Abstract: Increasing demand in developing countries for animal sources of food including meat is
predicted to double by 2050. In Indonesia, there has always been a gap between supply and demand of
beef with national beef production only satisfying about 45% of demand. This paper aims to describe the
current features and prospects for beef production systems in Indonesia. The first part of the article
reviews and analyses Indonesian beef cattle produc tion systems. The second part addresses issues
related to the current systems for beef produc tion that could become important for future
development of the beef industry in Indonesia. Recommendations to improve breeding and
reproduction, to empower smallholder farmers, to improve the capacity of industry-related institutions
to enhance technology transfer, and to develop systems for industry development such as integration of
palm oil or plantations with beef cattle production are briefly discussed.
Abstract
The challenge of agricultural sector in Indonesia nowadays is about land ownership which affected
farmer's welfare. Farmers in aggregates are decreasing year by year, followed by decreasing farm land
because of the land reform. Another story of farmer's income affected the land ownership of the
farmers. Most of them choose to sell their own land to the land lords because of the lower income. And
the lack of regeneration because farmers children choose to have a job outside agriculture sector. This
paper is research about the real condition of Farmers in Indonesia between three factor of land
ownerships, land reform, and lack of regeneration. Our investigation to secondary data show our
hypothetical judgment: there is declining amount of farmers in Indonesia in community level.
Meanwhile, that phenomenon support by evidence that there is declining farmland in community level.
This study can be considering for policy implication in agriculture reform in Indonesia.

Abstrak
Tantangan sektor pertanian di Indonesia saat ini adalah tentang kepemilikan lahan yang
berdampak pada kesejahteraan petani. Petani secara agregat semakin berkurang dari tahun ke
tahun, diikuti dengan semakin berkurangnya lahan pertanian karena adanya land reform. Lain
cerita pendapatan petani mempengaruhi kepemilikan tanah petani. Sebagian besar dari mereka
memilih untuk menjual tanah mereka sendiri kepada tuan tanah karena pendapatan yang lebih
rendah. Dan minimnya regenerasi karena anak-anak petani memilih bekerja di luar sektor
pertanian. Tulisan ini adalah penelitian tentang kondisi nyata Petani di Indonesia antara tiga
faktor kepemilikan tanah land reform, dan kurangnya regenerasi. Penyelidikan kami terhadap
data sekunder menunjukkan penilaian hipotetis kami: ada penurunan jumlah petani di Indonesia
di tingkat masyarakat. Sementara itu, fenomena tersebut didukung oleh bukti bahwa terjadi
penurunan lahan pertanian di tingkat masyarakat. Kajian ini dapat menjadi bahan pertimbangan
untuk implikasi kebijakan dalam reformasi pertanian di Indonesia.
