The ship owners/operators cannot afford to

ignore substance and alcohol abuse issues to
avoid accidents that may cause greater
financial loss such as collisions, explosions,
groundings, and fires of their ship. As I have
researched, approximately 80% of maritime
accidents are caused by human error. As part
of an assessment of a seafarer’s fitness for
duty, the physician must assess mental health
and “consumption of alcohol and use of illegal
drugs, which may affect the health of the
seafarer or the safety of the ship.
