Statement of Work

Solid Minerals Program Tracking System “MTS” –Authorization to Operate and Maintenance
RFQ1513576 – Closes 9/8/202, 5:00 PM Eastern Daylight Time

1) MTS System Purpose and Function

The BLM computerized Solid Minerals Program Tracking Systems (MTS) is in use for documenting
mandated coal and non-coal mine inspections, production verifications, and other functions by BLM
Certified Coal and Non-Coal mine inspectors. It is the official record for Federal coal in Utah.

In addition, the MTS tracks lease status for coal diligence and continuing operations along with several
other features provided for individually authorized BLM supervisory functions at the field, state, and GJ
(Grand Junction) levels. MTS can provide ONRR data to BLM and access to ONRR personnel.

The MTS is a functional system under continuing refinement and development. The goal is to make and
keep this system a fully functional system that is open to additional functions. However, there are areas
of the extended system that the programming may need to be fixed to address issues that have been
programed but may contain programming errors or deletions. Further, at times the BLM IT systems are
upgraded or altered which often requires adjustments to the MTS.

In light of this, the contractor must be or become well conversant with all BLM and ONRR coal and
non-coal regulations, and processes. Due Diligence, Continued Operations, Advance Royalty, Minimum
Royalty, Suspensions, Logical Mining Units, Mine Inspection reporting, are only a few that the system
relies on for functionality, and related guidance. BLM staff will have only very limited time to assist in
the learning process.

The current MTS User Guidebook, release 9.0, is attached for reference.

2) System Description and Requirements

The front end is in Microsoft Access and C# (C sharp) and the rest of the program is SQL Server. There
are 198 tables, 59 views, 299 forms, 244 reports.

There are Developed Lines of Code: Total = 77,739 Source Lines of Code (SLOC)

3) Ensure Authorization to Operate (ATO)


Contractor shall develop, coordinate, and secure the Utah Initial MTS Authorization to Operate (ATO).

• Work with the division of IT security and System Engineering to verify current documentation
accurately reflects system and is complete.

• Conducts/assists security self-assessments utilizing National Institute of Standards and
Technology (NIST) 800-53
• Ensure system is meeting Security Technical Implementation Guide (STIG) requirements and
NIST requirements
• Complete security documentation involving but not limited to:
o Technical description
o System description
o Flow diagrams
o Security configuration
o Interconnection security agreements (ISA)
o Security impact analysis
o Component inventories
• Work with business and security in developing Standard Operating Procedure (SOP)s that
ensure NIST 800-53 controls are met
• Follow documents through signature process to ensure completion

4) Maintenance Task Descriptions

a. Add / deactivate BLM and ONRR users and manage privileges and associated coordination.

b. Provide assistance to users as requested by the BLM. This will include providing log-on
instructions, troubleshooting connection issues, and others. Includes maintaining MTS
software deployment scripts and providing up to 3 annual on-site (local Utah State Office)
and up to 6 annual remote training sessions via teleconferencing.

c. Trouble shoot BLM and ONRR MTS IT interface and connection issues.

d. Download the Production and Royalty information into the system as provided by ONRR
(Excel Spreadsheet) from the MART system on a monthly basis.

e. Provide modifications to adjust for BLM, ONRR, and DOI computer system changes.

f. Update the MTS User Guidebook to include all MTS operational and system changes.
Continue to ensure that the User Manual does not contain proprietary and confidential
information. Continue to ensure that all MTS reports that may be printed contain a statement
that it is not subject to disclosure; may contain proprietary and confidential information.

ensure that proprietary and confidential has not been included in the examples. The

g. Addition or removal of users to be completed within 5 days and necessary system


adjustments are to be completed within 10 days, subject to BLM IT actions that could delay
the task completion. 8 hour or less initial response to MTS system outage.

h. Maintain the full operating system for BLM and ONRR use, on the BLM and ONRR MTS
computer system(s), including BLM and ONRR laptops. This includes reprogramming

sections of the system that may require attention for the system to be fully operational.
Sometimes Microsoft (or other vendors) updates its programs, and the BLM uses those
updates. This sometimes causes problems with the system because the updates are not in line
programming and these require fixing.

i. Full BLM communication access to contractor computer engineer(s).

j. Monthly reports will be submitted summarizing work tasks and progress, planned work,
along with expenditures to date and the line item and total contract monetary remainder.

5) Security Requirements

All contractor developed or modified software, work products, and draft handbooks are to be provided to
the BLM. All software, work products, and draft and final handbooks are the sole responsibility and
property of the US Department of the Interior. Further, information received from BLM or ONRR or any
other Federal source will be subject to the attached and required Form 1273.2a, blank example, and
obtain a BLM PIV card to access data. All data, that is not in the public domain, is highly confidential
and accessed on a need-to-know basis.
Ensure system is meeting relevant STIGs, NIST requirements, and adheres to DOI and BLM security
policies.

6) Proposal Evaluation Factors

Award will be made to the contractor whose proposal conforms to the solicitation and is considered to
represent the best value to the Government, after considering Qualifications, Past Performance, and Price.
In making a best value determination, the Government considers the following non-price factors, when
combined, are more important than price. A firm, fixed price delivery order will be offered to the vendor
whose proposal offers the best value to the Government.

NON-PRICE FACTORS, IN ORDER OF IMPORTANCE:

1 - ATO Documentation and Annual update


o Success in completing an ATO documentation
o Knowledge of ATO within Department of the Interior and Bureau of Land
Management and ensuring Department, Bureau, and NIST requirements are met

2 - MTS System and Function


o Experience level and capability with BLM leasing and surface management
regulations (43CFR 3500, 3590, 3400, and 3809)
o Required - System Description and Requirements
o Provide explanation of method to integrate with existing BLM operating systems

3 - Maintenance Task Descriptions


o Commitment and capability to meet “Maintenance Task Descriptions” as described
above

4 – Past Performance
o Three past performance references must be submitted to the buyer (vmeier@blm.gov)
by email no later than the closing date of the solicitation. References must indicate
familiarity with the size, scope, and requirements of similar contracts performed.
