Public administration as an instrument of Welfare state, it is the instrumental process

of execution of the will of the people which has been discovered, formulated and

expressed in the form of laws by the legislative body. The assessment and rating of

taxes, for instance, the punishment of criminal, the delivery of mails, delivery of

health and education services, the recruitment of army are all acts of Public

Administration. Public Administration is the non-political machinery of the

Government carrying on its work for the welfare of the people according to the laws

set up by the constitution.
