“MAKE IT, BREAK IT: HOW THE DIGITAL WORLD CAN BE A BOON OR BANE IN
THE INTERNATIONAL NEGOTIATION”
International Negotiation has the capability to use technology at its full advantage
and set to reach higher and farther demographics The ideas presented in the webinar
focus on the ideas of technology in terms of how it has affected the lives of the global
citizens. Although it may seem as a large weight lifted in terms of how accessible
technology has become, there are also many elements to the fast change of technology
that may have been overlooked even before the introduction to this new aspect of
everyday life. When speaking on first world countries throughout the world, there is a
huge advantage to using the technology that we have at hand. Before the new
technology became the new normal, government officials, diplomats, businessmen and
the like would find it impossible to negotiate matters without having face to face
interaction. Traveling throughout the world was necessary to negotiate geopolitical,
economic and friendly diplomatic relationships because an in-person meeting was the
only way to meet someone in these types of forums. In was unheard of to discuss
important matters over the phone as this was considered unofficial and simply
unprofessional. As the world has changed with the new technology at hand, video
calling using a secure internet source can be used for people to meet face to face
through the technology of the internet and a phone or computer screen. Since this is the
best alternative to a physical face to face meeting, a video call or virtual meeting is now
considered proper and an acceptable form to negotiate official matters without having to
leave your own country.
Still as discussed in the webinar, there are very thin lines between who can
access the internet at its full advantage versus those in the world who cannot even
afford a decent connection. This was discussed in which wealthier nations that are able
to set up a decent broadband connection have the biggest advantage to perform better
in a world economy because they have the full internet resources at the palm of their
hands unlike many third world nations that depend on a weaker internet access that is
not up to par with the wealthier states. This gives the wealthier states a huge advantage
to international negotiations simply because they have the better internet resource.
There are however advantages to the less wealthy nations using their limited resources
to the full advantage. They not have the best and most advanced internet capabilities
but are able to use what they have to help better themselves. For example, as stated in
the webinar, the small-scale agriculture and fisheries were able to think outside just a
local market and were able to use the internet to push their own products and negotiate
with other markets using the internet to gain even more profits and have a better chance
at success and growth. Some of these negotiations start off small scale but eventually
have the ability to attract the attention of local government sectors to help negotiate
terms on a more international scale which helps worker earn more and also helps the
local government earn more as well. On the other side of the successes of using
technology for the benefit of international negotiation, there are some factors that affect
international negotiation in a not so regulated manner. As the webinar speaker
alliterated on the matters, he stated also that privacy concerns are always going to be in
the back of our minds. If a group of people are in a private international negotiation
setting, there is not stopping someone from the outside to access a private video
conference and use the information in a negative manner. This would be considered an

invasion of privacy for the new modern form of international negotiation. It is not exactly
easy to determine either if someone has hacked or is secretly listening in on a private
negotiation which may alarm world leaders and turn away those who want to use this
form of negotiation but are afraid of that invasion of privacy. This really concerns many
people when it comes to what personal information is shared throughout the world and
how it may affect people in the long run. In any event, there are always going to be both
positive and negative factors. With the new technology at our fingertips, international
negotiation can really advance the world because it brings more easier ways to connect
with people all over the world. The issues regarding the matter include fairness in the
quality of technology for countries less developed and the issue of privacy among who
uses the new technology for their international negotiation. The world is a constant
change and this truly affects how the world interacts and negotiates and hopefully will
stay a successful change in the years to come.

The technology that we have at hand, as discussed in the webinar, is not exactly
fair for all people which makes it difficult to say that the internet is fairly used by all
people around the world. When dealing with international negotiations, the wealthier
nations that have established the best internet and technological advances can help
those in the developing world set up a stronger and faster broadband connection to help
the people and their governments thrive in this new generation of technology. The
United States of America, China and Japan are prime examples of countries that have
the best resources that technology has to offer and the best internet connections due to
broadband bandwidth that is strengthened with the financial help of their national
governments, By simply adjusting the focus of connectivity of technology to first help
those in the developing world by financially providing them for establishing stronger
internet bandwidth, the developing world would be able to compete and keep up
internationally because they would be able to use this the same way wealthier nations
do when it comes to connectivity for negotiations worldwide. No longer would there be
an excuse of poor internet service which then leads to the unfair advantage of states
that can afford new technology for their beginning negotiations. What can also be
adjusted is a set international law regarding the use of technology and internet on a
global scale. This is where the use of international organizations such as the United
Nations would step forward and bring their Administration of Justice lawyers to draft
resolutions to regulate the use of the internet, cellular phones, computers and the like to
make sure that privacy concerns are addressed and taken care of to prevent the
unauthorized use of the technology when honest living people are using it for the good
of their countries and their lives. On the international negotiation standpoint, privacy is a
very big concern because there always be a wonder of who is really listening in on a
private virtual meeting however if there could be regulations on the internet and other
factor of technology, these can be adjusted accordingly to help better keep the safety
and privacy of those who use the internet for good purpose.

The, of the Asian Development Bank was indeed a comprehensive one.


Throughout the session, I am able to list down five key lessons that have something to
do with International Negotiation. First, the rise of technology can make or break the
global community. Introducing a new system of communication and sharing of

information is challenging as the opportunity to learn such is unequally distributed to the
world population. With that said, a huge gap is formed between the privileged and
underprivileged creating a more deepened digitally divided world. The gap created is
supposedly the one that bridges the global community with one another. The supposed
use of technologies to make the transfer of information and communication faster, to
make international negotiations be effective in the face of global pandemic have not yet
been fully achieved as some countries are still stuck to the scenario where the
developed countries’ digital literacy is increasing while developing countries, those that
needed to be helped, remain stagnant to the technology and literacy they established
from the very start. Next is that social media’s accessibility is subject to exploitation,
and it is inevitable that it will be used for political purposes. This is the downside of the
digital age, the information spreading has become easy that with our fingertips, our
personal information can be tampered and taken advantage of. The data we submitted
online are being used to control how we behave, to ensure the electoral success of a
certain candidate, and so much more. Aside from that, its accessibility anchored with
anonymity lead to the deterioration of the political discourse as many materials and
information that are political in context spread even if there are no confirmations
whether those are factual or mere lies, an abuse to privacy, an abuse of technology.
Third, Banks like ADB are fundamental in strengthening the digital infrastructures. It is a
general knowledge that banks serves as lenders for countries to fund their projects and
programs. That’s why countries who lack access in financial systems have relatively
poorer digital conditions that is why it is a challenge for them to keep up with other
countries. Fourth, limited cooperation is caused by differences in policies and
aspirations. For now, it is very difficult to find a common ground as the interests of one
country conflicts to the interest of another. The battle for superiority despite the
promotion of a more connected and united world still exists. Lastly, democracy
weakens in the presence of technology. It weakens in such a way that technology can
be biased. As what I have said about the fake materials being spread, absence of facts
loses the opportunity for a healthy debate, one of the key features of democracy. There
are also conspiracy theories that the results of election are being hacked and
manipulated causing a public distrust and therefore, losing the legitimacy of democracy
and power of people through votes.
To conclude, technology and differences exist in the realm of international
negotiation. Nowadays that limited interactions are required, our personal computers
and telephones are the only effective ways to continue negotiations across the globe.
Considering the issues and conspiracy theories of manipulation and threat to privacy
and information, parties need to establish rules with each other to protect themselves
from being exploited and put at the disadvantage. Knowing the very nature of
resolutions, we all know that there will always be conflicting interests in negotiation and
parties need to sacrifice a little more to mutually win and produce positive outcomes just
like what is happening when we undergo around-the-table negotiations. The existence
of protocols also matters in the conduct of negotiation as it can assure that the privacy
of the negotiation details and agreements, whether bilateral, multilateral, and regional,
are only disclosed to the parties involved. Honoring these protocols create mutual trust.
Above all, whether technology – mediated or not, negotiation is something that should
be done with professionalism.
