All materials and parts, which are not specifically mentioned herein but are necessary for the proper erection, assembly anc cperation of the equipment, shal be furnished at no increase in cost fo the NPC, 1.5.0.1.2 I is not NPC's intent to spectty all technical requirements nor to set forth those Fequirements adequately covered by applicable codes and standards. Tho Contractor shall furnish control switchaoarc meeting the requirements of these specification and industry standards, 16.0.1.3 The Contractor shall bear full responsibility that the control board has been designed and fabricated in accordance with all codes, standards and applicable governmentai regulations and performs under the conditions and to the standards spectfied herein. 1.6.0.1.4 No departure shall be made from these specification and standards unless waved or modified in writing by NPC. The Contractor shall cbtain from its subcontractors a statament as to compliance with this specification without oxcoption and/or if there are any exception, these shall be described in detail and included in Contractor's proposal, The Contractor shall add a statement that no olhar exceptions are taken to this specification. 18.0.2 Works to be Provided by the Contractor 1.6.0.2.1 The Contractor shall provide the equipment, accassories and services dalinested in Paragraph A.2, Section E.1.1 of the Technical Data Sheets. 15.03 Works to be Provided by NPC 1.5.0.3.1 NPC shall provide the materials and services (sted in Paragraph A.2, Section 1.1 of the Technicai Data Sheets. The application details are in Section E.1.5 of the Technical Data Sheets. 15.2.1.2 All materials and parts, which are not specifically mentioned herein but are necessary for the proper erection, assembly and safe oparation af the control boarcs, shall be furnished at no increase in cost to the NPC. 18.22 Design Requirements 16224 General 1.52211 — Tne main control switchboard shall be supplied complete with all instrument, meters, indicators, control switches, annunciators, push buttons, indicating langs, terminal blocks, wiring and miscellaneous devices as calied for by this Spectication or indicated in the Bd drawings. The conirol seard shall include all required auvillary and accessory devices auch as auxiliary current and voltage transformers, phase shifters, auxilary relays, resistors, etc, whether or not expressly called for or indicated on the bid drawings. All instrument scales, recorder charts, relay coils, contacts and other features shal! be suitable for the apparatus controlled or for the purpose intended. A large number of cables will be brought in through the bottom of the control board and adequate provisions shall be made to accammodata, support and terminate these cables on the terminal blocks. Bidders shall submit a tentative layout with the bid. 1.5.2.2.1.5 The Contractor shal ensure that all equipment he supplies, functions correctly and safely. 1.5.2.2.1.8 The characteristics and ratings of the equipment and devices given in the applicable sections are not necessarily the standards of any particular manufacturer but they aro the minimum requirements that must be satisfied by the Contractor. 1.5.2.2.1.7 The construction of the different parts of the Supply must be as standard as Possible in order to reduce to a minimum the spare parts ard to make the maintenance and replacement operation easy. All similar parts must be interchangeable. 1.8.2.2.1.8 The main control switchboard shall be complete with grounding connection and with all accessories and shall be euch as te guarartee correct and irouble free operations, 1.8.2.3 Design and Construction Features 1.8.2.3.1 Panel Construction 1.6.2.3.1.1 The control panel shall be of the type specified in the Technical Data Sheets either with 2 stationary mosaic panel on the front panel or 2 complete sheet steel front panel if required in the Technical Data Sheets. For control board adopting the mosaic tiles, the front Panel should conform to the adoption of both the mosaic tile for the upper (greater) part of tho front panal and sheet steel for the lower part of the front panel 15.2.3.1.2 For all types of control boards, the central panel shall be made of smooth sheet stee| panels with angle or channel frame and with edges bent to 6.0 mm radius, seam-welded at comers and ground smooth. The panels shall be bolted at the bottom to suitable stea! channel sills to be furnished as pert of this supply. Suitable grounding and anchor bolthotes shall be Provided in the channel sills. Butt joints on cutside surfaces shall not be permitted. Outside panels shall not be drilled or welded for attaching wires, resistors or other dovices where such holes or fastening will be visible from the front of the panei. All screws and bolts used for assembling members and panels and mounting wire cleats and devices shall be provided with lockwashers or other locking devices. Vertical edyes of panels shall be formed and boted togetner in such a manner that no part of edges are exposed to view. The panels shalt not daviate more than 1.6 mm from the true plane. Electrical clearance shall be provided without cutting away the adjacent steel framework. Vents or iouvers shall be provided, where required, to give adequate ventilation. All ventilation openings and all opening in the floor shall be provided with screens to prevent entrance of insects and rodents. Thermostaticaliy controlled heaters with switches shall be fumished for prevention of condensation. Heaters shall be suitable for the voltage eource specified in the Technical Data Sheets of Section £.1.5. Switchboard shall have fixed panels on the front panel and shail utilize the end panels for future extansions. 1.8.2.3.1.6 The design of the control board and arrangement of devices shall be such that adequate space is provided for inspection and maintenance of wiring, torminals and equipment. Equipment inside the panels shal be so mounted that the studs of the equipment mounted on the panels wil be accessible without removing any device. American Standard device number shall ke used and marked on the rear of the panels near the corresponding cevice. The device numbers shall be merked legioly with permanent marking fluid that will form a contrast with the panel finish, 1.8.2.3.1.7 _ The phase arrangement when facing the front panels shall be A-B-C ftom the left to right and from top to bottom. All relays, instrument, other devices, busses and equipment involving three-phase circuits shall be arranged and connected in accordance with this phase arrangement whenever possible. Similar devieae chal be wired in a similar manner. 1.5.2.3.1.8 Provisions for future equipment and devices shall also include cutoute and blank covers having an outline the same as that of the future devices and with cotor the same as that of the board. The covers shall have concealed fasteners which shall be one (or some combination) of the following kinds: a. Threaded studs welded on the rear of the covers, with the studs projecting through standard drling (such as screw holes for mounting of future control switch escutcheons) b. Threaded studs welded on the rear of the covers, with the studs projecting through comer spaces in Doard rectangular cutouts (such as for thase instruments which do net require individual ecrew holes for standard mounting} ¢. — Sran-in welded on the rear of the covers, in positions or locations indicated above for threaded studs, 1623.9 For a dual type switchboard, the main control ewitchboard and sections shall include hinged doors. The hinges of all doors shall be fully concealed type and shall allow the doors to swing through by not less than 105° from the closed position. Stops or restraining chaing shall be provided where required limiting the swing and preventing damage to hinges. Each door shall be provided with 2 three-point locking catch anc with chromium plated level handle and pin tumbler locking mechanism with keys removable in both locked and unlocked positions, All locks shall be keyed alike. Controf switchboards shall be assembled from individual panels and shall be such that wiring and equipment for each main circuit is clearly separated from the others. All panels and sections of panels shall be clearly labeled from the front and from the rear. Rear-mountad auxiliary relays shall bo mounted as to alow free access to witing and panel mounted equioment. 4.6.2.3.2 Mimic Buses and Equipment Symbols 1.5.2.3.2.1_ Arrangement of switches, meters and relays in the crawings accompanying this specification are only indicative and shown only for reference purposes. The manufacturer of the panels could propose their own arrangement and layout based on the actual size of meters and relays that will be supplied. 4.5.2.3.2.2 For control board adopting the mosaic tiles, part of the panel comprising the mimic diagram, annunciators, discrepancy switches, indicating lamps, push buttons and meters shall be fitted with clip fitting mosaic tiles preferably 25 x 25 mm for easy exchange of mdividual block. ‘The control board shall be so dimensioned that it can be adapted fo the future extension possibilitios of the substation. 1.5.2.3.2.3 The control switchboards shall have mimic buses and symbols which shall provide ‘a simple and clear representation of the substation. It shall be in accordance with the single line diagram and, as far 28 possible, also with the physi¢al layout of the substation. All symbole used shall correspond to cithar ANS) of IEC Standard. Transformer, reactor and capactor bank symbols shall be backlit when it is operating and shall flash for unit alarms. Discrepancy type control switches and position indicators with discropaney function shall ke incorporated in the mimic diagram for all circu breakers, disconnectors and earthing switches. 1.6.2.3.2.4 — Mimic bus shall be arranged for adequate operation and as shown on the single {ine diagram and panel arrangement drawings. Mimic buses shall be at least 6,0 mm (4") wide Color-coding shall be as follows: 500 kv Golden 230 kV Vermilion Red 138 «Vv Bright Red 115 KV Orange 68 KV Medium Yellow B45 KV Maroon 13.8 kV Silver Bright 4.18 kV Silver 480 V Blue Ground Medium Green 1823.3 Panel/Cubicle Wiring 45.2.3.3.1 Wires shall be 600 V, stranded copper conductor with thermoplastic insulation, and shall comply with the requirements of ICEA Standard No. S-61-402, Minimum size shall be 2.0 sq., mm. or larger for control circuit excent annunciator wire which shall be 1.2 eq. mm. er larger. Minimum test voltage shall be 2000 V at 60 Hz. Diagonal runs ate not acceptable, However, the wire runs shail not block access for ready test or removal of any device without disturbing other devices. 1.8.2.3.3.4 if wiring is provided between swinging pancls, bundled conductors shall be used on the hinged doors or panels with extra/fexible wire, so arranged that a twistng rather than a bending motion is imparted to the moving bundled conductors. Each bunele shall bo anchored such thet the moving bunele length is the maximum available without loops, 18.23.35 Conductors within cubicles and between terminal blocks and apparatus shall be laid in plastic ducis or covered with plastic bands. 1.5.2.3.3.6 All power circuits, control and protection wiring and low level signal shall be physically separated. Separate laying-way shall be provided for power cables, and the working voltage of each power circuit shall bo marked on the associated boards. 1823.3.7 Conductor ends not connected to comprescion-type terminal books shall be provided with approved claw-weshers, which neatly retaln all strands, "Push-on” of “quick” type connectors shall be used for current transformers and trip circuits. ‘These connectors maybe used for alarm and contro} system and within en equipment assembly only. Sample of any such connectors shall be submitted for NPC's aporoval 1.5.2.3.3.8 Wiring shall be arranged to give easy access to the terminal or relays and other apparatus, 1.2.3.3.9 — Soldered or wire strapped connections shall only be inside electronic systems. Any wire wrapping shall be in accordance with IEC Publication 60382. 1.5.2.3.3.10 As far as reasonably possible, all outgoing wiring shall be grouped by function (CT, VT, Trip, Alarm, etc.) with those going to a commen destination allocated to adjacent terminal blocks. Terminal block contiguration shall be submitted for NPC's approval. Labels shall be provided on the fixed portion of the terminal boards showing the function of the group. 15.2.3.3.11 Connections for indicating instruments, and for the telecommunication circuits from transducers, or modem outputs, shall use individually shielded wire pairs. One (1) extra terminal per pair of termina's shall be provided fo connect this shield te ground 1.523.312 Witing required to interconnect shipping sections shalt be terminated on a terminal board in one section, to which the loose wires of the other section will be connected when the sections are assembled. All wiring from a section thal must cross the shipping spilt shall be terminated in the last section of the split and the interconnecting wiring shall be arranged so that the wiring extends between the two adjacent compartments. The wiring shall be tagged, bundied, terminated and then pulled back Inte one of the section. 18.23.4 Control Circuit Protection 152.341 The control branch circuits shall be protected by 600 volt rated indicating type fuses having the required interrupting capacity. The control circuit positive, negative and trip legs shall be sequentially wired from terminal to terminal to penrit supervision of the circuit by @ lamp andior supervisory relay connecied fo the end of the circu, 1.5.2.3.4.2 Potential circuits, for instrumentation, and for metering, shall be provided with 250 volt, and appropriate fuses located in such a pesition that they are easily and safely accessible. Each fuse and each set of fuses shall be fully identified for potential origin and equipment supplied. 1.6.2.3.8 Control System 1.8.2.3.5.1 _ The control system of the substation if required in the Technical Data Sheets of Section E.1.5 shall be designed for remote and local operation and indication. All interface devices and other accessories necessary for the remote central function snall be provided oy the Contractor, if indicated in the Techrical Data Sheets. 1,6.2,3.5.2 — The design of the control system shall make it easy to add new control devices, indicators, and meters, mimic objects, ets. and future modifications and extension of the contro! board. Modifications shall be possible with minimum interference to the operation af other parts of the instalation. 1.5.2.3.5.3 The control system for manual operations from the ccnirol room shall ba of an acknowledgment type. Manual operation shall be possible from the contral room for circuit breakers, disconnect switches and tap changers (if tap changer is required to be installed al the control board). It shall be possiole ta initiate all control actions necessary fer the daily operation of the substation from the main control board. 1.8.2,3.5.4 The control system shall be designed to allow remote contro! of the substation (ie. outside the substation) from the Remote Centers (ACC, RCC, NCC), if required in the ‘Technical Data Sheets of Section E.1.5. It shall also be possible to transfar all control functions in the main controi board to these remote centers. Such provisions ikewise prevent simultaneous control operation from two or more locations. Selectivity in tarms of priority shall be made available in the main control board. Statistica! indications shall always be available at main control board and remete focations, 1.8.2.2.5.5 If required in the Technical Data Sheets of Section E.1.5, remote supervision of the substation shail Ikewise be possible from the Remote Control Centers (ACC, RCC, NCC).
