs, integrating project innovations, and organizational priorities as
stipulated in the annual country SI work plan.
• Lead the implementation of digital applications, dashboards and other informatics for
systematic use by the regional and country programs including the innovations of the
robust laboratory M&E systems.
• Develop and manage systems for meaningful target setting and tracking of results
achieved across a group of key indicators
• Enable linkages between data reviews, use, and performance improvement across the
regional team
• Oversee the regional SI team in data collection, verification, validation, and storage of
data on progress toward targets, in accordance with ICAP, national, and donor policies.
• Provide technical assistance to healthcare facilities and districts in the region to
implement the government paper based and electronic M&E systems for HIV care and
treatment, PMTCT and HIV prevention including data management, data quality
assurance, data summarization and analysis, and performance review
• Serve as a resource to the region in the evaluation of ongoing HIV/AIDS programs and
data and provide feedback to key stakeholders

Position Title: QI Officer (1 position)

Overall Job Function:


The Quality Improvement (QI) Officer supports capacity building and mentoring on quality
assurance (QA) and continuous quality improvement (CQI) to regional and council health
management teams and health facilities in institutionalizing quality improvement approaches
and national QI framework. Working closely with team members from other technical areas
such as HIV/AIDS prevention, care and treatment, TB/HIV, laboratory services, and VMMC
services, the incumbent will work towards coordinated and efficient efforts in designing,
implementing, monitoring the quality improvement activities. The QI officer will ensure all
health facilities have active QI teams and are implementing CQI activities using national
guidelines for both facility and community-based activities.

Specific Responsibilities and Duties:


• Develop, implement, and monitor QI regional work plans under direct support of
regional manager and technical support from the Technical Advisor – QI & Capacity
Building.
• Collaborate with MOH in building the capacity of regional and district health
management teams and health care workers in quality improvement for HIV/AIDS and
TB care and treatment, PMTCT, VMMC, PrEP and DREAMS activities
• Build the capacity of all technical staff to integrate QI principles into their work and
across all supported indicators
• Work with facility and community coordinator to apply QI principles in routine
supportive supervision; carry out regular performance measurements at sites; analyze
QI data; provide QI feedback to site staff, CHMT and RHMT; and attend QI meetings
at site level
• Provides direct technical assistance and mentoring to health facilities for continuous
quality improvement, models for change and systems improvement
• Support health facilities on proper use of QI tools such as flow charts, fishbone, driver
diagrams and decision matrix analysis for system and processes -wide improvement
• Oversee site level training and efforts to build site capacity to implement quality
improvement activities, working in collaboration with QI TOTs to appropriately train

Position Title: Surveillance and Public Health Preparedness Officer (1 position)

Overall Job Function:


The Surveillance and Public Health Preparedness Officer will work under direct supervision of
the Regional Manager to improve and ensure public health preparedness through
strengthening capacities of institutions, local partners, R/CHMTs and health facilities in the
region. Under the technical supervision of the Technical Advisor – Surveillance and Public
Health Preparedness, s/he will support facility and community-based activities conduct HIV
services that are implemented with COVID-19 risk mitigation and promote initiatives that
support international health regulation core competencies. S/he provides technical
assistance to healthcare workers and volunteers to ensure HIV services are robust and able
to withstand public health emergencies and other health security risks. S/he ensures that all
in-person engagements for trainings and meetings supported by ICAP are undertaken with
COVID-19 risk mitigation measures. The position also supports HIV recency activities in the
region.

Specific Responsibilities and Duties:


• Provide technical assistance on public health preparedness in health facility and
community, ensuring that HIV services are provided to withstand and prevent public
health emergencies and other health security risks.
• Participate in stakeholder engagement required for the planning and rollout of HIV
recency surveillance activities and foster collaboration with partner institutions
• Participate in the capacity building, training, and mentoring of staff and service
providers to ensure all HIV-related interventions, meetings, and trainings in
community and facility settings are implemented in a safe manner which mitigates
risks from COVID-19 pandemic and other public health emergencies or health
security risks.
• Participate in development of SOPs and job aides to align intervention activities with
COVID-19 risk mitigation guidance and infection, prevention, and control (IPC)
measures.
• Conduct monitoring and evaluation visits to ensure that all interventions are
adhering to IPC standards and able to withstand public health emergencies or other
health security risks.
• Lead planning and implementation of emerging strategies for service delivery
relevant to the technical areas in both community and facility settings by
coordinating with relevant stakeholders from donor and GOT, providing technical
guidance in the development of SOPs and submissions protocols where relevant.
• Manage timely implementation of all major program activities relevant to the
technical areas according to the objectives and deliverables, conducting relevant site

teams and other key stakeholders to ensure availability of HIV commodities and supplies for

• Provide support to health facilities to establish and improve implementation of
medicine therapeutic committee as per national standards
• Provide technical leadership to districts through pharmacists and ICAP staff to
establish network of facilities for back up support during stock out
• Provide technical support to district pharmacists to apply national standards on
commodity management practices and infrastructure support
• Provide technical assistance to CHMT to mentor their facilities in their districts on

approaches to ensure high quality and integrated TB and TB/HIV activities across the
supported councils and facilities. S/he will coordinate key program priorities including
isoniazid prevention therapy (IPT), intensified TB case finding and multi-drug resistant TB
diagnosis and management. S/he will ensure effective collaboration with facility coordinator,
community coordinator and site support officers, while providing guidance and technical
assistance to regional tuberculosis and leprosy coordinator (RTLCs) and districts tuberculosis
and leprosy coordinator (DTLCs) in line with the national guidelines.

• Lead and coordinate TB and TB/HIV activities in the region, councils and all supported

Overall Job Function:


Reporting to the Community Coordinator, the Linkage and Retention Officer is responsible
for coordinating linkage and retention services at the district level in community-based
settings. The portfolio includes community ART initiation and refill, follow-up of clients with
interruptions in care, linkage case management, community-based viral load sample
collection, among others. The Linkage & Retention Officer liaises with ICAP staff supporting
facilities as well as health facility representatives to ensure continuity of care for HIV
diagnosed clients and directly supervises Linkage and Retention Assistants and Mobile
Pharmacy Providers.

Specific Responsibilities and Duties:


• Develop district-level workplans for implementation of HIV linkage and retention
activities in the community including supervision of field activities
• Ensure activities are implemented according to the district workplan, and facilitate
coordination of logistics, human resources, and supervision of activities
• Ensure linkage and retention including community-based ART services are provided
in line with WHO, national, donor, and ICAP policies and procedures and uphold
principles of ethics and confidentiality.
• Manage recruitment, training, and supervision of peer volunteers supporting linkage
and retention activities.
• Liaise with operations and supply chain staff to ensure adequate supplies of
commodities and tools required to implement the workplan
• Schedule human resources and fleet resources needed to accomplish community-
based activities.
• Collaborate with ICAP site officers and health facility in-charges to coordinate
activities, share data and workplans to strengthen continuum of care across
community and facility interventions.
• Collaborate with SI staff to ensure performance data on linkage and retention
activities in community are accurately reflected in databases and verify consistency
between data sources.
• Ensure health facilities and healthcare workers participating in community-based
services are appropriately trained and oriented
• Monitor program performance at the district level, ensure timely and accurate
submission of activity reports, and make adjustments as needed to the
implementation plan
• Supervise Linkage & Retention Assistants and Mobile Pharmacy Providers including
their scheduling, performance management, and capacity building.
• Liaise with council authorities and health facility leads to agree on project plans and
monitor progress in community

Overall Job Function:

responsible to support field implementation of community-based linkage and retention in
intervention wards/sites, focusing on activities such as community ART services, linkage
case management, following up clients with interruptions in care, among others. This
position liaises closely with healthcare providers and peers who are delivering services in
field.

Specific Responsibilities and Duties:


• Participate in workplan development for implementation of linkage and retention
activities in the community including supervision of field activities
• Implement activities according to the work plan, and prepare logistics (supplies,
tools, and other resources) for field
• Establish linkage and retention services that are provided in line with WHO, national,

Overall Job Function:


The Mobile Pharmacy Provider works with the ICAP regional team, health care workers and
community lay workers to conduct differentiated service delivery for HIV care and
treatment by supporting comprehensive CTC services and provision of HIV pre-exposure
prophylaxis (PrEP) in community settings per national guidelines and SOPs.

Specific Responsibilities and Duties:


• Enroll stable clients into DSD model, verifying criteria and providing education to
clients on outreach modalities
• Identify fixed community locations for PrEP and ART refill for eligible clients in
collaboration with R/CHMT, healthcare workers, and peer volunteers.
• Register all clients in ART/PrEP outreach registers and ensure information is captured
in respective health facility records.
• Develop workplan or monthly calendar showing exact date time and location (fixed
point) for ART/PrEP refill.
• Retrieve and review all files for community refill prior to the event
• Submit pharmacy supply requisition prior to the event
• Ensure all other logistic are in place including transport (Bajaji), registers, and forms,
utilizing checklist.
• Support comprehensive clinical services for ART/PrEP as per national care and
treatment guidelines
• Review client eligibility for ART/PrEP refill on each encounter
• Update all registers and forms and submit to the respective department for update
into database
• Assist with monitoring program performance and timely and accurate submission of
activity reports, and suggest adjustments as needed to the implementation plan
• Return all remain medicines to the pharmacy for the update of pharmacy inventory.
• Follow up with client to remind them on their refill schedule in collaboration with
peer volunteers
• Complete index elicitation and set appointments for index testing for eligible and
willing clients.

ICAP-supported implementation of comprehensive HIV services provided in all supported
health facilities (sites) within a district. The Site Support Officer is responsible for
coordinating provision of direct technical assistance at the service delivery level in health
facilities with the goal of achieving and maintaining HIV epidemic control through an array
of HIV preventing, testing, and care and treatment activities.

Specific Responsibilities and Duties:


• Develop a district-level workplan, broken down into site level that details the
technical assistance and supervision activities
• Provide technical leadership for facilities in the assigned district, identifying and
communicating gaps and improvement strategies.
• Lead implementation of TA and monitoring of HIV services at supported facilities,
including but not limited to: same day ART initiation; OI screening, diagnosis and
management; ARV optimization; differentiated service delivery design and
implementation (including Multi-Month Dispensing); retention strategies; PrEP;
DREAMS; GBV/IPV screening; among others.
• Lead training, mentorship and supervision to strengthen performance and quality of
care through professional and lay healthcare workers.
• Collaborate with SI team on program monitoring, evaluation and reporting through
the collation, analysis and reporting of process, output and outcome level data to
help determine the project’s impact on patients’ clinical outcomes and quality of life.
• Collaborate with the QI Officer to support implementation of program quality
improvement projects (including but not limited to patient satisfaction surveys,
waiting time assessments, mortality reviews and SIMS assessments) from problem
diagnosis, implementing remediation plans, tracking outputs of interventions and
reporting.
• Liaise with CHMT and other stakeholders in coordinating HIV care and treatment
programming through technical working groups, review meetings and supportive
supervision.
• Document project training and technical assistance activities and contribute to the
production and dissemination of technical reports, guides, manuals, success stories,
and other printed resources and toolkits.
• Stay up-to-date and serve as a repository on new information and knowledge in ART
clinical management and programming.

The Strategic Information Officer is responsible for managing at the district level all data
entry and database-related tasks and queries; reporting district data to the SI Coordinator;
and developing data analysis presentations for the region. The Strategic Information
Officer’s responsibilities include supervising electronic data entry and cleaning of the paper
forms from field activities, as well as follow-up with health facility registries for referral and
linkage tracing and verification, and supportive supervision to outreach workers on Strategic
Information issues. The SI Officer also supports data collection and reporting at the facility
level. S/he will work closely with the other members of the program and strategic
information teams.

Specific Responsibilities and Duties:


• Develop district level SI workplans covering activities in both community and facility.
• Ensure timely and complete data entry in both paper-based and electronic systems,
ensuring consistency between linked systems.
