in Congress assembled,
SECTION 1. TITLE.

This Act may be cited as the

_______________The Net Neutrality Act of 2021_________________.

SECTION 2. STATEMENT OF PURPOSE/NEED

(1) Net neutrality is the idea that the content and connection should not be altered by service
providers. But instead be protected and give every on full unaltered access to the internet.
(2) Back in 2015, president Obama set a plan for net neutrality but when his term came to an
end Trump voided his entire plan for net neutrality.

(3) They gave the internet services almost no regulations so they could almost do whatever
they want. After this was done consumers were outraged at the decision that the FCC had
made

(4) Because this does not exist this allows smaller websites to be slowed down because it is
not “the biggest focus”.

(5) The FCC tried to destroy this law it only held on by certain regulations that internet
providers had to follow but they could find loopholes.

(6) Bigger websites like Reddit supported net neutrality back in 2017.

(7) Back in 2014, there were nearly 4 million Americans that filed comments with net
neutrality. It was even acknowledged that it was a problem but the new leader just
completely voided it

(8) Net neutrality is a thing that society needs because with what we have they can just slow
your connection or slow down the connection to certain unpopular websites.

(9) I feel like I need more here. I still don’t know what net neutrality is or why I need
it.

SECTION 3. PROVISIONS - BENEFITS AND ELIGIBILITY

(1) This will benefit smaller businesses and various websites.

(2) There are no requirements like paying to get a better connection it is free and
equal

(3) Big companies like CNN will suffer a little bit with their connection speeds being
slowed to level with the other.

(4) Service providers will suffer too because they will have to stop promising better
connections for more money

SECTION 4. PROVISIONS - TERMS AND BENEFITS OF SERVICE

(1)This will provide an open internet connection

(2)No extra cost for better connections

(3)Smaller businesses/blogs will not be slowed down

(4)Big Corps will not have an influence on connection speed.

(5) Penalties will include $50k fine first offence $250k 2nd offence and beyond

SECTION 5. ADMINISTRATION (Government agencies and departments to execute the law once it’s
passed)
After this bill gets passed us commerce will take care of this law to make sure it
followed

SECTION 6. AUTHORIZATION OF APPROPRIATIONS (Include amount of funding requested AND


rationale)

No money required but there will be penalties for companies that don't comply.
