ABSTRACT

Micro, Small and Medium Enterprises (MSMEs) that grow in both rural and urban areas have the potential as
economic drivers for the nation, because they have proven resilience in the 1998 monetary crisis and the 2008 global
crisis. According to BPS data from Malang City (2021), the number of businesses Most of them in Malang are in the
form of individual businesses, which are 12,957 businesses or 98.8% of the total businesses. The translation of social
entrepreneurship in the Program Plan of community service activities carried out by LPPM UB includes 6 (six) superior
fields. Strengthening MSME productivity is included in the sub-chapter of the leading field of Community Economic
Empowerment. One of the obstacles that are often faced by UMKM partners of the Malang City Diskoperindag is the
management of business legality which can be useful for strengthening business continuity and maintaining product
quality. Business legality is a standard that must be met by business actors. SMEs are required to meet these requirements
in order to compete in the free market era. In the first year (2021), the UB Institutional Doctoral Service (DM) program
seeks to strengthen the legality of rhizome-processed MSMEs in the Malang City area in the form of mapping business
profiles, BPOM assistance and Financial Accounting.

Usaha Mikro, Kecil dan Menengah (UMKM) yang tumbuh di wilayah pedesaan maupun perkotaan sangat
berpotensi sebagai penggerak ekonomi bagi bangsa, karena terbukti ketahanannya dalam kondisi krisis moneter tahun
1998 dan krisis global tahun 2008. Menurut data BPS Kota Malang (2021), jumlah usaha yang terbanyak di Kota Malang
berbentuk usaha perorangan yakni sebanyak 12.957 usaha atau 98,8% dari keseluruhan usaha. Penerjemahan dari social
entrepreneurship dalam Rencana Program kegiatan pengabdian kepada masyarakat yang dilakukan LPPM UB meliputi 6
(enam) bidang unggulan. Penguatan produktivitas UMKM termasuk sub-bab bidang unggulan Pemberdayaan Ekonomi
Masyarakat. Salah satu kendala yang sering dihadapi oleh UMKM mitra Diskoperindag Kota Malang adalah pengurusan
legalitas usaha yang dapat bermanfaat bagi penguatan kelangsungan usaha dan mempertahankan kualitas produk.
Legalitas usaha adalah standarisasi yang harus dipenuhi oleh pelaku usaha. Pelaku UMKM dituntut harus memenuhi
syarat tersebut guna dapat bersaing di era pasar bebas. Pada tahun pertama (2021), program Doktor Mengabdi (DM)
Institusi Universitas Brawijaya berupaya untuk penguatan legalitas UMKM olahan rimpang di wilayah Kota Malang
dalam bentuk pemetaan profil usaha, pendampingan BPOM dan pembukuan keuangan.
