 The importance of security fibres to secure the substrate, is mentioned
in the new EUTP directive as well as ISO tax stamp standards

The tax stamp substrate is vitally important, it must support all the other security
processes and must in itself also be something that can’t be easily sourced or
counterfeited.
Fibres offer an excellent level of security as they can only be embedded in the
substrate at the paper manufacturing stage. As you would imagine, this is a very
significant barrier to the counterfeiter.
The recent EUTP directive includes fibres as one of five security features
mandated for tax stamps. The ISO 22382 guidelines for excise tax stamps
also recommends considering fibres in the substrate:

Traditional single colour fibres still represent the majority of the different types
of fibres used in tax stamps.
They are inexpensive and are easy to mix into the paper pulp. They can be visible
to the naked eye or invisible but fluorescing under a uv light in colours such as
green, yellow and blue. Invisible red fibres are also available which are more
expensive than the standard colours.
But this security feature is under threat.
