Dear Team:

When can we meet today?

Would suggest the following (appreciation to Steve for drafting this) to be discussed:

Thank you,

Keith

Basement:
1) Fire Zoning requirement – max area for basement carpark? At 3000 sqm?
Residential: 3,000m2; QCVN09:2008-Carparking; QCVN06:2010-Fire Fighting:
2) Any difference between B1 vs B2, B3, B4? Confirmed, applies to all levels.
3) Types of zone boundary possible? Drencher? Fire curtain? Masonry wall?  What is
preferred and practiced?
Drencher practiced so far.
Separation walls subject to Licensed Architects’ design.
Exhaust ventilation and Jet Fans subject to MEPF Design.
4) Running distance to nearest Escape staircases –
B:
1 way 20; 2 way 40
Up:
1way: 25
2 way: 60
5) Min. distance apart under code between escape stairs’ doors?
1/3 of L, length of passage.
QCVN06:2010 3.2.8 Fire fighting. (Waiver condition: Subject to final layout, consider
provision of smoke extraction, and layout/direction of running, always preserving
alternative escapes)
6) Direction of escape stairs? Single way escape to ground? Door closer?
7) Pressurization needed for such basement to ground escape stairs? What does code says?
NV (external) stairs, no pressurization
MV internal stairs, pressurized.
Basement cases, internal staircases pressurized.
8) Minimum size of such stairs? Any smoke stop lobby needed if pressurization of stairs is not
used?
Width of stairs, 1.2m include handrail, minimum.
Occupancy load dictating size of stairs.*
9) Any minimal windows size at ground floor to allow for natural ventilation as per fire code?
50%??
TCVN Natural Ventilation Requirements.

10) Creation of air wells – sunken gardens – any issues of fire compartmentalization due to
opening to ground floor? – especially recent case of Carina – where motorbikes burned in
basement.
Compartment by drencher all round the opening.
11) Maximum sprinkler distance in basement parking? Must check Code of practice.
12) Under code, what is the prescribed carpark exhaust system? Ducted or ductless exhaust
system?
Jet fan solution is a performance based submission by independent Fire Engineer’s design.
13) Use of Jet fan systems – do we need to run CFD to show performance based smoke
discharge to convince authorities?
Try to always allow for Computational Fluid Dynamics simulations, under the MEPF
consultants scope of service optional costs.
Ground floor
1) Accessways for fire trucks – what is code requirement, max radius for fire truck to reach
the furthest end of towers as per code?
Edge of road to building edge cannot be more than 8-10m.

2) Do we need to create more special accessways?  Min radius width for the accessways,
given the fire truck ladders operational swing radius.
Fire truck hardstanding, 15m x 15m. Circle is 10m diameter.
QCVN06:2010 Fire Code check for other shapes and sizes.

3) Max distance apart for fire hydrants on ground floor? 150m hydrant to hydrant

4) Fire zoning and compartmentalization requirement for above ground carparks?

4,000m2.?
5) Fire sprinkler max distance apart for above ground carparks?
(?)
6) Accessibility to Fire Trucks in context of tower footprint? How many percent of perimeter
should be accessible?
50%
7) Positioning and location of Fire Command Centres?
L1, direct access to external road, 2 door opening. 1 to common lobby space, 1 to outside.
Directional sign for identification.
8) Positioning of Breeching inlets (not applicable) and relationship to Fire Truck (Engines)
“hardstanding”, loading design, marking, and control. Not applicable
Typical Floors
1) Code requirements for refuge floors? At which storey or which height  not more than?
Capacity?
Commercial Devt.
Check requirement and relevant codes.

Verbal:
100m height the max per zone; 0.3m2 per person occupancy

2) Fire-fighting Requirements of a refuge floor?

Not published so far.
Lower than 75m height?
Protected area, free from smoke (NV, MV, Pressurized), free from fire
3) Code requirements for  Smoke extraction of typical lift lobbies?
Any length, must provide smoke extraction. Palm Garden, remove windows
4) Types of sensors – heat detectors or smoke detectors in lift lobbies?
Subject to Palm Garden, Smoke detectors.
5) Maximum sprinkler distance in lift lobbies?
4m, sprinkler radius is 2m. (?)
6) Acceptable types of staircase?
N1, N2, N3

(?) Scissors stairs N3 type, with pressurized entry smoke stop lobbies.

What exactly is N2 type as per fire code description?

Pressurized stairs.
7) Minimum distance apart between stairs doors? – what is defined in QCVN:06?

under Singapore fire code is 7m or ½ distance diagonally whichever is longer.

8) Is a smoke stop lobby needed for scissors type stairs? – refer to (c ) above.

Under Singapore fire code – where stairs has no opening, is considered as internal stairs. And
provision of smoke stop lobby is not required where pressurization is provided up to height of 24m.
However, for height up to 24m, SSL is required. What is the code in QCVN:06?
9) Power back up provision for pressurize fans? 3 source supply, 1 from authority, 2 from gen sets
of own block and alternate block respectively.
10) Spare fan needed for standby under code?
1 duty 1 standby.
APARTMENTS
1) Provision of sprinklers in all rooms? In Vietnam Code. Palm Garden provision, at entry near
kitchen, high risk. If kitchen away from entry, 1 entry 1 kitchen.
What is vietnam code requirement? Rationale why?
2) Heat or smoke detectors?
Smoke to serve area up to 25m2, heat to serve up to 68m2. MEPF to double check.

3) Fire rating hours  for main entrance doors? 45 minutes.

4) As well as risers? 70 minutes (exception water risers, water meter rooms)
5) M&E plant rooms? 70 minutes
6) Floor to floor fire stops
7) Hosereel maximum length is 30m, location within safe reach of fire escape door. Signage to
operate the hose.
