Abstract

The following report will present the final work of the second inter cycle for the review, which

is based on the issue of corruption in Ecuador, and contains as part 1 the conceptualization of the

problem, part 2 is based on the analysis of the ethical principles that are not being fulfilled within the

problem, Part 3 is based on the same ethical principles but this time within the companies and how it is

affecting them, and finally Part 4 is based on freelance work, focusing on the people who have been

involved in the latest corruption scandals in the country.

Part 1

When we speak of Ecuador's politics, we speak of self-interest by taking the people's money,

putting private interest first, which is the concept of corruption.

There are two levels of corruption, high scale and low scale, in Ecuador which is most

outrageous because being a very critical time, during the coronavirus disease pandemic of 2020 in

Ecuador there were several allegations of corruption within the health emergency. The events have led

to the departure of members of Lenín Moreno's government and the arrest of the Prefect of Guayas,

Carlos Luis Morales, former President Abdalá Bucaram and several officials from the Quito Mayor's

Office led by Jorge Yunda.

The more tolerance you have for small-scale corruption, the more serious large-scale corruption

becomes, what you have seen in the pandemic, is that tolerance of corruption, it is very outrageous and

difficult to change, you want to eliminate the corruption that is on the surface, but we have no idea the

basis of corruption from where all this begins.


Hospitals in which the disclosure of corruption in hospitals began with the disclosure of

surcharges, 23 cases of corruption in hospitals were reported during the period May 2019 to March

2020, amounting to USD 32,550,223.

On 22 March 2020, Ángel Loja Llanos, director of the Ecuadorian Institute of Social Security

(IESS), signed a US$10 million contract for the purchase of masks and other supplies with an alleged

overpricing. Paúl Granda, president of the IESS Board of Directors, was singled out for this matter,

being unpunished and resigning on April 22. On May 20, the General Comptroller's Office issued two

reports with indications of responsibility in the purchase of body bags in hospitals in Guayaquil, having

already arrested two officials and one person linked to the company hired for this service.

The case of Bucaram and his associates at the Teodoro Maldonado Hospital in Guayaquil ended

with a raid on 3 June on the house of former President Abdalá Bucaram Ortiz to investigate an alleged

crime of embezzlement in the purchase of medical supplies. Daniel Salcedo Bonilla, one of the main

people implicated in the overpricing of public hospitals, had an accident in Peru in a small plane owned

by Alfredo Adum, ex-prefect of Guayas and close friend of Abdalá Bucaram Ortiz, who left Guayaquil

and crossed the border in spite of the national quarantine Following Salcedo's arrest, he became

associated with celebrity faces such as television presenters, actresses and expatriates from competitive

reality shows, some of whom were close to Salcedo

On May 14, the National Assembly revealed a corruption network within the construction of the

Pedernales hospital, affected by the Manabí earthquake of April 16, 2016. The Comptroller's Office

determined indications of criminal responsibility for about $15 million for a contract carried out by the

Construction Contracting Service (SECOB) in 2019

Food Kits, in May, the State Attorney General's Office began reviewing purchases of 7,000

food kits worth USD 1,055,740 plus VAT, meaning that for each kit a payment of USD 150.82 was

agreed upon, an apparent 40.2% surcharge


Disability cards, in the midst of the case against the circle linked to the Bucaram family and its

circle, used a disability card, issued by the National Council for Equality of Disabilities (CONADIS),

to import a series of high-end vehicles from the United States. As a result, more cases arose with

judges, assemblymen, mayors, players, doctors, among others.
