Both API & ISO consider two possible cases (LFSig + WFMax & WFSig + LFMax) and the

selection
that’s made here affects the offset used for the “mean” tension and the amplitude of oscillation that
goes into the dynamic analysis.

With API, if the case is LFMax + WFSig, then the “mean” is mean + LFMax, and then dynamic result is
based on WFSig.    With ISO, the dynamic element is always based on WFMax, but the choice of
combination will have an effect on the offset used, and therefore the mean tension.

It then becomes a question of which is more significant – the difference in “mean” tension (as the
offset in the API case will be greater for this calculation) or the difference in dynamic tension (with
the increased amplitude).
