NEW AVIATION SECURITY-RELATED GUIDANCE MATERIAL

1. The following sets of guidance material, developed by ICAO in coordination with the
Aviation Security Panel Working Group on Guidance Material, are now available to Member States in
English; other language versions will be published as they become available. The guidance material can be
found on the ICAO-NET (portal.icao.int) under “Publications” and “Others”:

a) procedures to share information with relevant industry partners, and requests for additional security
measures by States (ICAO Aviation Security Manual (Doc 8973), Chapter 4, new sections 4.4.4
and 4.4.5);

b) screening of persons using body scanner equipment (Doc 8973, Chapter 11, section 11.5.8);

c) cabin baggage screening using explosives detection systems (Doc 8973, Chapter 11, sections 11.5.9
through 11.5.14);

d) appropriate guidance and protocols for the screening of medical devices (Doc 8973, Chapter 11,
section 11.5.18);

e) use of explosives detection dogs for air cargo screening (Doc 8973, Chapter 13, section 13.6); and

f) protection of civil aviation infrastructure against unmanned aircraft (Doc 8973, new Chapter 19).

2. Recognizing the need to address new and evolving threats to civil aviation, the Council, at
the Fifth Meeting of its 220th Session on 17 June 2020, endorsed the guidance material listed above as an
appropriate means to assist Member States in applying Annex 17 — Security provisions in a sustainable
manner.

3. It should be noted that the references to the ICAO Aviation Security Manual (Doc 8973 –
Restricted) listed above are provided to help concerned stakeholders identify how the different sets of
guidance material relate to the current content of the ICAO Aviation Security Manual.
