OTHER ACCOUTREMENTS FOR THE PNP UNIFORMED PERSONNEL : The Chief, Philippine National Polic: Pursuant to Section 14(m), RA 6975 (DILG Act of 1990) ing the National Police Commission to prescribe minimum rds for uniforms, insignia, arms and other rements for PNP uniformed personnel, the following and regulations are hereby| issued: UNTPORMS, INSIGNIA, AND O©rHER ACCOUTREMENTS Section 1, Authority. ~ The authority to prescribe standard uniforms, arms, ia and equipment shall be vested in the National Police Commission. shall Formal shall sec. The Director for |Personnel (DP), as Program virector, shall allocate funds for initial clothig allowance, quarterly clothing allowance and all other maintenance allowance for all PNP personnel. b. The Director for Logistics (DL), as Program | Director, shall allocate funds for the procurement of arms, ammunition and other) supplies/: uniformed PNP personnel. Sec. + Unifora ~ the authorized uniform of the PNP be of four types; General Office Attire, Field Uniform Attire and Special Attire. Bach of these uniforns consist of a headgear, service shirt, service trousers, service belts and footwear described as follows: a. General Office Attire (GOA) 4 COA / 4 NS ccoutrements ‘of S / For Male Members of the PNP: (Incl. 1) 1) GOA Shirt - This shirt shall be shor sleeves worn tucked-in and closed neck. There shall be two breast pockets, five inches wide with cover flaps and ordinary buttons of the same color to close the pockets and 1 1/2 inches wide shoulder straps. The breast pockets shall have a sewn vertical seam at the centers. It shall be made of 100% polyester and colored light mocha, At the center of the left pocket, 1/2 inch below the pocket flap shall be sewn a vertical badge sheath which is open ended and 3/4 inckes by 1 1/2 inches in size. 2) GOA Trousers - This trousers shall be made of 100% polyester in colored dark mocha. It shall be tailored straight cut without folds and open pleats. ‘The trousers | shall be provided with two side pockets and two hip pockets with flaps and 1 1/2 — incl senturera" to the belt. The length shall be straight from the waist down to the base of the shoe heels. 3) Headgear ~ , (a) Officers - | Pershing Cap with red rim base, gray top and plain black leather vizor is. hereby prescribed for Inspectors and Sr. Inspectors. For Chief Inspectors up to sr Superintendents, the black leather vizor shall be provided with two yellow laurel leaves meeting at the center! of the vizor's beak. For Chief Superintendents, additional yellow laurel 45 leaves shall be placed at’ the front rim base of the cap. For Deputy Director General, additional yellow Jaure} leaves, shall be provided on both sides of the rim base of the cap. For the Director General, the additional yellow laurel leaves shall be provided around the rim base of the cap. However, the use of black ball cap with the sane prescribed yellow laurel leaves provided in the pershing cap shall be authorized in field uniform. Gray oversea cap with red edging around may be authorized when travelling. b) NORa ~ ‘The cap shall be dark mocha or black ball cap with PNP seal. 4) Accoutrements — (a) Nameplate = A name plate bearing the family name in bold white letters with black background shall) be worn above the left breast pocket when decorations are not: worn and above the left breast pocket cover flaps wl decorations are worn. (>) Rank Insignial - Inspector to Senior Superintendent shall wear rank insignia which shall be attached approximately one inch (1 from the front and lower side edges of the collar lapel. Por Chief Superintendent and higher rank insignia $hall be pinned on the gold colored shoulder| board measuring 5 1/2" in length and 2 1/4" in width. the corresponding rank insignia are as follows Four (4), Three (3), Two (2) and one (1) Silver Stars for Director General, Deputy Director | General, Director and Chief Superintendent respectively; Three (3), Two (2) and One (1) Silver Sampaguita cluster for _ Senior Superintendent, Superintendent and Chief Inspector, respectively and Two (2) and One (1) Bronze Anahaw Leaf for Senior Inspector and Inspector, respectively. The NOR# chevron shall be worn one inch (1") below the PNP patch. the size of the chevrons shall be four inches (4") in width. The Executive, sP0 shall wear the SPO IV. chevron in White Sampaguita Cluster at the center flanked by Gold Laurel beaves. (c) Badges - Only | badges, awards decorations covered by appropriate orders authorized to be worn but limited to following: | 117 Police Badge - Center of | left breast pocket, (2) Combat Citation Badge - Above the right pocket on the top of the citation badges, a Parachutist/EOD/Pilot Wings/Tech~ nical Service Badges - Above the left pocket on Lop of the service decorations. (4) Career and Specialist Course to include foreign schoolings + A maximum of one (2) badge shall be worn at the center” of the right breast pocket. | 5) Necktie and Tie Clip ~ Necktie shall be dark mocha with PNP tie ¢lip placed at the level of the pocket flaps. 1% shall be of gold! straight bar with the PNP seal at the center. 1% 6) GOA Belt -! When not armed, this service belt shall be the khaki garrison belt to be worn with the service trousers by nembers regardless of ranks. Tt shall have square skeleton buckle with round edge made brass. When armed, the GOA belt shall be black leather, two inches (2") wide with square skeleton buckle, handcuff pouch, _ pistol holster, magazine pouch pnd night/day stick 7) Footwear -| The footwear of all members shall be field] service shoes which shall be plain black leather, low-cut style - 4 the ) with round toes. The socks shall be plain black color. 8) Service Stick shall be long, about 36 inches long and 1.5 inches in diameter. 9) Awards/Decorations/Ribbons ~ Awards/ i Decorations/Ribbons shall be worn above left breast pocket and the nameplate shall pinned on the upper Portion of the cover flaps also of the left breast pocket. Citation badges shall be worn above the right breast pocket. For Female Members of the PNP: (Incl. 2) 1) GOA Shirt - This shirt shall be short sleeves worn tucked-in and closed neck. There shall be two breast pockets five, (5) inches wid with cover flaps and ordinary buttons of same color to close the pockets and 1 inches wide shoulder straps. The breast pockets shall have a sewn vertical seam at centers. It shall be dark mocha in color. 4) Accoutrements ~ | ¢ (a) Nameplate - 4 nameplate bearing the family name in bold white capital letters with black background shall be worn above the left breast pocket when decorations are not worn and above the left breast pocket cover flap (when decorations are worn, i NN (b) Insignia - Rank insignia shall be the S same as the male PNP for officers and the red chevrons for non-officers shall be sewn 1 inch below the PNP patch. The size of the chevrons NN shall be 4 inches in width. The Executive sPos shall wear their SPO 1¥j chevron with a white sampaguita cluster atthe center flanked by gold laurel leaves. (©) Badges - Only badges, awards and decorations covered by appropriate orders are authorized to be worn but limited to the following: 19 (1) Police Badg: | - Center of the left breast pocket. | (2) combat Citation Badge - above the right pocket on the top of the citation badges. (3) Parachutist/ EOD/Pilot Wings/Tech- nical Service Badges - Above the left pocket on top of the service decorations. (4) Career andj Specialist Course to include foreign schoolings. A maximum of one badge shall be worn at the center of the right breast pocket. | (5) Necktie and tlie Clip ~ Necktie shall 7 be dark mocha with PNP [tie clip placed at the level of the pocket flaps. Tt shall be of gold straight bar with the Pye seal at the center. 7 (6) GOA Belt - This service belt shall be NX the khaki garrison belt to be worn with the service skirt by ait hnenbers regardless of rank. It shall have a square skeleton buckle with round edge made of brass (7) Footwear - Plain black shoes with two-inch heels and accompanying flesh stockings. Field Uniform (Incl. 3 For Male Members of the PNP: 1) Field Service Shirt - ‘the field service shirt shall be made of loose PNP fatigue open . neck and long sleeves. The long sleeves shirts may be rolled to upper arm. 2) Field Service trousers - Its design and specifications shall be |loose 3) Headgear - It shall be black ball cap with the same decorations as that worn with the 30 GOA uniform. 4) Accoutrements ~ (a Namecloth and! pNP Badge - The namecloth shall be fatigue in color and shall bear in bold black jetterings the family name only. it shall be satin-stitched immediately above the left breast packet of the fatigue shirt and worn py both male and female PNP members. | On the left breast pocket shall bear pup badge. (cd Rank Insignia and Chevrons Embroidered collar insignias shall be worn on the collar of the fatigue uniform for officers, and red chevron with black background for NoRs shall be sewn on both sleeves 1 inch below the PNP patch of both male and/ female members. 5) Field Service Belt + The service belt shall be the black sacrisgn belt with square skeleton double-bar tongueless buckle when unarmed, and when armed, black Leather pistol belt 2 inches wide with | keepers and black pistol holster shall be used atop the garrison belt. | 6) Footwear - Combat boots shall be worn with plain black or fatigue colored socks. 23 For Female Members of the PNP: 1) Pield Service Shirt - The field service shirt shall be made of loose fatigue open neck and long sleeves. The long sleeves shirt may be rolled to upper arms 2) Field Service Trousers - Its design and specifications shall be loose. 3) Headgear - It shall be black ball cap with the same decorations as that worn with the GOA uniforn. | (a) Namecloth and PNP Badge - The namecloth shall be fat{gue in color and shall bear in bold black levtering the family name only. It shall be, gatin-stitched — sewn immediately above the left breast pocket of the fatigue shirt and worn by both male and female PNP members. On the left breast pocket shall bear \2NP badge. It shall be the same badge used in the GOA by both male and female members. b) PNP. Logo ~ | An embroidered patch bearing the logo of the PNP, 3 inches in size shall be worn on the upper right sleeves of the fatigue uniform 1 inchj below the shoulder ° Rank Insignia and- Chevron — ~ Embroidered collar ingignias shall be warn on the collar of the fatigue uniform for officers and rea chevron with black backgrounds for Noms shall be sewn on both sleeves 1 inch below the PNP patch of both mald and female members. 5) field Service Belt - The service belt 10 shall be the black garrison belt with square skeleton double-bar tpngueless buckle — when unarmed, and when armed, black leather pisto belt 2 inches wide with keepers and black pistol holster shall be|used atop the garrison belt. 6) Footwear ~ Combat boots shall be worn with plain black or fatigue colored socks. c. Formal attire - (incl.| 4) 1) Overcoat - Both officers and NoRs may be required to wear aie coat on specific occasions. It shall be a long sleeves jacket dark mocha in color and with small golden PNP buttons, It shall be placed over the General Office Attire with dark mocha necktie but all its accoutrements shall be transfered to the coat. The officers’ rank insignias shall be mounted on the shoulder straps sewn 2 inches wide parallel to the shoulder while the NORs chevrons shall be sewn at the sleeves of blouse. To be included in the formal attire are the following | accoutrements : (1) ) Nameplate pinned above the left pocket but pinned at the pocket flap if there are . decoration! (2) Decorations worn above the left pocket and parachutists/HoD/Pilot wings/ Technical Service Badge on top; (3) Unit Decoration and Badgeg worn above the right pocket; and (4) PNP Badge at the center of the left pocket. Officers of the ranks of Chief Superintendent and higher ranks shall use an all gold shoulder board for their star a qt insignias, The Pershing Cap for officers as prescribed in the General office Attire shall also be applicable in the Formal Attire. The headgear of male PNP members on formal attire shall be gray Pershing Cap with red rim at the base and the decorations as the GOA Cap at the vizor; Female PNP members shall wear the ladies cap with black base around folded up at the back and siges. The PNP cap device shall be provided) in front of the both headgears. 2) White puck |- During very special occasions, officers| shall wear a white suit with golden PNP button and long sleeves. It c shall be worn with a black necktie, | pershing cap, black shoes and white pants. It shall have the same shoulder board, and the decorations, nameplate and badges as the khaki overcoat. The sleeve's lower end shall be bound by three red ribbons 1/2 inch each. 3) Dinner Jacket - When attending special gatherings with forpign dignitaries or in a foreign country, PNP members shall wear the dinner jacket. It is) white and waist high worn with black necktie and red sash. The sleeve's . lower end shall be bound by three red ribbons 1/2 inch each. Special Uniforms 1) Special uniforms for the Traffic Manage- ment Coumand, Haritine Unit, aviation Security units shall be prescribed by the Chief, PNP the design of which shall be submitted to the 24 Sec. Operations. 4 12 National Police Commission for approval within 60 days from issuance hereof. 2) Athletic and special Uniforna for specia occasions shall likewise be prescribed by the Chief, PNP, the! design of which shall be submitted to the Commission for approval within 60 days from issuance hereof. 3) Motorcycle | Police shall wear the PNP boots with side zipper. 2) Police Security Command personnel shal be authorized to wear bush jacket using light mocha and 100% polyester clothing material when performing security duty. They shall also be authorized to wear dirty white Polo Barong and | long sleeved Barong Pilipino. Authority To Prescribe Uniforms for Special is hereby authorized to prescribe for PNP members uniforms for special operations on short-term basis, subject to the approval of the Commission.
