• Is the target is 2" beyond heavy terrain?

You can't shoot them unless you're within 1" of that heavy terrain.

• Is the target is within 2" of heavy terrain?

You can shoot them

• Is the target is within 1" of any terrain with an engage order?

You can shoot them, but they have cover unless you're within 2" of the target

• Is the target is within 1" of light terrain with a conceal order?

You can't shoot them unless you're within 2" of the target or unless you're on a vantage point, but they have
cover

• Target is within 1" of heavy terrain with a conceal order?

You can't shoot them unless you're within 2" of the target
