Standards & Labelling


The S&L programme in India is influenced by the appliance Market and Programme Promotion and Monitoring and Enforcement Compliance. The market
component is defined by the supply-demand for star-rated appliances. Availability of the rated-products and Awareness of the programme play key roles.
The market performance is reinforced by strong policy driven regulatory mandates. Among the 15 products included under the labelling programme, four are
now identified as mandatory. While the rest of the appliances will be eventually moved to mandatory rating, the labelling of critical appliances have to be
made mandatory at appropriate time to tap into the energy saving potential of the programme. Thus the overarching agenda of the S&L programme is to
reduce the energy intensity from appliance use, by creating a pull with labelling of appliances (encourage more manufacturers to participate) and a push with
standards (such that a steady stringency in standards is possible). Since its launch in 2006, the S&L programme has progressed in improving the standards
and the rating criteria. The number of appliances included in the rating system has been increased. During 2007-11, about 5100 MW of energy savings were
achieved from avoided capacity.

AEEE Activities: AEEE is conducting a study for analysing the S&L market penetration in India to prepare an evaluation report on the performance of S&L
programme in India. The study is evaluating the programme by understanding how it has performed, what has been accomplished by evaluating selected
appliances and what gaps exist. By assessing selected appliances, across voluntary and mandatory rating systems, the proposed study will examine how
the S&L programme has fared in capturing the residential sector for selected appliances and the industry for selected equipment.

AEEE is also researching towards recommending fiscal and tax policies for S&L appliances and equipment, such that it t will guide manufacturers to
incentivise retailer through special incentives and/or strengthen the role of utilities in incentivising purchase of 5-star appliances and/or designing special
finance schemes for consumers to access (purchase) 5-star rated appliances/equipment (benefiting the end-user).
