The objective of proposal is to design and install such a system which take care of the pollution load of sew
generated in Mint premises colony & factory area.

Bidder shall design, manufacture, supply and install Sewage Treatment plant with MBBR technology

Design, safe disposal system which comply the latest prevailing norms of MPCB/CPCB/NGT.

Sewage generated in colony/factory should be treated in such a manner that the system does not have adverse im
on the health of the residents of the colony/factory & environment.

The concept of zero liquid discharge condition shall meet for treatment and utilization of treat effluent within the
premises for plantation & gardening.

System shall ensure no discharge out of the premises in any circumstances.

capacity of 50 KLPD) in any one year during the last five years ending 31.03.2020 to any Central/State Govt./CPSU/S
PSU/ Autonomous body".

Average Annual Turnover of the Bidder firm during last three financial years ending 31.03.2019 should be more than
29,93,100/-.

Bidder firm should not have suffered any financial loss for more than one financial year during the last three finan
years ending 31.03.2019.

The net worth of the firm should not have eroded by more than 30% in the last three financial years ending
31.03.2019.

Sewage Treatment Plant having capacity of 50 KLPD) to any Central/State Govt./CPSU/State PSU/ Autonomous body
The pre-qualification bids are to be opened in the first instance, at the prescribed time and date. These bids shall be
scrutinized and evaluated by the competent committee/authority with reference to the parameters prescribed in th
PART I - PRE-QUALIFICATION BID. Thereafter, in the second stage, the techno-commercial bids of only pre-qualified
bidders (as decided in the first stage) shall be opened at a later date and time for further scrutiny and further
evaluation. These bids shall be scrutinized and evaluated by the competent committee/authority with reference to t
parameters prescribed in the PART II - TECHNO-

COMMERCIAL BID. Subsequently, in the third stage the financial bids of only the techno- commercially acceptable
offers (as decided in the second stage) shall be opened for further scrutiny and evaluation. Intimation regarding
opening of techno-commercial and financial bids shall be given to acceptable tenderers to enable them to attend th
techno-commercial and financial bid opening, if they so desire. The method of evaluation of L1 bidder for awarding
Contract shall be on consolidated grand total offered by the bidder and will be decided by taking into consideration
grand total offered price as per Section - XI (Price schedule) of this tender document.

Micro and Small Enterprises firm are exempted from submitted Tender Fees and Earnest Money Deposit.
In tender, participating Micro and small Enterprises quoting price within price band of L1+ 15 per cent shall also be
allowed to supply a portion of requirement by bringing down their price to L1 price in a situation where L1 price is fr
some one other than a Micro and Small Enterprise and such Micro and Small Enterprise shall be allowed to supply u
to 25 per cent of total tendered value.
In case of more than one such Micro and small Enterprise, the supply shall be shared proportionately ( to tendered
quantity)
In case of tender item have non-split able or non-dividable etc. MSE quoting price within price band L1+15% may be
awarded for full/complete supply/ service of total tendered value to MSE
Minimum 3 per cent reservation for women owned MSEs within 25 percent mentioned above (i.e 3 percent out of 2
percent)
Special provisions for micro and small enterprises owned by SC or ST:

Out of 25 per cent allowed for procurement from Micro and Small Enterprises, a sub-target of 25 per cent (i.e 4 per
cent of 25 per cent) shall be allowed for procurement from Micro and Small Enterprises owned by the Scheduled ca
or the scheduled tribe entrepreneurs. Provided that in event of failure of such-target for procurement earmarked fo
Micro and Small Enterprises owned by Scheduled caste or Scheduled Tribe Entrepreneurs shall be met from other
Micro and Small Enterprises.

Payment Schedule will be as below

90% of plant value on receipt and acceptance at destination and on production of all required documents by the
supplier.

10% of plant value and 100% Design, Testing and Commissioning charges on issuing of Final Acceptance Certificate.

Operation & Maintenance charges monthly after completion & certification of services under term of delivery item.
