Detaled discussion on non-payment o eld allowances to officers working infield operations were held. We woul like to brig t your notice non-payment of compensation to officers working in the field operations. Kindly reer to our earlier letters whlch are as flows 1. ASTO'srprt one allowances submited to ONGC on 05.09.2018. Joint working group of represecatves ffom ASTO and Management met twice in December2010/January2019. Management representatives could not come to a common conclusian, 4. The sue was again discussed in detailed during 1* bilateral meeting with Managementand ASTO CCweheld on 05.02.2018, 4 ASTO vide its letter dated 27.02.2019 communicated that other PSUs are stil continuing to compensate their officers working Infield operations. ASTO provided the order of ether PSUs 35 ‘wells Pay slip ta show payment being made by them, 5 ASTO vie its letter dated 11.03.2019 provided legal opinion of senior advocate of Hontble Supreme court regarding statutory paymonts tobe made under te relevant statutes of Mines Ac 1952 or compensating the lass ofofcer engaged in hard duty and under consderabe stress and hazardous and also working overtime without any additional benefits, 5. ONGC had also sought legal opinion from Shr. famshed P Cama, Senior Advocate of Honble ‘Supreme Court of Inia. Sh Cama provided a writen advise dated 40.04.2019 to ONGC where the learned senior advocate has lariy mentioned that the conditions imposed foremploying persons ‘nexploration and production in Oand gas mines Indiaareapplcabeuptothetndian terior 7. Vide eters No ASTO/CWC/Field Alowances/2018-20 dated 27H june 2019 and 19% jly 2019, we had submited documents related to compensation tobe pald to our olcers working nfl ‘operations as per the provision of Act and Relations 8, ASTO as pare of delegation from Federation of Oil PSUs Offcers (FOPO), had met Secretary, Ministry of Petroleum and Natural Gas, GO! and had submitted ete binging ou violation of Provions of Mines.
