SUBJECT: GUIDELINES ON THE CONDUCT OF CRITICAL WORKSHOP AND
LABORATORY, THESIS AND CAPSTONE DESIGN AND OJT COURSES
OF ENGINEERING AND ENGINEERING TECHNOLOGY PROGRAMS
DURING THE COVID-19 PANDEMIC PERIOD
In accordance with the pertinent provisions of Republic Act (RA) No. 7722, otherwise known
as the “Higher Education Act of 1994", and Republic Act No. 11469, otherwise known as the
“Bayanihan to Heal as One Act’, in accordance with relevant ATF Resolutions, and CMO No.
04 s. 2020 “Guidelines on the Implementation of Flexible Learning” and Joint Memorandum
Circular CHED-DOH “Guidelines on the Gradual Reopening of Higher Education Institutions
(HEts) for Limited Face-to-Face Classes During COVID-19 Pandemic” and, by virtue of the
Commission en banc Resolution No. 132-2021, the Commission on Higher Education (CHED)
hereby adopts and promulgates the following Guidelines on the Conduct of Critical Workshop
and Laboratory, Thesis and Capstone Design and OJT Courses of Engineering and
Engineering Technology Programs During the COVID-19 Pandemic Period, to be implemented
by public and private higher education institutions (HEIs) offering Bachelor of Science in
Engineering and Bachelor of Engineering Technology (BET) programs.
1. Rationale
BS Engineering and BET programs require students to learn certain competencies such
as the use of measuring instruments, surveying tools, machine tools, welding,
soldering, simulation equipment and related equipment ‘that can be learned and
validated only in face-to-face workshop and laboratory classes. In addition, as part of
the curricula of the different BS Engineering and BET programs, plant visits, on-the-job
(JT) programs, thesis and capstone design classes require a certain amount of work
for which the student needs to report to offices for face-to-face sessions including group
work with other students on experimentation, formulation, evaluation and fabrication of
designs, as well as work on actual engineering and technology problems in companies
Where they are undergoing OJT.
However, the pandemic has greatly affected the curriculum implementation with the
restriction of face-to-face learning which is the requisite for many hands-on machine-
shop work and laboratory exercises, plant visits, OJT, thesis and capstone design
projects. Although the CHED COVID-19 Advisories encouraged flexibility for HEIs to
adjust, modify and reduce requirements while exercising maximum consideration and
leniency to the students, not all engineering and technology skills can be achieved
through flexible learning. Such competencies are critical in ensuring that graduate
engineers will be able to make safe, reliable designs aligned with fabrication practices
and standards accepted intemationally. Considering the skills developed by would-be
engineers and technologists in the critical laboratory exercises, plants visits. thesis
work, capstone design and OJT, these guidelines on the conduct of such face-to-face
classes and work are hereby presented.

l. General Guidelines
The following are the general guidelines recommended in the conduct of Critical
Workshop and Laboratory, Thesis and Capstone Design and OJT Courses during the
Period of the COVID-19 pandemi
1, Higher education institutions (HEls) offering the BS Engineering and BET programs
shall continue to implement flexibility to introduce curricular modifications in
planning, implementing and evaluating all professional courses to meet the learning
‘outcomes specified in the program CMOs.
The Commission shall be informed on the curricular modifications, specifically on
altemative learning activities and assessments to be made by the HEIs offering the
BS Engineering and BET programs. The HEIs are encouraged to include the use
of virtual simulations and other online applications as part of the curricular
modification, Likewise, itis reiterated that HEls shall be guided by the principles of
maximum flexibility, leniency, and are encouraged to promote self-directed learning
‘as provided for by the CHED COVID-19 Advisory No. 6 s. 2020. In addition, where
‘only @ change in leaming delivery method is required without change in topic
‘coverage, this shall not constitute @ curricular modification. Flexible Leaming
Course Guides (FLCGs) prepared by the TCs shall be used for this purpose.
2. The HEls shall be encouraged to conduct faculty development webinars and other
capability building activities pertaining to best practices in lexible learning to ensure
that basic and faculty members are adequately prepared and equipped in the
ad10.
implementation of flexible teaching-learning strategies towards the attainment of
the required minimum learning outcomes by the students in the BS Engineering and
BET programs.
Thirty percent to 50% of workshop and laboratory exercises can be done through
altemative learning activities, while face-to-face leaming may constitute the
remaining 50% to 70% of the workshop and laboratory exercises to ensure the
attainment of the course leaming outcomes.
The HE! shall submit its learning continuity plan to include the requirements for
flexible learning strategies and deliveries as well as the limited face-to-face learning
activities and assessments.
Alll students enrolled in BS Engineering and BET programs are required to engage
in limited face-to-face learning activities as planned by the respective HE! in line
with the recommendations of each Technical Committee for the different programs.
The authorized representatives from the health facility and the HEI, and the student
shall sign a Deed of Undertaking/Informed Consent.
The HEI shall respect the decision of families not to send their children to school
due to concems about their safety. The student may file an official leave of absence
(LOA). As stated in CHED COVID-19 Advisories, the HEI may revise their academic
policies, such as the policy on maximum academic residence, to ensure that the
students’ academic standing or status in the program is not compromised
Repatriated foreign students, in close coordination with the HEI, may prepare a
deed of undertaking/learning contract to include a catch-up plan to complete all the
course requirements.
‘The same policy shall apply to local students who are unable to return to their HEIs
for the face-to-face activities.
The catch-up plan may be implemented by the HEIs upon the retum of the students
who have made these plans.
Critical Workshop and Laboratory Exercises, Thesis and Capstone Design Classes:
10.1 The start of actual face-to-face skills in workshop and laboratory, thesis and
capstone design classes shall be as soon as the approval from CHED and
the relevant goverment agencies is obtained
10.2 The HE! shall be required to strictly enforce the following institutional
policies on health and safety standards
+ Dally screening of health declaration forms;
+ Requiring the use of face masks, face shields, personal hygiene kits,
and other appropriate protective gear by faculty and students;
+ Cleaning, sanitation and disinfection protocols in the designated
rooms, equipment and other facilities after each use;
&+ Retrofitting the laboratories and workshops such that only a limited
number of students/faculty are accommodated per room at any given
time with strict observance of the social distancing requiremer
+ Designating a Safety Officer or its equivalent to monitor the compliance
tolbreach of safety protocols and health status monitoring of students
and faculty, as well as, the enforcement of appropriate actions
10.3 Each Technical Committee shall provide a list of critical laboratory
exercises, thesis classes and capstone design classes, which require face-
to-face sessions, with the corresponding competencies to be assessed,
11. Plant visits and OJT
11.1 Companies that will accept plant visits and OJTs shall sign an MOU with the
HEls.
11.2 Plant isits and OJT may be conducted in remote mode or in blended mode.
11.3. The HEI shall determine the appropriate mix of remote and face-to-face
activities for plant visits and OUT to achieve the learning outcomes of these
courses.
11.4 tis the HEIs’ responsibilty to assess the readiness of the students and the
host company regarding the safe conduct of face-to-face plant visits and/or
‘ONT activities based on IATF recommendations and guidelines.
Separability Clause
If any part or provision of these Guidelines shall be held unconstitutional or invalid,
other provisions hereof which are not affected thereby shall continue to be in full force
and effect.
