Council Special Meeting Minutes


February 22, 2010 – 7:00, PM
Council members and staff present – Jeffery Berger, Andrew Mook, Curtis Michael, Jillian Perry, James Savage,
Richard Smith, Mayor Walter Reed, Dale Cahn, and Dolores Moyer

The regular meeting of the Hughesville Borough Council was called to order by Council President Jeffery Berger
followed by the Pledge of Allegiance.

Guests and Visitors: Dennis Norman (Mckissick Associates), Dave Maciejewski (Business Manager East Lycoming
School District) explained the School District Biomass Project. Smith moved to accept plans, seconded by Michael.
Motion passed.

Approve Agenda: February 22, 2010 - Mook moved, Perry seconded. Motion passed.

Approve minutes: February 8, 2010 – Smith moved, Savage seconded. Motion passed.

Approve Amendment to January 18, 2010 Minutes: Chief Shear said that he and Officer Hockman would pay for
clips purchased from Rock River Fire Arms, Inc. because the Borough decided not to use them and they could not be
returned. They will each pay $259.00; as for the invoice to Witmer Public Safety Group, Shear will see if they can
return ammunition the amount is $772.97. Rick Smith said he didn’t want to give the impression that Council was
accepting any agreement at this time until our Solicitor advises. Smith moved to table, seconded by Michael. Motion
passed.
Michael moved to pay the invoices for Rock River Fire Arms, Inc. and Witmer Public Safety Group, Smith seconded.
Motion passed.

Treasurer’s Report: General Fund - Check# 6631-32 $ 300.00 (training)

Savage moved to pay, seconded by Michael. Motion passed.

Business:
 Approve resignation of Officer Kurt Hockman Mook moved, seconded by Perry. Motion passed.
 Approve resignation of Diane Senseman Smith moved, seconded by Michael. Motion passed.
 Approved hire of part-time police officer as discussed February 8, 2010 Council Meeting
Jeff Houseknecht a fulltime officer with Montgomery Borough and a pervious part-time officer in
Hughesville; Rate will be $15.30 and will be on the roster in March. Interview was conducted by the
Mayor and Councilman Savage.

 Information on Course in Community Planning offered by County in April


 Brian Auman Seda-Cog itinerary for March 3, 2010 Meeting; Councilmen Smith and Michael will
attend.
 Replace carpeting in Police Chief’s office and conference room. Savage moved, seconded by Perry.
Motion passed.
 Dale Cahn said that he checked Lindauer’s parking lot and that there is a pole in the right-of-way.
Not sure how to address the issue at this time. Lindauer’s would like to pave their parking lot.

Committee Reports:

WATER – Smith/Mook - Hiring of Sherry Young as a temporary for the Hughesville Borough Water
Authority for $15.00 hour. Smith moved; Michael seconded. Motion passed.

STREETS –Smith/Mook - Rick Smith suggested that Council start working on canvassing the Borough
with regards to tree trimming. Smith said that the Borough could put out a newsletter and each
councilmember could take a section of town and put a letter in every door so all residents would be
made aware of the tree trimming ordinance.
 Spring Clean-up will start April 26, 2010
Rick Smith recently attended PSAB training for newly elected officials; he said that committees should
each have a chairman appointed; the reasoning being that the person in charge would call the meetings
and be responsible for reporting to Council.
Smith also asked if curbs were compliant. Cahn thought they were except two intersections that weren’t
completed last summer. They are Academy & Railroad and Third & Broadway.

PUBLIC SAFETY – Mayor Reed said that he attended a local Borough Association meeting and the
speaker spoke about regional police forces and feasibility studies (at no cost to the Borough). A
recommendation would than be made to the Borough and other local municipalities base on their
findings.

PERSONNEL- Perry said that we need to start from scratch on the Personnel Manual.

 Reviewed prior years budgets
