Central Government Schemes
RoDTEP Scheme Implemented from January 1, 2021
Ministry of finance has notified that Remission of Duties and Taxes on Exported Products (RoDTEP)
scheme will be implemented from January 1, 2021. Department of Commerce, Ministry of Commerce
and Industry will notify the RoDTEP rates shortly on the basis of the recommendation made by a
committee chaired by Dr. G.K. Pillai, former Commerce and Home Secretary. The benefits of the
reimbursement scheme are extended to all export goods.

PMFBY – Crop Insurance Scheme completes 5 years of operation


Government of India’s Crop Insurance Scheme – Pradhan Mantri Fasal Bima Yojana (PMFBY) has
completed 5 years of its operation. It was launched by the Government on 13th January, 2016. The
Scheme is in line with One Nation – One Scheme theme. It replaces 2 existing Crop Insurance schemes –
National Agricultural Insurance Scheme & modified NAIS (National Agricultural Insurance Scheme).

Mahendra Nath Pandey Launches Pradhan Mantri Kaushal Vikas Yojana 3.0 – 2020-21
Union Minister for Skill Development & Entrepreneurship, Dr.Mahendra Nath Pandey launched the
third Phase of Pradhan Mantri Kaushal Vikas Yojana (PMKVY 3.0) 2020-21 with an outlay of INR 948.90
Crore in 717 districts, 28 States/eight UTs across India and made available around 300 Plus Skill
Courses to the youth.It will focus on demand-driven skill development, digital technology & Industry 4.0
skills.

PM Releases Financial Assistance around Rs 2691cr to 6.1 lakh beneficiaries in UP under


PMAY-G
Prime Minister Narendra Modi released financial assistance of around Rs 2691 crores to ~6.1 lakh
beneficiaries in Uttar Pradesh (UP) under Pradhan Mantri Awas Yojana – Gramin (PMAY-G) through
video conference. PM also wished beneficiaries on the Prakash Purab (Birth Anniversary) of 10th Sikh
Guru, Shri Guru Gobind Singh ji. It was also attended by Union Minister Narendra Singh Tomar, Ministry
of Rural Development; Anandiben Mafatbhai Patel, Governor of UP; and Yogi Adityanath, Chief Minister
(CM) of UP.

Jharkhand Launches ‘Kisan Fasal Rahat Yojana’ – Crop Relief Scheme
Jharkhand has launched the state’s own crop relief scheme ‘Kisan Fasal Rahat Yojana’ which will replace
Government scheme Pradhan Mantri Fasal Bima Yojana (PMFBY). This scheme will provide security
cover to farmers of Jharkhand in cases of crop damage due to natural hazards.Department of
Agriculture, Animal Husbandry & Co-operative, Jharkhand will be the implementing agency of the
scheme.

Central Government Schemes
Government approves INR 945 Crore for ‘Startup India Seed Fund Scheme (SISFS)’
Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry
has given the approval for setting up of Startup India Seed Fund Scheme (SISFS) with a Corpus of INR
945 crores for the period 2021-25. The Scheme will come into force from April 1, 2021 & DPIIT will be
the implementing agency of the scheme. The scheme will provide funds to startups for proof of concept,
prototype development, product trials, market entry & commercialization.

Government of India allocates Rs. 16000 crore for PMFBY for FY22
On February 7, 2021, the Central Government has allocated Rs 16000 crores for Pradhan Mantri Fasal
Bima Yojana (PMFBY) for FY22, an increase of around Rs 305 crore as compared to FY21. The reason
behind an increase in the amount is to boost the safety of farmers’ crops and ensure maximum benefit
of crop insurance.

GoI launches New Scheme ‘Formation and Promotion of 10, 000 new FPOs’
Ministry of Agriculture & Farmers Welfare stated that the Government of India (GoI) has launched a
New Central Sector Scheme named ‘Formation and Promotion of 10, 000 new Farmer Producer
Organizations (FPOs)’. Under the Scheme, GoI will form and promote 10, 000 new FPOs in India with a
budget of INR 6865 Crores. It will help in Doubling of Farming Exports by 2022 and also increasing the
income of farmers.

2nd Anniversary of Pradhan Mantri Kisan Samman Nidhi (PM KISAN)


24th February, 2021 is the 2nd Anniversary of the starting of the Central Sector Scheme ‘Pradhan
Mantri Kisan Samman Nidhi (PM KISAN)’ which was launched on the same date in 2019 by PM
Narendra Modi at Gorakhpur, Uttar Pradesh.It is 100% Funded by the Central Government. Under the
Scheme, an amount of INR 6000 rupees per year will be transferred directly into the bank accounts of
farmers.The amount will be paid in 3 installments of INR 2000 rupees.

Rajasthan CM Ashok Gehlot launches New Phase of Ayushman Bharat Mahatma Gandhi
Rajasthan Swasthya Bima Yojana
On 30th January, 2021 Rajasthan Chief Minister Ashok Gehlot, launched a new Phase of the state
government Insurance scheme “Ayushman Bharat Mahatma Gandhi Rajasthan Swasthya Bima Yojana”
from Jaipur. The scheme will provide free treatment to its beneficiaries in both private & state-run
hospitals. The scheme will provide INR 5 lakhs worth benefits to 1.1 crore families.

Assam CM Sarbananda Sonowal launches 2 Schemes for College Students, Literary bodies
Assam Chief Minister Sarbananda Sonowal launched 2 schemes namely – ‘Pragyan Bharati’ & ‘Bhasha
Gourab’ in the State. Under the schemes monetary assistance will be provided to college students &
literary bodies of the state.The main objective is to encourage the young generation to Strive for
Knowledge through Education and to provide financial assistance to writers & indigenous Sahitya
Sabhas.

Uddhav Thackeray Maharashtra CM Launched Intellectual Property Rights Scheme & Quality
Testing & Certification Scheme
On 2nd February 2021, Uddhav Thackeray, Chief Minister of Maharashtra launched Intellectual
Property Rights Scheme and Quality Testing & Certification Scheme to provide financial support to the
innovative startups to file for IT patents.Both the schemes will be implemented by the Maharashtra
State Innovation Society(MSInS) under the Department of Skill Development and Entrepreneurship,
Government of Maharashtra.

Delhi Cabinet Approves ‘Mukhyamantri Vigyan Pratibha Pariksha’, a Science Scholarship


Scheme
The Delhi Cabinet approved Mukhyamantri Vigyan Pratibha Pariksha scheme, under which Rs. 5000
will be provided as a science scholarship to 1000 meritorious students of Class 9 in the schools of
Delhi.The main purpose is to enhance science education in secondary school level. Under the scheme,
the students who secure over 60% in Class 8 will be eligible to take up the examination

UP CM Yogi Adityanath Launches ‘UP Mukhyamantri Abhyudaya Yojana 2021’


On February 15, 2020, Uttar Pradesh (UP) Chief Minister (CM) Yogi Adityanath launched ‘UP
Mukhyamantri Abhyudaya Yojana 2021’ to provide assistance to students who want to prepare for
various competitive examinations but are unable to prepare due to their financial conditions.
Under the scheme, Free-of-cost coaching centres will be established across the state, through which
students can prepare for competitive exams like IAS, PCS, NDS, CDS, NEET & JEE.

West Bengal CM Launches ‘Maa’ Scheme for providing meals at INR 5


On February 15, 2021, West Bengal Chief Minister (CM) Mamata Banerjee virtually launched ‘Maa’
Scheme under which the Government will provide subsidised cooked meals for the poor &
destitute at a cost of INR 5. The state government has allotted a budget of INR 100 Crore for the
scheme.The West Bengal Government will bear a subsidy of INR 15 per plate.

All Major Programmes of WCD Ministry brought under 3 Umbrella Schemes
Ministry of Women & Child Development (WCD) has classified all its major programmes under 3
umbrella schemes namely – Mission Poshan 2.0 (Prime Minister’s Overarching Scheme for Holistic
Nutrition), Mission Vatsalya & Mission Shakti for the sake of better Implementation of the schemes &
programmes on the motive to promote inter-ministerial & inter-sectoral convergence for creating
gender equitable & child centred legislation, policies & programmes.

Labor Minister Launches Convergence of ESI Scheme with Ayushman Bharat PM-JAY in 4 States
On March 10, 2021, Minister of State (Independent Charge) for Labor & Employment Santosh Gangwar
launched the convergence of the ESI (Employees State Insurance) Scheme with Ayushman Bharat PM-
JAY (Pradhan Mantri-Jan Arogya Yojana) in 113 districts of 4 States Chhattisgarh, Karnataka, Madhya
Pradesh & Maharashtra.

Ministry of Youth Affairs & Sports extends Khelo India Scheme till 2025-26
Ministry of Youth Affairs & Sports has decided to extend the Khelo India scheme from 2021-22 to 2025-
26. The Ministry has furnished an Expenditure Finance Committee (EFC) memorandum to the Ministry
of Finance for the extension of the scheme. INR 8750 Crore has been estimated as financial implication
of the new Khelo India Scheme in the EFC Memorandum. An amount of INR 657.71 Crore was allocated
in the Budget Estimate (B.E.) for the year 2021-22 under the Khelo India Scheme.

Uttarakhand CM launches ‘Gharoki Paachan, Chelik Naam’ scheme in Nainital
Uttarakhand Chief Minister Trivendra Singh Rawat launched ‘Gharoki Paachan, Chelik Naam’ scheme
(Daughter’s name is a home’s identity) programme. Initially the scheme has been launched in Nainital
and later is set to be extended to the entire Uttarakhand.
He also launched several development schemes worth INR 42 Crore in Nainital Uttarakhand.

Haryana CM announces 4 Welfare Schemes on the 644th Birth Anniversary of Guru Ravidas
During the 644th Birth anniversary celebration of Guru Ravidas, Haryana Chief Minister Manohar Lal
Khattar announced 4 welfare schemes for the state. The Schemes are aimed at satisfying the needs of
the people under Below Poverty line (BPL). He also highlighted the state’s initiatives to increase income
of BPL families by at least Rs. 8000 to Rs. 9000/month.
Guru Ravidas was a Mystic Poet of the Bhakti Movement and also the founder of Ravidassia religion.

Maharashtra Launched Mahasamruddhi Mahila Sashaktikaran Scheme To Empower Rural


Women
Government of Maharashtra launched the “Maha Samruddhi Mahila Sashaktikaran scheme” to empower
the women in rural areas. The scheme commenced on 8th March 2021, the International women’s Day
2021.It aims to promote the listing of wife’s name along with husbands’ names on the 7/12 extract and
to promote the inclusion of wife’s name on house property documents. Maharashtra State Rural
Development department will be the nodal body for the implementation of the Maha Samruddhi Mahila
Sashaktikaran Yojana.

Government Retains the Interest Rate of Small Savings Schemes for Q1 of FY22
Ministry of Finance, Government of India(GoI) had retained the Interest Rate of Small Savings Scheme
for the 1st quarter(Q1) for the Financial Year 2021-22 (FY22) same as 4th quarter (Q4) for the
Financial Year 2020-21 (FY 21). This is the 4th consecutive quarter, that GoI had retained the Interest
Rates of the small saving schemes. Earlier on March 31, 2021, Ministry of Finance had released the
Interest Rates of Small Savings Scheme, In that Release they had cut down (Reduced) the Rates of
Interest of all the Schemes for 1st Quarter of FY22(i.e. April 1, 2021- June 30, 2021)...Click here to know

Government Extends Validity of ECLGS till June, 2021; ECLGS 3.0 Introduced to cover more
Sectors
Ministry of Finance has extended the validity of Emergency Credit Line Guarantee Scheme (ECLGS) by
another 3 months till June 30, 2021 or till such time that an amount of INR 3 Lakh crore (Target Credit
Line) is sanctioned under the Scheme. Additionally, the scope of ECLGS has been widened through
introduction of ECLGS 3.0. ECLGS 3.0 covers business enterprises in Hospitality, Travel & Tourism,
Leisure & Sporting Sector.The extension of validity is applicable for ECLGS 1.0, 2.0 & 3.0.

Rajasthan becomes 1st State to commission Farm Based Solar Power Project under PM-KUSUM
Scheme
On April 1, 2021, Rajasthan Renewable Energy Corporation Ltd (RRECL) commissioned India’s 1st
Farm-based Solar Power Project under the PM-KUSUM (Pradhan Mantri-KisanUrja Suraksha
evamUtthanMahabhiyan) Scheme at Bhaloji Village, Kotputli in Jaipur, Rajasthan.It has a capacity of 1
megawatt and is spread over on 3.5-acre semi-barren land. It has been developed at an investment of
nearly INR 3.7 Crore.The power generated by the project will be purchased by Rajasthan VidhyutVitran
Nigam Ltd.

Stand-Up India Scheme: About INR 25, 586 Crore Loans sanctioned by Banks since 2016
Ministry of Finance has stated that Banks have sanctioned more than INR 25, 586 Crore (25,586.37
Crore) Loans to over 1.14 Lakh Accounts (Till March 23, 2021) under the Stand-Up India Scheme since
its launched in 2016.Simultaneously, the government extended the validity of the Stand-Up India
Scheme till 2025.Around 93, 094 loans worth INR 21,200.77 Crore have been sanctioned to women-led
business enterprises under the scheme.

92% of Target achieved in 1st Phase of PMAY-G: Ministry of Rural Development


Ministry of Rural Development has stated that 92% of targets have been completed in the 1st Phase of
the Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) scheme i.e from 2016-17 to 2018-19. A Target of
1 Crore houses was set for completion in the 1st phase of the Scheme (from 2016-17 to 2018-19).All
houses in the Permanent Wait List (PWL) will be completed by the end of ‘AzadiKa Amrit Mahotsav
(India@75), the Government’s initiative to mark 75 years of India’s Independence.

Pradhan Mantri Mudra Yojana: About INR 14.96 Lakh Crore sanctioned by Banks since 2015
Ministry of Finance has stated that Banks & other Financial Institutions have sanctioned 28.68 Crore
beneficiaries worth INR 14.96 Lakh Crore (as of March 2021) under Pradhan Mantri Mudra Yojana
(PMMY) since its launch in 2015.MUDRA stands for Micro Units Development & Refinance Agency
Ltd.As many as 4.2 Crore Mudra Loans worth INR 2.66 Lakh crore were sanctioned in FY 2020-21.

Udhampur of J&K bags top Position for implementation of PMGSY
Udhampur district of Jammu & Kashmir (J&K) UT bagged the top position at National level for
successful implementation of Pradhan Mantri Gram Sadak Yojana (PMGSY) during FY 2020-21. It has
constructed roads of length 560.49 km during the FY 2020-21.Chhattisgarh bagged the first place
among all states/UT for developing the highest road length under PMGSY. It was followed by
Uttarakhand and J&K.

MoFPI, DAY-NRLM join hands to implement PM-FME Scheme


Ministry of Food Processing Industries (MoFPI) & Deen Dayal Antyodaya Yojana – National Livelihoods
Mission (NRLM) of Ministry of Rural Development (MoRD) have agreed to work together on
implementation of PM-FME Scheme (Pradhan Mantri Formalization of Micro Food Processing
Enterprises Scheme). Under the PM-FME scheme, the partnership will work particularly on the
component of providing seed capital support to Self Help Group (SHG) members.

Insurance Scheme for Healthcare Workers Fighting COVID-19 Under PMGKP Extended for 1
more year
Central Government has extended the COVID-19 Warriors Insurance Scheme under the Pradhan Mantri
Garib Kalyan Package (PMGKP) for Health workers fighting COVID-19 for a period of one year. It was
announced by the Government as part of its INR 1.7 Lakh Crore COVID-19 relief package. The scheme is
implemented by New India Assurance (NIA) Company Limited.It is funded through the National
Disaster Response Fund (NDRF), which is operated by the Ministry of Health and Family Welfare
(MoHFW) for this purpose.

AP CM Jagan Mohan Reddy Launched scheme Crop Loan
YS Jagan Mohan Reddy, Chief Minister of Andhra Pradesh(AP) launched the YSR Zero Interest Crop
Loan Scheme for farmers. The government of AP has provided a financial assistance of Rs.65000 crore
to the farmers under various schemes.

AP CM Released First Instalment of Rs 671.45 crore under Jagananna Vidya Deevena Scheme
Andhra Pradesh(AP) Chief Minister(CM) Y S Jagan Mohan Reddy released the first instalment of fee
reimbursement worth Rs 671.45 crore under the Jagananna Vidya Deevena Scheme. The fee
reimbursement was directly transferred into the bank accounts of the mothers of the beneficiaries.

MoFPI issues guidelines for PLI Scheme for Food Processing Industry
Ministry of Food Processing Industries (MoFPI) has issued guidelines for ‘Production Linked
Incentive Scheme for Food Processing Industry (PLISFPI)’.
Objective of Scheme - Creating global food manufacturing champions & supporting Indian
brands of food products in International markets.
 Union Minister for Food Processing Industries Narendra Singh Tomar launched an
online portal for applicants to apply for the scheme. In March, 2021, the Union Cabinet
had approved the Central Sector Scheme – PLISFPI with a total outlay of INR 10, 900
Crores.

A new Guidelines for Implementation of CPSU Scheme Phase-II


Ministry of New and Renewable Energy (MNRE) has released the below new guidelines for
implementation of Central Public Sector Undertaking (CPSU) Scheme Phase-II (Government
Producer Scheme).
1.Revised Maximum Tariff (i.e the maximum rate a CPSU can charge from Power Distribution
Companies) – INR 2.45 per unit revised from INR 2.80 per unit.
2.Reduced the Maximum Permissible Viability Gap Funding (VGF) to INR 0.55 Crore per
MegaWatt (MW) from earlier INR 0.7 Crore per MW.

Area of Summer Crops Increased by 21.58%


Area of Cultivation of Summer Crops increased by 21.58% in 2021 from 2020. In 2021,
Summer crops were Cultivated in 80.02 lakh hectares as against 65.82 lakh hectares in 2020.
The Increase in the area of summer crops is mainly due to the sharp increase in cultivation of
pulses area.

PM Modi releases 8th Installment of funds under PM-KISAN Scheme


PM Narendra Modi has released the 8th installment of funds to beneficiaries under the Pradhan
Mantri Kisan Samman Nidhi (PM-KISAN) scheme. Around ~INR 20, 667 crores were distributed to
around 9.5 Crore farmer beneficiaries in the 8 installments. For the 1st time, farmers in West Bengal
joined the PM-KISAN Scheme, and around 7 Lakh Bengal farmers received their 1st installment.

Madhya Pradesh’s Medical Education Minister Vishwas Kailash Sarang has launched the Free
Swastha Aahar Yojana (Healthy Food Scheme) for the corona patients in Bhopal.Under this
scheme,the patients will get nutritious food free of cost in the hospital where they are
admitted.

Uttarakhand announced a scheme for Children Orphaned due to Covid-19
Vatsalya Yojana launched by Uttarakhand Chief Minister Tirath Singh Rawat for orphaned children

Ministry of Education Launched ‘YUVA’ – PM’s Scheme for Mentoring Young Authors
‘YUVA (Young, Upcoming and Versatile Authors) ,an Author Mentorship programme and Prime
Minister’s Scheme for Mentoring Young Authors’ to Train Young and Budding Authors who are 30 years
of age launched by Ministry of Education, Department of Higher Education.
Aim - To promote reading, writing, and book culture of Indians; to project Indian writings globally.
Implementing Agency: The National Book Trust, India, Publisher: The books formulated under the
scheme will be published by National Book Trust, India.

PM- CARES for Children launched to support children against COVID-19


Prime Minister Narendra Modi launched a new scheme under ‘Prime Minister’s Citizen Assistance
and Relief in Emergency Situations Fund (PM CARES Fund)’ for children who affected in COVID-19.
Children who have lost both parents or surviving parent or legal guardian/adoptive parents due to
Covid 19 will be supported under ‘PM-CARES for Children’ scheme.They are
 Child will get fund of Rs 10 lakh when they turn 23.
 Children under 10 years and Children between 11 to 18 years will be given admission to any
Central Government schools or in private schools.
 The children can get loan for their higher education, and PM cares will pay interest.
 Free health insurance will be given to the children till 18 years.

Govt Announced Schemes to Provide Pension for COVID-19 Victims


Government of India has announced schemes to provide a pension for the dependents of the COVID-19
victims among other benefits for the families who lost their earning members due to the pandemic
under the Employees State Insurance scheme and Employees Provident Fund scheme.
 To support the families of the victims, the benefit of the Employee State Insurance
Corporation (ESIC) pension scheme for the employment-related death cases is extended to

Government extends Free Food grains Scheme till November 2021


Central Government has announced the extension of the Scheme to distribute Free of cost – Wheat & Rice
Under Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) to around 80 crore people till November
2021. Earlier, the scheme was applicable for the months of May & June 2021 only.

Government allocates INR 40,700 Crore for Waste Management in 2 Lakh villages under SBM-G
Ministry of Jal Shakti under Swachh Bharat Mission Gramin (SBM-G) Phase 2 is set to support around 2
lakh villages to achieve Solid and Liquid Waste Management (SLWM) arrangements through an
investment of INR 40, 700 Crore during the FY 2021-22.
 SBM (G) Phase 2 aims to achieve comprehensive cleanliness in villages (also called Open
Defecation Free Plus Status – ODF Plus Status) by focusing on ODF sustainability and ensuring
SLWM arrangements in villages.

Ladakh Launches “Yountab Scheme” For Govt. School Students
Lieutenant Governor(LG) of Ladakh, RK Mathur, launched the YounTab scheme for Govt. School
students. Under the scheme, about 12,300 tablets were distributed to students virtually in Leh. It is an
initiative of the Department of School Education. It was launched with the technical support of the
Information Technology Department.

Punjab Launched ‘Udaan’ Scheme’ to Distribute Sanitary Pad


“UDAAN Scheme” was launched by Punjab Social Security, Women and Child Development Minister,
Aruna Chaudhary on the occasion of International Menstrual Hygiene Day for women empowerment.
 Objective - Under this scheme sanitary pads would be distributed for free of cost to needy
women and girls of the state every month.
 Fund allocation - Rs 40.55 crore per annum has been allocated for this scheme.
