Vitales AN ORDINANCE AMENDING CITY ORDINANCE NO. 2004-A-010, OTHERWISE KNOWN AS THE MAKATI CITY ANIMAL REGULATION AND CONTROL CODE, AS AMENDED, SUBJECT TO EXISTING LAWS, RULES AND REGULATIONS. Page | 1 \ CITY ORDINANCE NO, 2020-233 “Ang Makati ay para sa kapwa ko taga Makati.”WHEREAS, Section 10 (d) (8) of RA. 7854, otherwise known as the Charter of the City of Makati, provides that the Sangguniang Panlungsod shall approve ordinances which shall regulate the activities relative to the use of land, buildings and structures within the City in order to promote the general welfare and, for said purpose, shall provide for the impounding of stray animals; regulate the keeping of animals in homes or as part of business and the slaughter, sale or disposition of the same; and adopt measures to prevent and penalize cruelty to animals; WHEREAS, on 4 October 2005, the Sangguniang Panlungsod of Makati enacted City Ordinance No. 2004-A-010, otherwise known as “The Makati City Animal Regulation and Control Code”; WHEREAS, on 22 September 2009, the Sangguniang Panlungsod of Makati enacted City Ordinance No. 2009-009 which amends certain provisions of City Ordinance No. 2004-A-010. Likewise, on 29 November 2017, the Sangguniang Panlungsod of Makati enacted City Ordinance No. 2017-127 which further amends certain provisions of City Ordinance No. 2004-A-010; WHEREAS, it is indubitable that a controlled pet population is beneficial, not only to the health of these pets, but as well as to the health of the Makatizens since the spread of rabies and other zoonotic diseases will be curtailed; WHEREAS, however, despite the numerous amendments made to City Ordinance No. 2004-A-010, it has been observed that very few pet owners are submitting their pets for neutering; WHEREAS, one of the reasons cited for the low turn-out for neutering is the fees imposed for such service; WHEREAS, the Sangguniang Panlungsod of Makati, in order to encourage the neutering of pets, hereby waives the fees for such service of the City Government of Makati; hence, this Ordinance. NOW, THEREFORE, BE IT ENACTED, AS IT IS HEREBY ENACTED BY THE SANGGUNIANG PANLUNGSOD OF MAKATI, METRO MANILA, BY VIRTUES OF THE POWERS VESTED IN IT BY LAW, IN SESSION ASSEMBLED, that, Section 1,The neutering fees as stated in Section 21 of City Ordinance No. 2004-A- 010, as amended, are hereby waived. Section 2. If any provision or part of this Ordinance is declared invalid, other provisions or parts not affected thereby shall remain in full force and effect. Section 3, All ordinances, resolutions and executive orders which are inconsistent with any of the provisions of this Ordinance are hereby repealed or modified accordingly. Section 4. Copies of this Ordinance be furnished to the Makati Veterinary Services Office, Office of the Mayor, Budget Department, Office of the City Administrator, Law Department and other offices concerned for their information, guidance and reference.
