Executive summary

In order to promote advanced medical technology to small and medium-


sized community health centres, our team was invited to design the Ningbo
Healthcare Expo 2018. This report offers a brief introduction of the display
and cutting-edge information technologies covered in the exhibition which
conclude 1) General Integrated Diagnostic System applied to the general
examination of physical condition; 2) Clinical Decision Support System that
helps preliminary diagnosis; 3) Electronic Medical Reports which is
convenient to share standardized data; 4) Vgo robot for remote monitoring
of patients; 5) Health NET application that establishes communication
platform among doctors and patients. With regard to attract more potential
customers to visit, there are six interactive web tools applied together to
help promotion, such as establishing search engine entries, WeChat public
groups and so on.

Introduction & Overview

The clinic is an essential infrastructure in communities, particularly for the


remote regions. Even though doctors from clinics attempt to provide
immediate healthcare service to the local, there are still several issues
towards the diagnostic process. One deficiency of clinics is the lack of
communication with hospitals. Consequently, it may engender the
inefficiency when transporting patients to urban hospitals. Another problem
raised in most clinics is lacking a mature management system and enough
medical equipment. Patients thereby cannot obtain an effective and valid
healthcare assistance. The Ningbo Healthcare Expo 2018 aims at
introducing a convenient and efficient clinical healthcare process, which
provides clinics with a remarkable solution. During the expo, several
advanced medical equipment and systems for clinics, in some of which
involve AI will be mentioned.

Proposals for the displays

The purpose of the Expo is to present IT products and complete medical


solutions for the small to medium sized healthcare providers. Therefore, it
is imperative to establish a simulated clinical environment and stimulate
visitors to realize the benefit of these technologies in real practices. The
expo will be divided into five different functional spaces, three of which will
be simulated as three different scenes, including a doctor’s office, a data
centre, and a patient ward, in which all the IT products will apply. The rest
two functional spaces are one reception hall and a rest zone, which allow
visitors to acquire information and reflect on the exhibition.

The journey begins at the hall of reception, where there is a huge post wall
showing the theme of Ningbo Healthcare Exhibition. Staffs will present an
introduction on technologies in front of a 55 inches LED screen. This screen
will display the videos that are composed by the provider of these IT
products, illustrating how the software and hardware work.

In the doctor’s office, GIDS, a medical equipment will be applied to provide


a basic clinical bedside examination. CDSS and EMR will also be shown to
visitors. The next station is the Data Centre where three walls are equipped
with wide LED screens, visualizing how the Big Data is applied in clinical
systems. The last part is a patient ward, where Vgo robots will absorb the
visitors. All these functional scenes will arouse the interest of visitors and
stimulate their comprehensive understanding of edge cutting technologies.

The fundamental design is to show the connection between all those


products. Generally, all the technology products will be on display in
multiple scenarios, and thereby the functions of those products can be
better understood. For instance, Vgo Robots would both be equipped at the
Doctor’s office and the Patience’s bedroom, acting different functions and
connecting to each other.

1. Hardware --- General Integrated Diagnostic System (GIDS)

The General Integrated Diagnostic System (GIDS) is a multifunctional


diagnostic data monitoring system which integrates various fundamental
testing tools such as vital signs diagnosis system, endoscope, ENT
diagnostic set and sphygmomanometer (Handayani, Hidayanto and Budi,
2017). According to Yu Yue Medical (2017), nowadays the main weakness
of community clinics in the countryside and remote towns is the shortage
of integrated and functional diagnostic equipment. Therefore, the doctors
there barely identify the root of diseases immediately. The GIDS can
address this issue effectively since the system has a variety of functions,
including respiratory waveform, real-time synchronous display of heart rate
and pulse oxygen saturation (ibid). In addition, different interfaces network,
USB and measurement instruments are also available within the system, so
this device could be applied to most clinics, health centres and service
centres (ibid). Unlike other diagnostic
systems, the General Integrated
Diagnostic System is affordable for a
vast majority of regional health care
centres and there is no necessity for
them to purchase additional expensive
equipment. Another advantage is that
GIDS is perfectly designed for general
diagnosticians due to the convenience
of operation that it brings.

However, since most of the GIDS are wall mounted devices, the material
and the quality of the wall that GIDS attached to should be assessed in
advance. Furthermore, the power line of GIDS is wired from an outlet
along the wall and baseboard in an exposed position, which is not usually
permitted by building code currently. One approach to this problem is to fix
the placement of the GIDS, but more doctors in clinics may prefer flexible
devices.

2. Software & AI --- Clinical Decision Support System (CDSS)

Clinical Decision Support System (CDSS), based on the technology of big


data and artificial intelligence, aims at providing specialized medical
suggestions and enhancing the accuracy of the medical decisions
(Institution of Medicine, 2001). Given that diagnosticians in clinics either
occasionally misdiagnose the illnesses of patients, or are unconfident about
the treatment they apply, CDSS seems to be necessarily in demand.
UpToDate, which is designed as a Clinical Decision Support System, has
remarkably improved the efficiency of the medical process and diminished
the error made by clinical doctors. As can be demonstrated by Kluwer
(2017a), compared to other systems, UpToDate is widely recognized in local
clinics. In addition, it can access to the Electronic Medical Record, which
provides a considerable amount of medical cases and statistics. Therefore,
by searching substantial cases, the illness can be accurately detected, and
the corresponding solution is also available under the UpToDate resource.
In that case, it effectively prevents the circumstance of misdiagnose and
simplify the process of medical examination. According to Kluwer (2017b),
it successfully identified a tremendously rare disease and assist in finding
appropriate solutions in Chutoen General Medical Centre. Furthermore,
UpToDate is currently developed
as a mobile application, which
allows convenience and
popularity for both business and
customers to use. As stated by
Lovett (2018), even NASA
intended to adopt UpToDate
software in outer space, which
implies a huge progress of it.

3. Management Information System --- Electronic Medical Records


(EMR)

After the process of thorough medical examination, sophisticated
management information system is imperative for regional clinics and
health care centres as well. The Electronic Media Records (EMR)
introduced below could largely meet their demands by recording as well as
sharing detailed encounter information online. The main function of the EMR
including decision support, patient billing and data sharing such as allergies
and former medical history. Furthermore, the EMR system has additional
beneficial functions such as electronic prescribing, providing clinical
information and investigation results (Fairley et al., 2013). Additionally,
Ludwick and Doucette (2009) indicate that the interaction between doctors
and patients could be improved through health information technology. For
example, physicians may reinforce physician comments by showing patients’
former records. Researches demonstrate that doctors using EMR could
treat approximately 5% more patients, compared with traditional Paper
Medical Records (PMR), which is
inefficient. (Fairley et al., 2013).
In addition, while there are only
around 89% of the PMR can be
fully comprehensible, almost all
nurses and doctors could
decipher the information on the
EMR without difficulty (ibid).
Besides, an increasing number of
doctors and nurses prefer the EMR rather than PMR because it is easier to
use and faster to select patients for injectable medication and ordering
serology(ibid).

However, given that the target group is


community health care centre and clinics,
there are some redundant functions and
operation. Moreover, as the EMR is a
programmed health information system, it
requires accessibility of the Internet and
needs periodical update.

4. AI Application --- VGo

VGo is a remote-controlled robot which combines multiple


functions such as lighting, taking high-resolution photos
and remote driving. As the result of rising average life
expectancy, aging populations and insufficient public
funding, increasing demand for staffs providing health
care services and rising costs have become two of the
major challenges in healthcare today (CGI, 2014). By
VGo’s remote video communication, patients and doctors
can conduct communication freely, thereby increasing the
efficiency of the services and meeting the growing
demand. Besides, VGo also exert considerable impact on
reducing cost, since it is much more affordable compared
with the current telemedicine carts and robotic
telepresence (VGo, 2013). In addition, VGo gains
remarkable customer satisfaction since all operations can
be done via a computer or iPad and users only need to
download VGo App to operate it.

However, according to Sharon Gaudin (2015), VGo sometimes has some


WIFI connection problems, and the network device must be updated to
connect properly with VGo since VGo uses a limited port to ensure security.
In addition, some employees are confused when first time using VGo robots.
However, the above two shortcomings can be solved by improving the
network accessibility and providing employees with more opportunities to
practicing applying VGo.

5. Web and Mobile Tech --- Health.NET

Health.NET, developed and produced by DHARMA HEALTHCARE, is one of


the most integrated and comprehensive software in the healthcare area. It
can be used to manage workflows in any healthcare environment, especially
for facilities with median scale, outpatient or expert outpatient clinics.

Several features have been integrated into this product, such as statistical
management module for comprehensive budget and administration analysis
task and electronic medical records (DHARMA Health Care, no date).
Customers can decide to enable the modules which they intend and match
their own customized work environment and there is no need to pay any
fees for unnecessary modules. This not only helps customers save costs but
also makes the product easier to configure and easier to learn. In addition
to its substantial and powerful capabilities, Health.NET is a practical
software. Its clearly divided modules, simple pages and intuitive photo
display allows users to quickly familiar with its operating procedure and
effectively improve their efficiency, thereby making full use of effective
medical resources. However, the user source of Health.NET is very
extensive, although this provides more service opportunities, but also the
reliability of the information on the platform is not guaranteed and
sometimes resulting in misdiagnosis.

Promoting The Expo with Free Web Tools

To promote this Healthcare Expo conveniently and extensively, a number of


free web tools will be publicized. There are six approaches to propagate this
exposition on different platforms, which target at various social groups.

To begin with, a video will be made introducing the Expo. This video will
contain the information of products of this Expo and be submitted to free
public video platforms such as YouTube, Bilibili and Tik Tok for further
promoting. Since video platforms are experiencing explosive growth in
China, these platforms have increasing number of users, and especially
younger parties who are interested in healthcare and hope to attain a job
in this field are mostly likely to be appealed to this Expo.

The second way is through emails to small and medium sized healthcare
providers, which will have their email addresses on their websites. The
email will include the exhibitions of this Expo, detailed information and the
possible future of the clinics in China, which is the most effective way

allowing existing and mature providers to comprehend this Expo. Besides,
email allows direct contact and the communication will possibly arouse the
providers’ interest. At around 60 providers will be invited to this expo, which
will be 5 per month.

In addition to email, the third web tool for promoting is to establish entries
on search engines such as Baidu, Google, and Wikipedia. Then people who
search information in the healthcare field could notice the entry which
contains the key news for this Expo immediately. Furthermore, the entries
may appear at several different types of webpage, which can expose the
Expo to more groups of people. In this way, more professional parties
especially unformed healthcare providers could be attracted by the
information of this Expo.

Besides, lectures offering online classes such as MOOC and FANTUAN will
be introduced about the cutting-edge technologies and products that could
be placed on platforms about this Healthcare Expo. Due to the rapid
popularization of the mobile Internet, users are increasingly interested in
viewing content and communicating with each other on mobile phone and
web page. Therefore, this Expo will provide an opportunity for more people
to gain the latest information about healthcare.

Penultimately, spreading the news about this Expo on social medias will be
the most widely known way of promoting, for example, using Weibo and
Wechat Official Accounts to introduce the technology and products of this
Expo. Also, blogs about this Expo could also be established on Weibo. In
these two ways, the information about this Expo could be spread among
the people whoever are interests in this area rapidly.

Finally, opening columns on Instagram and Twitter etc. is also a good way
to promote the Expo. These columns will, in the same way, introduce the
Ningbo Healthcare Expo, including products and systems of healthcare. The
main target group for this method is those foreigners who are not so familiar
with Chinese social media platform but are willing to gain more information
about Healthcare cutting-edge knowledge.
