Layog was installed Parish Priest of the Holy Family Parish in Sta. Barbara, Pangasinan through ued by Archbishop Oscar V. Cruz. In the Catholic ar siastical system, the Archbishop has the authority to appoint parish priests, while the power to appoint higher-ranking officials, rane as bishops, archbishops, and cardinals, is reserved for the Pope, the highest-ranking ecclesiastical leader.
