WORK PERMIT APPLICATION FOR OIL & GAS SECTOR


SARAWAK OIL AND GAS WORKERS ASSOCIATION (SOGWA) ROLES

1. SARAWAK OIL AND GAS WORKERS ASSOCIATION (SOGWA)


has been recognized and appointed by the State Government
through the office of the State Secretary together with the
Immigration Department as the Association tasked to screen and vet
all applications for work permit to work in oil and gas sector in line
with the State Government policy of giving Sarawakians the first
opportunity to be employed in the oil and gas sector in Sarawak.

2. With effect from 12/10/2021, State Secretary and the Immigration


Department has made it mandatory that all applications for work
permit for all jobs in the oil and gas sector be vetted, checked and
supported by SARAWAK OIL AND GAS WORKERS
ASSOCIATION (SOGWA).

3. When vetting applications for work permit, Sarawak Oil and Gas
Workers Association (SOGWA) will observe the following rules:

3.1 Work Permit for non-technical jobs such as Clerical,


Administration, Finance and Human Resources and other non-
technical jobs will not be supported, unless the applying
company is able to come up with genuine reasons in support of
the application.

3.2 Work Permit for technical and/or semi-skilled jobs such as


IT Specialists, Technicians, Draughtmen, Trainers which are
mainly onshore based will not be supported, unless the
applying company is able to come up with genuine reasons in
support of the application.

3.3 Work Permit for Offshore related jobs such as Operation


Technicians and other associated jobs will not be supported,
unless the applying company is able to come up with genuine
reasons in support of the application.

3.4 Work Permit for Offshore related jobs that are specialized and
technical in nature, including marine, pilots will be vetted
subject to the applying company/agent supplying information
as follows:

a) the posts have been advertised and no Sarawakian applied


for the jobs;

b) the posts are short term of six months and less;

4. The process of screening and vetting applications are as follows:

a) application for work permit for current non-Sarawakian who


are filling any of the positions will be supported subject to a
maximum period of 6 months or completion of a
project/contract, whichever is earlier.

b) new application with immediate effect will in so far as


possible be vetted/checked in accordance with paragraph 3
above.

5. Sarawak Oil and Gas Workers Association recognizes that its role is
confined to whether to support or not support the company’s
application for Work Permit.

The final authority to grant or not to grant Work Permit application


rests with the Immigration Department.
