DUE DILIGENCE REPORT ON
LAND ACQUISITION AND RESETTLEMENT ON
KOKAND WASTEWATER SUBPROJECT
A. Introduction
1. Multitranche Financing Facility and Loan Details
1. The Government of Uzbekistan (the Government) has requested the Asian Development
Bank (ADB) to assist with the Water Supply and Sanitation Services Investment Program (the
Investment Program). ADB decided to fund the program through a Multitranche Financing Facility
(MFF) in an amount not exceeding $300 million from ADB's Special Funds resources. The MFF will
consist of several loans to finance a range of project activities under the Investment Program.
Uzbekistan Agency "Uzkommunhizmat" (UCSA) is the Executing Agency (EA) of the Investment
Program.
2. ADB's Board of Directors approved the MFF on 29 September 2009.
2. For Tranche 2, the Government requested ADB to finance the improvement of the quality
and quantity of water supply in Andijan, Fergana, Kokand, Margilan, and Rishtan cities. It will
finance rehabilitation and expansion of the existing water supply systems, most of which were
installed between 30 and 50 years ago, to provide the total 2025 design population of 1,385,000
with 24 hour per day water service, meeting Uzbekistan standards for water quality and pressure.
Spare parts and equipment for operation and maintenance are included for each subproject.
3. On 16 March 2010, the second (2nd) Periodic Financing Request (PFR) was submitted to
ADB for financing.
3. Scope of the Kokand Wastewater Subproject
4. The proposed subproject will serve 75% of population in 2025. The scope of the Kokand
wastewater systems includes:
a. Physical outputs for the wastewater system are:
(i) Rehabilitate or replace 20 km 200-500 mm corroded concrete sewers;
(ii) Rehabilitate 13 km 1200-1500 mm pipe of the Ishanabad sewage collector;
(iii) Construct 39 km of 200-600 mm sewer pipe to expand coverage from 36% to 75%
of the 2025 population;
(iv) Rehabilitate and modernize 2 pump stations and construct 1 new pump station,
including wet wells, structures and buildings, install new pumps and replace all
related mechanical, electrical and control systems;
(v) Rehabilitate the existing sewage treatment plant with a capacity of 62,000 m3/day,
including all structures, buildings and site works, new pumps, compressors, sludge
handling equipment and related mechanical, electrical and control systems.
b. Non-physical outputs
(i) Promotion of improved sanitation practices and positive hygiene behavior in local
health clinics, schools and the general population in the subproject towns;

(ii) Implementation of the institutional strengthening and capacity development action
plan of the sector roadmap, which includes (i) performance based service contracts
and lease contracts for water supply and sanitation operations; (ii) water utility
(rayon vodokanal) rationalization study; (iii) vodokanal performance benchmarking;
(iv) tariff study and (v) capacity development of the responsible government
agencies, the PPMU and the PIUs, and subproject vodokanals; and
(iii) Program management and project implementation support
B. Land Acquisition and Resettlement Implications
5. Rehabilitation of 20 kms corroded concrete sewers and 13 kms pipe of the Ishanabad
sewer collector; will be constructed under the road alignment.
6. Construction of a new 39 kms sewer pipe to expand coverage from 36% to 75% of the
population in 2025 will be undertaken under the road alignment. No land acquisition is envisaged.
7. Construction of 1 new pump station will be located at the School # 18 located at
Chaharbog, Makhalla #32. It will be at the school ground/backyard where the old boiler (not
functioning/decommissioned for a long time) is situated. The school plans to build a new boiler
nearer the school buildings. The distance of the proposed site for the sewerage pumping station to
the nearest school building is around 50 meters. However, the distance between the proposed
site for the pumping station is nearer the residential /apartment buildings just across the street
(around 30 meters). Consultations with the residences was conducted by the vodakanal on March
5 2010 (see Annex 1) about the proposed site for the sewerage pumping station because this
might cause some noise and produce some unpleasant smell. There will be no land acquisition
because the school land belongs to the government.
8. For other rehabilitation activities of the 2 existing pump station and the sewerage treatment
plan, these will be carried out in their present locations wherein the land is allocated to the
vodakanal and/or the Khokimiyat of Kokand city.
9. Based on the initial social assessment conducted in March 2010, there will be no potential
loss of assets, livelihood, crops or trees. There maybe minor impacts i.e. disturbances such as
traffic, access to schools, hospitals, commercial establishments and residences during construction
of the water transmission mains and distribution lines along the road. There maybe also be noise
and dust pollution. The Environmental Management Plan will address these issues/impacts
through appropriate conditionality in the civil works contract. The civil works contract will require
the contractors to obtain approval of respective City/District Government before they temporarily
occupy any land for the purpose of construction material storage, equipments or construction site.
The contractors will also be required to negotiate and reach an agreement with the owners of such
land before these are used for temporary material storage or site construction. The condition of
occupancy of such land with prior agreement will be clearly specified in the civil works contract.
C. Conclusion
10. The Due Diligence Report confirms that the Kokand Wastewater subproject under Tranche
2 of the MFF Water Supply and Sanitation Services Investment Program will have no adverse
social impacts associated with land acquisition and resettlement (LAR) and that the project will
benefit 75% of the population by 2025.

MARGILAN WATER SUPPLY SUBPROJECT
A. Introduction

4. The proposed subproject will serve a population of 280,000 by 2025. The scope of the
Margilan water supply systems includes:
a. Physical outputs for the water supply system are:
(i) Rehabilitate 7 existing wells at Yujniy, to restore supply capacity to 36,000
m3/day;
(ii) Rehabilitate 6 existing wells at Tashlak, to restore supply capacity to 6,000
m3/day;
(iii) Connect to Hanabad Fergana IRTM, to for new supply of 60,000 m3/day of
water;
(iv) Construct 5 km of 700 mm water transmission from Kirguli WDU to Yujniy WDU;
(v) Construct 4 km of 1000 mm water transmission main from Kirguli WDU to
Margilan distribution system;
(vi) Rehabilitate the Yujniy and Tashlak WDUs, including storage reservoirs,
structures and buildings, install new pumps and chlorination system, and replace
all related mechanical, electrical and control systems;
(vii) Rehabilitate 45 km of 63-900 mm distribution mains; and,

(viii) Construct 20 km of 100-500 mm of new distribution main to expand the water
system coverage from current 90% to 100% of the 2025 population of 280,000.
b. Non-physical outputs
(i) Promotion of improved sanitation practices and positive hygiene behavior in local
health clinics, schools and the general population in the subproject towns;
(ii) Implementation of the institutional strengthening and capacity development
action plan of the sector roadmap, which includes (i) performance based service
contracts and lease contracts for water supply and sanitation operations; (ii)
water utility (rayon vodokanal) rationalization study; (iii) vodokanal performance
benchmarking; (iv) tariff study and (v) capacity development of the responsible
government agencies, the PPMU and the PIUs, and subproject vodokanals; and
(iii) Program management and project implementation support
B. Land Acquisition and Resettlement Implications
5. Construction of water transmission mains, such as the 5 kms from Kirguli WDU to Yujniv
WDU, the 4 kms from Kirguli WDU to Margilan distribution system, the connection to the
Hanabad Fergana IRTM and the 20 kms. distribution main will be under the road alignment.
6. Rehabilitation/replacement of existing distribution mains of 45 kms distribution mains will
be under the road alignment. All rehabilitation/replacement of existing water wells, storage
reservoirs and other structures will all be undertaken in existing locations owned by the
vodakanal and/or the Khokimiyat of Andijon city. No land acquisition is envisaged.
7. All other proposed physical activities for the water supply system will not involve any
new appropriation of land, therefore there will be no land acquisition and resettlement impacts
because all land required belong to either vodakanal or the khokimiyat of Margilan city and
within existing right-of-way.
8. Based on the initial social assessment conducted in March 2010, there will be no

January 2010). The scope of the Andijon water supply and wastewater systems includes:
a. Physical outputs for the water supply system are:
(i) Rehabilitate the existing intake from the Andijan Reservoir and raw water pumping
system;
(ii) Rehabilitate the Kampiravat water treatment plant (alum coagulation, gravity
settling, filtration and chlorination) and clear well pumps to supply 200,000 m3/day
of water for the 2025 design population of 468,000;
(iii) Replace 2.4 km of the 1400 mm diameter water transmission main from Kampiravat
to Kurgantepa Water Distribution Unit (WDU);
(iv) Replace 22.4 km of 1200 mm water transmission main from Kurgantepa WDU to
Kharabak and Khartum WDUs;
(v) Rehabilitate the 3 WDUs and the Bagishamal booster pump station, including
storage reservoirs, structures and buildings, install new pumps and chlorination
system, and replace all related mechanical, electrical and control systems;
(vi) Rehabilitate or replace 38.8 km of corroded and leaking pipes in the distribution
system.

(i) Rehabilitate and modernize 3 pump stations, including wet wells, structures and
buildings, install new pumps and replace all related mechanical, electrical and
control systems;
(ii) Rehabilitate and modernize the existing sewage treatment plant with a capacity of
110,000 m3/day, including all structures, buildings and site works, new pumps,
compressors, sludge handling equipment and related mechanical, electrical and
control systems.

will be constructed under the road alignment. For the rehabilitation/reconstruction of pumping
stations, reservoirs, treatment plant and other structures, these will all be undertaken in existing
locations owned by the vodakanal and/or the Khokimiyat of Andijon city. No land acquisition is
envisaged.
6. The rehabilitation of the existing treatment plant and the pumps will be undertaken in their
present locations. No land acquisition is envisaged.
