Functions of the Office of the Assistant Labour Commissioners (ALCs):

The duties and functions of the Asst. Labour Commissioners in the respective
Zonal /district headquarters comprises mainly :-
 To act as the Conciliation officer under the Industrial Disputes Act, 1947 for
the purpose of maintenance of peace and harmony in the industrial scenario of
the district.

 To supervise and monitor the activities of his subordinate officers in


implementations of the provisions under the different labour laws.

 To act as the Commissioner for Workmen’s Compensations to entertain


claim petitions in respect of death or injuries sustained in the course of and
arising out of employment of any workman.

 To act as the Controlling Authority under the Payment of Gratuity Act, to


entertain cases, hear and decide the claims.

 To act as the Authority under the Payment and Wages Act, 1936 and the
Minimum Wages Act, 1948 for deciding all claims of non-payment, less payment
and delayed payments of Wages of the workers.

 To act as the Appellate Authority under the Assam Shops & Establishments
Act, 1971 to decide cases of dismissal, retrenchment etc. of workers employed in
any shops and establishment

 To act as the Registering & Licensing Officer under the Contract


Labour(R&A) Act, 1970.

 To act as the Registering & Licensing Officer under the The Inter-State
Migrant Workmen (R.E. &C.S.)Act, 1979.

 To act as the Registering Officer (beneficiaries registration) under the


B.O.C.W. Act, 1996.
 To act as the Registering Officer (establishment) under the B.O.C.W Act,
1996.

  To act as the Registering Authority under the Motor Transport Workers’ Act,
1961 

 To act as the Deputy Chief Inspector of Plantations under the Plantations


Labour Act, 1951(non statutory). 

 To act as Inspector as notified under the various Labour Laws, he is


required to conduct field inspections of industrial establishments including tea
estates to enforce the provisions of Law and take all penal actions wherever
required.

 To collect data and information from the establishments comprising annual


returns half yearly returns, quarterly returns, monthly returns and forth nightly
factual reports on the industrial scenario under his/her jurisdiction and other forms
of information and compile and submit the same to the higher authorities.

 The ALC Dhubri is notified as the Chief Inspector under the Beedi & Cigar
Workers Act.

  Besides, the ALCs as the Head of the Administrative zone is required to see
day to day administrative works/function of his office and the offices Eg under his
domain. 

 To supervise the Registration and Renewal of the Shops and Establishment


under the relevant Act done by the Labour Inspectors cum Registering Officer
under him.
