Setiap kapal harus selalu melakukan pengamatan yang baik, dengan penglihatan dan pendengaran
maupun dengan menggunakan semua sarana yang tersedia salam suasana dan keadaan yang ada,
sehingga dapat melakukan penilaian sepenuhnya terhadap situasi dan bahaya tubrukan.
