➢ For any changes to this manual, it is identified by a revision bar at the left margin opposite the

Organization
Corporate Commitment
A. The MPM defines LTP as an organization, the procedures and Quality system upon which
CAAP based its approval as an AMO under CAR Part 6
B. The procedures are approved by the President/CEO and Accountable Manager and must be
complied with under the terms of CAAP Part 6
C. The procedures do not override with any or amended regulations published by CAAP.
D. If procedures are not followed, CAAP reserved the right to suspend, limit or revoke the
approval of LTP.
Notification of Changes
A. Lufthansa Technik Philippines (LTP) shall notify the CAAP of any plan to carry out any of the following changes
before such changes take place. These changes must be notified at the earliest opportunity:
(1) The name of the organization;
(2) The location of the organization;
(3) The housing, facilities, equipment, tools, material, procedures, work scope and certifying staff that could
affect the organizations’ rating or ratings;
(4) The ratings held by the organization, whether granted by the Authority or held through an organization
certification issued by another contracting State;
(5) Additional locations of the organization;
(6) The accountable manager; or
(7) The list of management personnel identified as described in the Maintenance Procedures Manual.
Application for Issuance, Renewal or Change of the Approved Maintenance Organization Certificate
A. VP-QM shall apply for renewal of the Approved Maintenance Organization Certificate and/or amendment of
certificates and ratings, in a manner prescribed by the CAAP.
B. The application shall be made in accordance with the requirements established under CAR Part 6.
C. Application for renewal of LTP Approved Maintenance Organization Certificate shall be submitted to the CAAP
no later than 60 days prior to the expiration of the existing certificate.
Transfer of Ownership
A. Should LTP transfer its assets, the new owner must apply for an amended Approved Maintenance Organization
Certificate on a form and in the manner acceptable to the CAAP.
A. LTP shall allow CAAP’s Inspector access to the Approved Maintenance Organization facilities any time,
to perform inspection and/or other activities to determine compliance with applicable regulation.
Duration of Certificate
A. The Approved Maintenance Organization Certificate shall remain valid for the period specified on the
Certificate unless surrendered, suspended or revoked.
B. The VP-QM shall return expired, suspended, revoked or amended Approved Maintenance Organization
Certificate to the CAAP.
A. LTP shall not operate as an approved maintenance organization without, or in violation of its Approved
Maintenance Organization Certificate and Operations Specifications.
A. The Approved Maintenance Organization Certificate (and associated Operation Specifications) is available
at the office of the VP-QM for inspection by the public and the CAAP. A copy of the certificate and
associated Operations Specifications is accessible thru the LTP Portal.
Deviation Authority
A. LTP may secure relief from requirements of specific sections of Part 6, provided that CAAP finds that the
circumstances presented warrant the deviation and that a level of safety shall be maintained equal to the
requirement from which the deviation is sought. The deviation authority will be issued as a Letter of Deviation
Authority.
B. The CAAP, being the responsible authority, may terminate the issued Letter of Deviation Authority at any
time.
C. LTP shall submit a request for deviation authority in a manner acceptable to the CAAP. It must contain a
complete statement of the circumstances and justifications for the deviation requested and show that a level of
safety will be maintained equal to that provided by the rule from which the deviation is sought. The request shall
be submitted at least sixty (60) days before the deviations from specified sections of Part 6 is necessary for
the intended maintenance, preventive maintenance or modification.
D. LTP shall notify in writing the concerned department/division of the Letter of Deviation Authority
received from the CAAP, the extent of the deviation and the validity period.

LTP shall ensure that:
(1) Facilities are appropriate for all planned work, ensuring in particular, protection from the weather
elements. Specialized workshops and bays are segregated as appropriate, to ensure that the environmental
and work area contamination is unlikely to occur.
(2) Office accommodation is provided for the management, planning, technical records, quality or certifying
staff so that they can carry out their designated tasks in a manner that contributes to good aircraft
maintenance standards.
(3) The working environment in aircraft hangars, component workshops and offices is appropriate for the
task carried out and in particular special requirements are observed. Unless otherwise dictated by the
particular task, the working environment must be such that the effectiveness of personnel is not impaired:
(a) Temperatures are maintained such that personnel can carry out required tasks without undue discomfort.
(b) Dust and any other airborne contamination are kept to a minimum and not permitted to reach a level in
the dust sensitive work task area where visible aircraft/component surface contamination is evident. Where
dust or other airborne contamination results in visible surface contamination, all susceptible systems are
sealed until acceptable conditions are re-established.

(c) Lighting is such as to ensure each inspection and maintenance task can be carried out in an effective and
efficient manner.
(d) Noise levels are not permitted to rise to the point of distracting personnel from carrying out inspection
tasks. Where it is impractical to control the noise source, such personnel are provided with the necessary
personal equipment to protect them from excessive noise causing distraction during inspection tasks.
(e) Where a particular maintenance task requires the application of specific environmental conditions
different from the foregoing, then such conditions are observed. Specific conditions are identified in the
maintenance data.
(f) The working environment for line maintenance is such that the particular maintenance or inspection task
can be carried out without undue distraction. Therefore where the working environment deteriorates to an
unacceptable level in respect of temperature, moisture, wind, light, dust/other airborne contamination, the
particular maintenance or inspection tasks must be suspended until satisfactory conditions are re-established
or relocated to an acceptable location.

A. LTP may fabricate a restricted range of parts to be used in the course of undergoing work within its own
facilities under its PCAR Part 6 approval
B. The permission to fabricate does not constitute approval for manufacture, to sell or supply externally.
Certifying staff are able to determine when the aircraft or aircraft component is ready to release to service and when it
should not be released to service.

Current
Technical Data
A. LTP shall maintain and use current Technical Data for all work on articles for which it is rated.
B. LTP shall hold and use current maintenance data in the performance of maintenance including modifications
and repairs. “Applicable” means relevant to any aircraft, component or process specified in the LTP’s approval
class rating schedule and in any associated capability list. In the case of maintenance data provided by an
operator or customer, LTP shall hold such data when the work is in progress.
C. Any inaccurate, incomplete or ambiguous procedure, practice, information or maintenance instruction
contained in the applicable maintenance data used by maintenance personnel shall be recorded and
reported by the Division Head concerned to Technical Services Department (TS) for notification of the author of
the maintenance data.
A. LTP shall complete and store all maintenance records as required by the CAAP regulations and customer
requirements.
B. Records shall include a description of the work performed, reference to the approved or acceptable data
used including its revision status, the date the work was completed and the signature of the person
performing the work. Any document that approves article for return to service shall contain the LTP
maintenance organization approval certificate number.
Completion of Work Documents
A. Maintenance record entries shall include a description of the work performed, reference to the approved or
acceptable data
B. Except for common references (e.g., AMM, CMM), reference documents shall be retained with the maintenance
record
C. The maintenance record shall include any checklist used to perform the inspection, non-routine discrepancy list
from that inspection, and corrective actions taken to repair those discrepancies

Tagging and Identification
A. All aircraft components removed from the aircraft or next higher assembly for whatever
reason shall be provided with appropriate tag for traceability and identification.
B. The following are the status tags used by the LTP:

Reporting of Unairworthy Conditions
A. LTP shall report to the CAAP, to the aircraft design organization and to the AOC holder who contracted
LTP to carry out maintenance any serious defect or unairworthy condition; or identified condition that could
present a serious hazard to the aircraft or aeronautical product, that is found during maintenance.
B. Inspector/s or Return to Service authorized personnel shall immediately accomplish the Flight Safety
Service Difficulty Report (FSSDR, CAAP Form 1033) for each serious defect or unairworthy condition found
during maintenance and submit to Quality Management Department (QM) as soon as possible to enable QM
to meet the required reporting time.
C. QM shall transmit the report to the CAAP, the organization responsible for the design of the aircraft and
the AOC holder as soon as practicable, but in any case within three (3) working days after identifying the
condition to which the report relates.
D. A sample of the FSSDR (CAAP Form 1033) is included in the Forms Manual.
A. This Section describes the procedures to be followed when performing maintenance, preventive
maintenance, major repairs or alterations for an air carrier conducting operations under CAAP
regulations and shall apply to base or line maintenance activities.
B. Maintenance shall be performed in accordance with the air carriers or customer’s manual, including
technical publications, maintenance programs and inspection requirements.
C. Major repairs, modifications and alterations for a customer conducting operations under CAAP
regulations and other customer programs shall be carried out in accordance with the customer’s
approved program.
A. Only authorized maintenance personnel under Aircraft Maintenance Department (MA), Business
Unit Base Maintenance (BM) and Production Quality Inspection Division (QM-I) shall perform and
certify maintenance, preventive maintenance, inspection, repair, alteration and aircraft return to
service.
B. All personnel authorization are issued and monitored by Quality Management and all pertinent data
are kept on file.

LTP is authorized to perform limited airframe and powerplant Line Maintenance at locations other than
the approved maintenance locations on any aircraft for which LTP is authorized as described in the Scope
of Work (Chapter 2-3) and the corresponding Approved Maintenance Organization Certificate and
Operations Specifications issued to LTP, subject to the following conditions:
▪ Engine runs, aircraft pressure run, towing, taxiing, and parking shall be undertaken only by qualified
and appropriately authorized personnel.

Section-5 Repair Procedure
(2) Use of Technical data, other than the approved data, for the major repair or alteration shall be approved
by the CAAP prior to its use.
(3) Approval of the technical data does not connote approval for return to service. Inspection and
conformity requirements shall be satisfied in accordance with CAAP CAR Part 5. Major repairs and alterations
are considered Required Inspection Items.
Classifications of exemptions;
Airworthiness Directive (AD) are legally enforceable rules issued by the Aviation Authorities which
identifies aeronautical products (aircraft, aircraft engines, propellers and appliances) in which an unsafe
condition exists or where condition is likely to exist or develop in other products of the same design. It
prescribes corrective actions to be taken or the conditions or limitations under which the products may
continue to be operated
