Although the constitutions recognize only the three major branches of the government, it is
essential to note that the supreme court recognizes the legitimacy of the existence of the
federal administrative agencies. The federal administrative agencies have the mandate to
make rules that have the same binding effect as the statutes by Congress. The creation of the
independent administrative agencies was to ensure that the executive could not influence the
influence of the executive because their members are appointees (Livermore, Michael A.,
administrative agencies will work according to the executive's directive in fear of being
discharged. The case study needs to transform some administrative agencies, such as safety
because the public will get the justice that the executive does not influence. For example,
those running small businesses may be frustrated by the executive administrative agencies if
their people in power have a vested interest. Therefore, if such an agency is transferred, the
decisions made by the independent agencies will not be biased because they are there to
protect those businesses. Also, the executive agencies can manipulate an agency for safety
and health to be a political tool as it has always been seen in the past. Transferring this
agency to the independent administrative agencies will work well for the citizens because if
the services are not delivered well, they can be sure the members without the influence of the
executive (Selin, Jennifer L., and David E. Lewis., 2018). However, the executive has
maintained the health agency because it is expensive to run the health sector. But if the funds
would be transferred to the independent agencies, more can be seen than under the executive
agencies. The executive agency heads must owe allegiance to the president. The resident is
the head of the executive, and he holds power to appoint and discharge the members of the
executive agency. In fear of discharge, the executive members always owe allegiance to the
president.
