1. OVERVIEW
Chilime-Trisuli 220KV Transmission Line Project is the part of Chilime Substation and
Transmission line project under the ownership of Nepal Electricity Authority (NEA). The location
of the project lies in the mountainous and hilly region of Rasuwa and Nuwakot district. The
difficult terrain and lack of proper access roads to each location has made it a very daunting
project. The construction of Chilime-Trisuli 220KV Transmission Line Project is being
conducted by NRDC, the sub-contractor under the Pinggao Group Co. Ltd. since the last week of
February, 2020. The project under the NRDC consists of 28 Multi circuit Transmission towers
located at Dadagaun and Khadgu where the construction work is being carried out.

2. PROGRESS OF WORK
The extreme geographical condition and frequent disturbance in the access road from dadagau
to shantibazar has halted the progress of the construction works as a result the output is not as
satisfactory as expected. Nevertheless, NRDC has mobilized its manpower and resources as
much as possible and has performed the construction works in some locations.
The detail progress of work in each tower that are being conducted in daily basis by NRDC staffs
is briefly mentioned below:

Finally, the overall work progress (both done by NRDC staffs and labors employed on contract
basis) of the project is shown in the bar graph below. The towers where work hasn’t been
started yet has not been shown in the graph.

3. SITE ISSUES
The construction works of Chilime-Trisuli 220KV Transmission Line Project has been heavily
impacted first due to the lockdown imposed by the Nepal government to reduce the spread of
COVID-19 and now due to the worse weather condition of the site. The geographical and soil
condition of the site has even been worst due to continuous rainfall in past few weeks. Even
though the construction works have been continued till now, it hasn’t been the most efficient
as planned. Now, the risk has cumulated and has become very difficult to perform the task
normally. The landscape, labors as well as access roads are in high risk due to the excavation of
pits worsen by the heavy rain and landslides.
The problems that are hindering the progress of the construction works at the site of Chilime-
Trisuli 220KV Transmission Line Project are briefly listed below. The photographs showing the
present working conditions of the sites are attached with this report.
1. The major problem of the site is heavy and continuous rainfall causing frequent
Landslide that occurs at the location where pits are excavated. These landslides have
put the life of labors as well as technicians at risk while working. Even the local people
are facing the serious issue due to the landslides and have asked us either to fill up the
pit or complete the construction work as soon as possible.

2. The road connecting shantibazar to dadagaun has been heavily impacted by the
landslides at the various locations. The delivery of the materials couldn’t be completed
on time for RCC works as a result the construction works has been delayed.

3. The drawings of the retaining walls have been changed frequently by the Consultant and
the final designs of the gabion and retaining walls have not been approved yet as a
result construction works couldn’t be completed as planned.

4. The pits that are excavated today are filled by the water and mud the next day due to
heavy rainfall which is forcing us to clear the pit every day as a result we are not able to
perform the scheduled works efficiently. This is putting us at high loss because the same
task has to be repeated every day.

5. The local people are raising the issues about the land. They are demanding the
compensation of the landslide at their properties as the result of the excavation. They
are not completely cooperating with us during the construction work.

4. INTERNAL ISSUES OF CONTRACTOR
Apart from the site issues there are various issues within the contractor due to which the
project has been delayed. These issues and their recommended solutions have been mentioned
below:
1. The technical person (site engineer) of the project has been given the responsibility of
overall site management (labor management, store keeping, arbitrating public issues)
which has hampered his technical efficiency.

Solution: The responsibility of site engineer should be limited to the technical issues of
the site. Separate personal should be given responsibilities of labor management, store
keeping and arbitrating public issues.

2. The demands of materials, equipments and tools required for the efficient completion
of construction works hasn't been addressed properly which is causing noticeable delay
in works.

Solution: The materials, equipments and tools demand should be addressed as soon as
possible by the purchase department to fasten* the construction works.

3. The inability of fulfilling the financial requirements and demands of the site has
hampered the construction works badly causing the delay in the project. The dues at the
site and late payment to the labors as well as staffs have made it very difficult to
manage them and extract the maximum efficiency out of them during working hours.

Solution: The financial requirements and demands of the site should be addressed
properly and the payment to the labors as well as staffs should be done in time. Also,
the dues amount in the site should be cleared as soon as possible.

4. The lack of management of labors is causing the serious delay in the construction works.
Labors supplied are found to be indiscipline and unsatisfactory and they barely listen to
the instructions of site engineers. Also, the work efficiency of the labors is very low as
there is no one to supervise their work.

Solution: The site incharge and site supervisor should be appointed and dispatched to
the site to manage the overall site and labors and get the maximum efficiency out of
them.

5. The tools and equipments of the site have been lost and damaged due to carelessness
and improper use as well as the absence of store keeper to keep track of them.

Solution: The storekeeper should be appointed and dispatched to the site giving the
responsibility of keeping records of overall tools, equipments and materials.

6. The loss is very high if the labors are continued to be employed in daily basis due to
their high rates for excavation. Also, the site engineers felt that labors are not
completely devoted and working at maximum efficiency because of payment in daily
basis.

Solution: The future possibilities of employing the labors in contract basis (for
excavation) should be discussed as it might be profitable than employing them in daily
basis.

5. RECOMMENDATION
The construction works in these conditions have put the contractor, NRDC, at high loss. The
work done during the monsoon has little output at a significantly high cost because of the
geographical condition of the site and disturbance in access roads. The materials can't be
delivered to the site as planned which has halted the construction work at many locations.
Similarly, the danger of landslides, collapsing of excavated pit, toppling of stones into the pit
while working has put the labors at high risk and they are inconsiderate to working in these
circumstances. So, Department of Engineering at NRCD recommends that it will be wise to
pause the construction works partially at all locations until the monsoon ends.

6. CONCLUSION
Thus, the construction works of Chilime-Trisuli 220KV Transmission Line Project is under high
risk because of the incessant rainfall causing landslide, toppling of rocks as well as collapsing of
the excavated pit. Also, the sub-contractor, NRDC is at high loss because of the repeated task
that ought to be performed every day in order to continue the construction. Furthermore, the
labors and the technical team at the site are at high risk working in these conditions. If Work is
to be continue in these condition, compensation of the loss should be provided to the sub-
contractor NRDC and the safety and insurance of labors and technical teams should be assured
in case of any undesirable accident at the site.
