Dear Mayor:

This pertains to the project:

CONSTRUCTION OF NATIONAL CHILD DEVELOPMENT CENTER at Aurora,


Quezon, Nueva Vizcaya.

May we request for a forty five (45) days’ time extension for the aforementioned project
in lieu of the election ban period (March 29, 2019 to May 12, 2019) as set forth in the
COMELEC Resolution No. 10511 which is the Rules and Regulations Governing Ban on Public
Works and Release, Disbursement and Expenditures of Public Funds, Construction of Public
Works, Delivery of Materials for Public Works and Issuance of Treasury Warrants and Similar
Devices in Connection with the May 13, 2019 Automated Synchronized National and Local
Elections promulgated on March 20, 2019.

Section 1 of the Resolution No. 10511 states that “Effective March 29, 2019 until May
12, 2019, no public official or employee, including officials, and those of government-owned or
controlled corporations and their subsidiaries shall release, disburse or expend any public funds
…. The prohibition shall not apply to on-going public works projects commenced before the
campaign period …. For purposes of this provision, it shall be the duty of the government
officials or agencies concerned to report to the Commission the list of all such projects being
undertaken by them as provided for under Sec. 3 of this Resolution.”

Inasmuch as we want to continue the construction during the election period, we regret to
inform you that the Local Government of Quezon failed to comply with the provision,
particularly the submission of list of awarded contracts to the COMELEC as per information
from the Bids and Award Committee Chairman. Thereby, the requested mobilization was only
given after the said prohibition period. Hence, the principle of the ban of construction was being
imposed.
