VII. BACKGROUND:

Saemaul Undong (SMU) is a movement established in Korea by their Former President Park Junghee right after
the Korean War in April 22, 1970, wherein Saemaul Undong means Sae (New) Maul (Village) Undong (Movement) or  the
transformation of a village into a progressive one focusing on its spirits – Diligence, Self-Help, and Cooperation.

Through the years, the Saemaul Undong Movement made a great impact not only in Korean society but is also
reflective in their progressive economy and has been their way of life. From then on, the Saemaul Undong Movement
became a building block that contributed to the growth and success of South Korea, and the movement  was
recognized by the United Nation as a UNESCO heritage. Then on, the Saemaul Undong has been established in 12
countries, 7 in Asia, 2 in Africa, 1 in Oceania, and in North America.

The Philippines is one of the Asian countries where SMU was introduced. With the assistance of the Province of
Iloilo and the effort our very own Mayor Carina V. Flores, the Municipality of Oton has started the Saemaul Undong in its
pilot barangays to try and replicate the Korean Movement within our locality.

VIII. RATIONALE:

The SMU MOVERS, a community consisting of the SMU pilot barangays – Brgy. Abilay Sur, Brgy. Poblacion North,
Brgy. Trapiche, and Brgy. Cagbang, intends to replicate the Saemaul Undong Movement from Korea and have it
established in their local setting. Currently, the focus of the SMU Movement all over the world is the preservation of the
environment and to showcase volunteerism.

These four barangays – Abilay Sur, Trapiche, Poblacion North, and Cagbang has opted to participate in the Saemaul
Undong through their volunteerism-based projects such as:
 Abilay Sur – pillow making through recycled materials
 Poblacion North – urban gardening and vermin-composting
 Cagbang – rug making through recycled materials
 Trapiche – learning center for day care students (included in its program is to teach day care students on
environmental preservation)
In order to better implement their projects, the LGU Oton through the assistance of the Province of Iloilo,
undertakes to immerse the SMU MOVERS Leaders on environmental preservation through actual demonstrations and
lecture at ART Center, Pototan, Orchard Valley, Pavia, Metro Iloilo Bulk Water in Sta. Barbara, and University of San
Agustin MRF at Sambag, Leon. A side trip to Iloilo Museum for the sake of Barangay Trapiche to access additional
knowledge of the history of Iloilo for its inclusion in one of the programs of their learning center.
