 50% of the population is living in slums
 The structure is very crowded and usually in rows with narrow paths to let their household
drainage pass through.  As they are built in unauthorised areas there is a lack of facilities
such as clean drinking water, sewage, electricity and other social needs. 

Slums also lack sanitation, which is the cause of many deaths. The life quality for the
children is the worst in the world. Over half of Delhi’s slum kids do not have access to
their own toilets and have to defecate in the open. These children also have to drink
contaminated drinking water, which cause water-borne diseases, which lead to many child
deaths.  

 Increasing rural to urban migration, poor planning of cities, poverty and lack of job
opportunities in rural areas, the high cost of living in urban areas and increasing
population are some of the causes of this development.

Theories
Utilitarianism
Utilitarianism preaches for betterment of the society by its extension. Hence relocation of slum
dwellers into better place would only be reasonable to ask.
D miller theory of justice
D. miller preaches for citizenship with equality and hence it follows that people dwelling in
slums have a right to live with dignity, the basic right of ‘shelter’.
SOLUTIONS

 1. Organized urbanization
 Planning & Modifying urban areas to accommodate newcomers


 2. Affordable housing in urban areas.
 Relating to utilitarianism- marginal increase in tax on top 10% earners to finance
housing scheme by government would achieve the objective of utilitarianism (greater good
for greater number)
 Relating to D Miller theory of justice- As the government it is their duty to provide
basic rights including shelter, to everyone equally which achieves the principle of equality
according to his justice theory.
 3. Planning rural development along with urban development.
 4. Improving job opportunities in rural and urban areas
