• Ensure the recruitment of new volunteers and healthcare workers following the
established guidelines through use the ICAP automated attendance
• Collaborate with organizations for execution of sub-agreements and service
agreements
• Supervise the recruitment and training of community outreach workers and lay
counselors from peer groups to implement the outreach services.
• Mentor and supervise regional community staff, community outreach workers and lay
counselors regularly and frequently during outreach sessions and lead regular
meetings
• Ensure adequate data collection and timely, complete, and clean reporting of regional
data from community interventions to the central level
• Strengthen collaboration with implementing partners, government authorities, and
project related stakeholders for smooth implementation of activities
• Prepare regional quarterly reports on implemented project activities and
dissemination to R/CHMTs.
• Performance management for supervisees including support in objective setting,
conducting performance appraisal and provision of feedback in a timely manner
• Perform any other duties as assigned by the supervisor
• Work with SI team, regional manager and community coordinator to analyze and
utilize program data to inform plans, priorities, and resources allocations, write
reports, best practices, and lesson learned for a wider dissemination
• Approves health facility team travel request (TAFs), travel business expense report
(TBERs) in line with agreed plan at regional level in ICAP operation online system (IOO)
and submit to central office timely.

and other related indicators relevant to the portfolio and closely monitor the
implementation of work plans.
• Ensure compliance with national and international standards and best practices for
program implementation and that all programs are implemented in accordance with
national guidelines and policy, protocol/SOPs, good clinical practice, and
ethical/regulatory requirements.
• Contribute to the development of monthly, quarterly and annual reports and slide-
decks to the donor and various stakeholders
• Conduct frequent supervision and monitoring visits to program sites and regions
• Collaborate with SI team to translate data outcomes into program improvement
strategies, and to provide data analysis support to frequently monitor the
effectiveness of interventions such as HIV recency surveillance.
• Perform any other tasks assigned by the supervisor
• Represent ICAP on logistics and supply chain management issues to the sub grantees,
ministry and other stakeholders in the region and participate in implementing
partners meetings and national drug management working groups
• Actively involved in planning, implementing, monitoring and evaluation of ART and
other relevant commodities for HIV programs at the national, regional and district
levels
• Coordinate and support districts to implement the agreed supply chain improvement
proposed activities to ensure the program and national agreed targets are achieved
• Provide support to the district pharmacists to effectively provide ongoing technical
guidance to health care providers working within the supply chain and facilitate the
coordination of supply chain activities including use of logistics management
information systems (LMIS)
• Promote and monitor the implementation of supply chain logistic management
information system (LMIS) involving ICAP as well as regional and district pharmacists.
• Conduct targeted supply chain mentorship visits, routine commodity audits, support
the forecasting, ordering, distribution and redistribution of commodities
• Perform any other relevant duties as assigned by supervisor.
Qualifications, Knowledge, and Skills:
• Required Education: Bachelor’s Degree or higher in pharmacy or related field from a
recognized academic institution.
• Required Technical Experience: Minimum 3 years working experience supply chain
management issues supporting health facilities through a donor-funded
organization, preferably on a PEPFAR-funded project through CDC.
• Excellent written and verbal communication skills with fluency in English required.
• Strong computer skills (MS Excel, Access, Word, and PowerPoint at minimum;
preferred proficiency with statistical Software such as SAS and SPSS).
• Ability to provide high quality technical assistance to regional offices.
• Ability to lead and work with a diverse team.
• Ability to work independently with minimal supervision and strong problem-solving
skills.
• Flexibility to work after normal working hours and on weekends with significant travel
outside of duty station.
• Familiarity with Tanzanian context; fluency in Kiswahili preferred.

• Required Other Experience: Must be able to drive and hold a valid, current national
driving license for category B/D (four passenger vehicle) in Tanzania.
• Excellent speaking, reading, and writing skills in English and Kiswahili
• Excellent computer skills, at minimum with Microsoft Office package
• Ability to maintain confidentiality regarding clients’ health status and sensitive
information contained in data sources.
• Flexibility to work after normal working hours and weekends at informal gatherings
and entertainment centers and travel extensively to remote areas, including islands.
• Ability to interact well with all targeted groups and peer outreach workers by
facilitating a non-judgmental, non-discriminatory, and non-stigmatizing environment
in the program, to welcome all key and vulnerable population beneficiaries
regardless of their background
