• Usaha memperluas kesempatan kerja dalam rangka mengurangi pengangguran yang ada
maupun menyerap tenaga kerja baru merupakan satu kesatuan usaha di dalam seluruh
usaha pembangunan.
• Program-program pembangunan di semua sektor mempergunakan perluasan kesempatan
kerja sebagai salah satu sasarannya yang utama, khususnya melalui usaha-usaha
kegiatan yang banyak menyerap tenaga kerja baik secara langsung maupun secara tidak
langsung.
• Penyediaan fasilitas-fasilitas latihan dalam rangka pembi-naan tenaga-tenaga terdidik
dalam jumlah dan mutu yang sesuai dengan perkembangan kegiatan pembangunan dan
penyediaan lapangan kerja

There is likely to be a positive correlation between in-migration and proximity of
settlements to project activities.
There is likely to be a positive correlation between the probability of
in-migration and socio-economic and ethnic diversity within settlements.
A greater diversity of livelihood practices likely to increase in-migration.
There is likely to be a positive correlation between in-migration and proximity to local
transport infrastructure.
Settlements that have previously been affected by migration are more likely to be identified as
in-migration destinations.
Areas that have hosted refugees are likely to be more accessible and attractive as
settlement destinations.
Areas with relatively higher local employment opportunities (outside of the project) are likely
to be more attractive to project-induced in-migrants.
 3 Assessing the Absorptive Capacity of In-Migration Areas

Local Governance Systems and The type and effectiveness of local authorities will influence the ability of an area to accommodate in-migrants.

Water Infrastructure Competition over limited supplies of potable water will limit the absorptive capacity of settlements to accommodate in-
migrants.

Sanitation Infrastructure The absence or limitation of sanitation infrastructure will limit the absorptive capacity of settlements to accommodate in-
migrants, particularly where settlement is highly concentrated.

Land and Housing Stock Restrictions on access to land as a source of land based livelihoods (agriculture and subsistence activities) and for housing, and
availability of housing stock will limit the ability of an area to accommodate in-migrants. This includes limitations on access that
may be associated with local disputes over land.

Health Infrastructure Lack of availability and poor quality of health infrastructure will limit ability of an area to accommodate in-migrants. Pressures on
limited health resources brought about by increases in local population as a result of in-migration will increase social risks.

Education Infrastructure Lack of availability and poor quality of educational infrastructure will limit the ability of an area to accommodate in-migrants.
