RA 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010, which mandates the establishment of the Barangay Disaster Risk Reduction and Management Committee (BDRRMC) in every barangay which shall be responsible for setting the direction, development, implementation and coordination of disaster risk management programs within their territorial jurisdiction. 2. The film aims to increase the level of awareness of every Filipino, especially the youth, on the recruitment and fund generation strategies of the CTGs. The film is currently uploaded and included in the catalogue of the Film Development Council of the Philippines (FDCP) Channel which may be accessed thru fdcpchannel.ph under the category Video on Demand. As the DILG partners with different national agencies to perform its mandate to promote peace and order and ensure public safety, it supports the Philippine Army's thrust in the widest dissemination of the documentary film in communities to educate the citizens on the radicalization and recruitment strategies of the CTGs and significantly reduce their exposure to extremist propaganda. 2.0 LEGAL BASIS 2.1 Executive Order No. 70, s.2018 Institutionalizing the Whole-Of-Nation Approach in Attaining Inclusive and Sustainable Peace, Creating a National Task Force to End Local Communist Armed Conflict, and Directing the Adoption of a National Peace Framework. 3.0 SCOPE AND COVERAGE All Punong Barangays, Sangguniang Barangay Members, DILG Regional and Field Officers, and all others concemed. 4.0 PURPOSE This Memorandum Circular provides guidance to all barangay officials on the activities to be undertaken during and after the conduct of film showings of “Memoirs of a Teenage Rebel”. Further, it enjoins all LCEs and directs all DILG Field Offices to ensure compliance of all barangays in their areas of jurisdiction in the said undertaking. 5.0 POLICY CONTENT 5.1 CONDUCT OF FILM SHOWINGS 5.1.1 SCHEDULE Considering the varied COVID-19 related tasks needing immediate and undivided focus of the barangays in compliance with the directives of the IATF-MEID, DILG Circulars, and other policies and issuances, all barangays are allowed to conduct the film showings on any day of the week including Saturdays and Sundays. However, all barangays are reminded that this Circular is issued in the context of the existing IATF guidelines. The situation is extremely fluid because of the pandemic, hence, modifications and further advisories may be issued as warranted by subsequent developments. 5.1.2 MODES OF CONDUCTING THE FILM SHOWINGS In light of this prevailing condition and in response to the altered situation brought by the COVID-19 pandemic, the film showings may be conducted through any of the following modes: @. Utilizing the FOCP Channel thru fdcpchannel.ph. b. As much as practicable, public gathering in barangays under the Modified General Community Quarantine or in barangays where no community quarantine is in place with strict adherence to the following: b.1 Compliance with the IATF-EID guidelines on mass gatherings specifically on the number of maximum persons allowed: b.2 Compliance with the local ordinance in the implementation of ‘community quarantine in the locality; and b.3 Enforcement of prevention protocols which include observing at least 1-meter physical distance, thermal scanning, provision of alcohol and sanitizer, use of face masks and face shields, and footbath stations. 5.1.3 PROMOTION OF THE FILM SHOWINGS AAs the intent is to deliberately promote the film for widest propagation and generate participation from the general public, promotion of the film showings may be done through any of the following means: a. Distribution of flyers, leaflets or similar materials within the barangay jurisdiction; b. Posting andior hanging of tarpaulins, banners, and posters in conspicuous spaces in the barangay like the barangay hall, plaza, Main Street, transport terminals, public market or talipapa; ©. Recorrida, mobile announcement or radio guesting, whenever applicable; and d. Posting on various official social media platforms (i.e. Facebook, ‘Twitter, Instagram, and Youtube). 5.1.4 ACTIVITIES ON THE DAY OF THE FILM SHOWING In barangays where public gathering is allowed, every barangay is enjoined to undertake the following activities: 5.1.4.1 Provide information and reminders to respective constituents on COVID-19 related health practices and protocols; and 5.1.4.2 Provide a short briefing of the documentary film and highlight its objectives: increase awareness on the different recruitment and fund generation strategies of the communist-terrorist groups to ultimately end local communist armed conflict and attain sustained peace and development. 5.2 ROLES AND RESPONSIBILITIES 5.2.1 PUNONG BARANGAYS a. Conduct of the film showing based on applicable modes as indicated in item 5.1.2 of this Circular; b. Strictly adhere to |ATF-MEID guidelines and local ordinance or ordinances in the conduct of the film showings through public gathering; ©. Post and/or hang promotional tarpaulins, banners, and posters in conspicuous places within the barangay jurisdiction; 4. Coordinate with the DILG Field Office concerned on the conduct of the film showings; and e. Submit related after activity reports to the respective DILG Field Office. 5.2.2 DILG FIELD OFFICERS All DILG Field Officers are directed to: a. Advocate the conduct of film showings by displaying streamers in strategic (ocations within the premises of their offices to increase awareness among the general public; b. Remind the barangay about the IATF-EID guidelines on mass gatherings; ©. Post pictures and videos of the film showings on various social media platforms; d. Provide the concerned local chief executives, particularly the Punong Barangays with a copy of the tarpaulin design for the film showing that will be provided by RCP Films Intemational; ©. Ensure compliance of barangays on the conduct of film showings; f. Cause the widest and immediate dissemination of this Circular and provide technical assistance relative thereto; and g. Submit Barangay Assembly reports to DILG Central Office. 6.0 SANCTION Corresponding administrative complaint against barangay officials who fail to conduct film showings may be filed by any resident of the barangay, concemed citizen, governmental or nongovernmental entity before the Sangguniang Panlungsod or Sangguniang Bayan concerned pursuant to Section 61 of the Local Government Code or the Office of the Ombudsman pursuant to Administrative Order No. 07 or the “Rules of Procedure of the Office of the Ombudsman,” dated April 10, 1990. 7.0 MONITORING AND SUBMISSION OF REPORTS AND OTHER REQUIREMENTS. 7.1 The monitoring report on the compliance of barangays to this Circular shall be submitted thru shared Google Drive which will be forwarded to the respective Regional and Field Offices’ email addresses. 8.0 EFFECTIVITY ‘This Memorandum Circular shall take effect immediately. 9.0 APPROVING AUTHORITY MARTIN B.
