Whereas in view of emerging situation due to COVID-19, a detailed review was conducted on the current COVID situation particularly focusing on total weekly new cases, total positivity rate, Bed occupancy, case fatality rate and vaccination coverage of the targeted population and it has been observed that there is a need for further improvement of above said parameters in the interest of public health. Nv . Whereas, the State Executive Committee of Department of Disaster Management, Relief Rehabilitation & Reconstruction vide Government Order No 48-JK(DMRRR) of 2021 dated 04-07-2021 has notified restrictions for COVID containment with further order for Deputy Commissioners to issue appropriate instructions as well. Now, therefore, in exercise of the powers vested in me under National Disaster Management Act, 2005 and Epidemic Diseases Act 1897, I, Charandeep Singh, KAS, District Magistrate, Reasi & Chairman, District Disaster Management Authority, Reasi do hereby order that the guidelines/instructions on COVID containment already issued vide this office order No.10-DC(Rsi) of 2021 dated 30-5-2021 issued under endorsement No. DM/Rsi/21-22/JC/1280-1305 dated 30-5-2021 shall continue to remain in force till further order, however the following vv guidelines/restrictions for regulating activities within the Jurisdiction of (nv District Reasi shall remain in force for effective Containment of COVID-19, w.e.f, 05" June2021, till further orders, I, There shall be Corona Curfew as under: (a) Weekend Curfew w.e.f. 8:00 PM Friday till 7:00 AM Monday. (b) Daily Night Curfew from 8:00 PM to 7:00 AM next day. II, Shops shall be opened as under: (a) All types of Shops are permitted to open for five days in a week (except on Saturdays & Sundays) from 07:00 AM to 07:00 PM. However, Vegetables/Fruit Shops/Dairy/ Poultry/Bakery products shops shall also remain open on Saturday and Sunday from 08:00 AM to 01:00 PM. (b) All shops falling within the jurisdiction of Municipal limits of Katra shall be allowed to open from 09:00 AM to 09:00 PM (except on Saturdays & Sundays). (©) 25% of shops in indoor shopping complexes/Malls can open on rotation basis for five days in a week (except on Saturdays & Sundays) from 07:00 AM to 07:00 PM. Shops in the indoor shopping complexes/Malls can open only for the consumers who are vaccinated or for customers with negative RT-PCR or RAT report of 48 hours prior. The shop owners/managers/staff will have to ensure compliance to it. Further, In view of Yatra to Shri Mata Vaishno Devi Shrine/Shri Shiv Khori Shrine it is hereby ordered that:- i, All Dhabas/Restaurants/Eating Points/Dry Fruit shops falling within the jurisdiction of Municipal limits of Katra shall be allowed to open from 09:00AM to 11:00PM. ii, All Dhabas/Restaurants/Eating Points falling within the jurisdiction of village Ransoo shall be allowed to open from 09:00AM to 10:00PM. The opening of the establishments as detailed above shall remain subject to maintaining of Covid Appropriate Behavior. Any deviation in y alt Page 2 of 4 maintaining Covid Appropriate Behavior may lead to restrictions/closure of the establishments. IIl. Chief Medical Officer, Reasi shall ensure that: (a) _ Positive cases so detected as a result of intensive testing need to be isolated/quarantined at the earliest and their contacts should also be traced at the earliest, and similarly isolated/quarantined and tested, if needed. (b) The three-“T” protocol of testing, tracking and treating is strengthened. The proportion of RT-PCR tests in the total mix should be scaled up, on best effort basis, to 70% or more, excluding travellers. (©) Quick isolation and treatment of COVID-19 patients shall be ensured in treatment facilities/hospitals/homes. Since, it is not possible to serve prior notice of this order, it is as such being issued ex-parte. Any violation of this order shall invite strict punitive action under section 188 of Indian Penal Code and other relevant sections of Epidemic Diseases Act, 1897 and Disaster Management Act 2005.
