This patrol vehicle was clearly marked with large "Police" emblems, was black in white in color and was equipped with red lights and a siren (Refer to photo of patrol vehicle). Patrol vehicle 5233 is also equipped with a in car camera system. While driving on Springview Drive approaching Sunset Bivd, there was a red light at the intersection. | came to a stop with two vehicles in front of my vehicle. The vehicle directly in front of me was a gray Daewoo (California license plate Redacted). | noticed a red 2016 registration sticker on the license plate and believed the vehicle maybe expired. While sitting at the red light, | used the DMV database to run the license plate of the Daewoo. The vehicle returned expired on 04/08/2016 with no registration exemption on the rear window. At this time, the light tured green. The lead vehicle went straight (north on 3rd Street) as the gray Daewoo made a left (westbound) tum on Sunset Bivd. As the gray Daewoo approached Whitney Blvd, | activated my emergency lights to conduct an enforcement stop. The Daewoo ‘made a right turn on Whitney Bivd and an immediate right tum into the parking lot behind the ‘Chevron Gas station. When this tum was made into the parking lot, the Daewoo was driving a normal speed an it appeared it was going to yield in this parking lot. The Daewoo drove from the back side of the parking lot to around the eastside of the Chevron gas station. About the time, we were aligned with the pumps of the gas station, the Daewoo immediately took off at a high rate of speed. | immediately activated the siren of my patrol vehicle. (The siren and red lights were now continually activated). The Daewoo made a right hand tum back on Sunset Bivd, and immediately crossed over to the far left turn lane. | followed with lights and siren activated. For a brief second, | looked to my left and saw two vehicles (one in the number 1 lane and the second in the number 2 lane) driving west on ‘Sunset Blvd. Both vehicles yielded and I was able to safely follow the Daewoo into this tum lane. The Daewoo ran the red arrow and made a left (Southbound) tum onto S. Whitney Bivd. For several reasons | did not follow the gray Daewoo. First, the reason | was conducting the enforcement stop was for expired registration (CVC 4000(a)(1), a simple infraction. Second, the driver was clearly driving in a manner where he clearly wanted to get away and his driving behavior of running the red arrow was willing to create an environment where the public was endanger (for a simple infraction violation). This was furthermore expressed when | was sitting at the red arrow, | observed the Daewoo drive at a high rate of speed on S. Whitney. The time of the day was also a factor in discontinuing the enforcement stop. It was early in the morning where there were other vehicles and potentially pedestrians in the area. There is several local businesses (Chevron, Quick Stop and Bank of America) which also attract foot traffic which is near Sunset and S. Whitney. Based on how much of the driver's face | had seen, | believed the suspect could later be identified through a throughout investigation. | updated dispatch with the fact the vehicle had taken off south on S Whitney toward Five Star. | immediately had them send a BOLO (Be On The Lookout) to Roseville PD, PCSO and CHP. | advised dispatch a description of the driver. When the light turned green (as | was at Sunset and Whitney) and after | had stopped perusing the Daewoo, | did a U-turn and drove east on Sunset to return to the police department. | wanted to do follow up on the registered owner of the vehicle. As the Daewoo made a left hand turn and while following the vehicle, | was able to see portions of the driver and portions of his face. During the turns it provided me with different angles of the suspects face. | believed he was an Hispanic or Indian male with tan skin color. He had dark black hair and appeared to be a heavier build (Over 185 pounds) The vehicle had a release of liability to a (RO) Gary®*#ere¢ ). requested Sacramento County Sheriff's Department respond to the address and contact the registered ‘owner. | looked up the registered owner and saw a Gary React with a booking photo. This male was clearly not the driver of the Daewoo. | used the number in WEB KPF and contacted Gary Relete (DOB Redacted), Gary told me he does not have a Daewoo. Sacramento County advised they would not be able to respond to the address because it is a larae apartment complex and there is no apartment number. | saw there was a "Redacted business on the internet. | called the business number and spoke with (RO) GaryRedacte on the phone where he was identified by his name and date of birth. | asked him if he was the registered owner of the Daewoo. Gary said something to the effect of "The one ending in 708." | said that was the last three of the license plate. Gary said, "I knew I should have never sold that car to that kid.” Gary said he had sold the vehicle on 02/10/2017 to "Cruz" he said Cruz first name was "Lorenzo and he is 23 years old." He said the release of liability was filled out on 02/10/2017 and mailed to DMV 02/13/2017. He said a relative of (S) Lorenzo Cruz (Either mother or grandmother) is a regular client and was upset with Lorenzo having a vehicle. He said Cruz does not currently live with this relative I requested GaryRedacte send me a copy of this release of liability. | provided him with my email and Rocklin PD fax number. Iran Lorenzo Cruz in Sacramento Web KPF. He was on formal searchable probation for 69 PC with 148 PC and 417.4 PC charges under the probation. He had a suspended license for failing to appear in court. | looked at the booking photos and immediately believed it was the driver of the Daewoo. | believe the driver was (S) Lorenzo Cruz for several reasons. First the tone of the skin and hair features looked the same. Secondly, the size (which | advised on the radio during the incident of the driver being heavier in weight) and size of the head looked similar, Also it was only logical the vehicle released to (S) Lorenzo Cruz on 02/10/2016 (15 S| days ago) would be driven by the owner. For further details refer to Rocklin PD case #17-56-4. A second call came out at 955 hours which was also related. Refer to Rocklin PD case #17- 56-5. Lastly, there was a call that came out at 1001 hours which was also related. Refer to Rocklin PD case #17-56-6. In all three of these cases there was a clear progression of violence where (S) Lorenzo Cruz became a great threat to society. Refer to Rocklin PD Case #17-56-6 for documentation regarding this progression of violence and his actions resulted in the community being in danger. Disposition: Exceptional Clearence.
